"Okay," said Matthew, taking a seat on the other side of his desk. He slid his glasses forward on his nose. "I'll need to see your C-39, your C-270, and your C-18," he said, referring to DIC forms for a naturalization application, "as well as your identity documents, documentation of your name change, and your alien resident documents."

Matthew Tobin leaned forward, taking each of the documents and inspecting them, his eyes moving from left to right as he confirmed the information against the C-270, the application for naturalization. "Okay, this all looks good. I need to ask you some questions before I can approve or deny your application." He grabbed a yellow legal notepad and a pen and looked at Marlene over the rims of his glasses. "Ms. Angel, in the last two years, have you ever traveled outside of the country for a period longer than six months?"

Matthew Tobin nodded. "Okay, and have you had any contact with any foreign governments in the last two years besides for traveling or tourism purposes? If so, what was the nature of such contacts?"

Matthew Tobin frowned, making a notation on his legal pad. "Were you ever involved, directly or indirectly, with any operations involving Terra, either government officials, the TAF, or civilians?"

Matthew Tobin added another notation. "Have you ever had contact with any foreign government other than the Aschen Confederation or Tripartite officials?"

Matthew Tobin continued writing on his notepad. "Okay. Do you hold any loyalty to any foreign government, power, king, prince, etcetera.?"

Marlene Angel shook her head again. "The Government I was loyal too... Doesn't exist anymore so, no." She replied, shaking her head calmly.

Matthew Tobin nodded, continuing to write answers on his form. "Do you have any personal ties to former or current officials of any foreign government, and if so, what is the nature of those connections?"

Matthew Tobin added another row of notes, and then turned to the next blank page on his notepad. "Do you drink alcohol often?" he asked, his pen poised to write the answer.

[i]Matthew Tobin pressed his lips together. "So you're not habitually drunk." He raised an eyebrow.

Matthew Tobin moved to the next question. "Do you ever pay for a prostitute's services, or have you ever offered your services as a prostitute?"

Matthew Tobin nodded, smiling a little. "Okay, Ms. Angel. Have you ever committed any crimes for which you were not arrested? Not crimes for which you were tried, but crimes that the police never learned about."

Matthew Tobin jotted another note. "Have you ever persecuted someone because of their race, religious or political beliefs, sex, or age?" he asked, "or have you ever participated willfully in a genocide, the violation of human rights, child abuse, prisoner abuse, or suppression of civil rights or political liberties?"

Matthew Tobin offered a tired smile. "How about candidly?"

Tobin tilted his head to the side. "I'm not asking whether you ever did such things while acting outside legal orders. I'm asking whether you ever have. And I am familiar with your record, Ms. Angel. Let me rephrase. Have you ever willfully caused physical or emotional harm to a child or a prisoner, or to an individual solely because that individual belonged to a certain group?"

"So your justification for torture is that you were acting under orders," said Tobin, his frown deepening. His pen came to a halt as he fixed Marlene with a hard stare. "Many Nazis made the same argument when asked about their motives for torture and murder. Acting under orders. Doing what they were told. It's same argument, isn't it?"

Matthew Tobin rubbed his thumb along his jaw. "And I'm sure you can produce witnesses to your character." The way he said it, it was not a question but an assumption. Still, there was something a little like contempt in his voice. "Who would tell me that you are an upstanding woman and respectable member of society. Hm? Am I right?"

Matthew Tobin reached for the medal and its certificate, reading without change of expression. "I'll make a notation," he said, jotting something else on his notepad after returning the medal and certificate to the woman. "I just have to ask a few more questions, Ms. Angel. Do you now, or have you in the past, ever advocated the violent overthrow of our or your previous government, or support any terrorist organizations?"

Matthew Tobin nodded. "Do you support the laws and Constitution of the Terran National Government, and will you defend those laws and the Terran National Government, including by bearing arms, if necessary?"

Matthew Tobin nodded. "Okay, then I'm sure she'll be here presently." He looked through some of the documents again, turning pages in silence as an air conditioner hummed in the background. "For what reason are you interesting in filing for naturalization, Ms. Angel?" Tobin asked, flipping another page over and looking over his glasses at Marlene.

Downstairs in Government Center, a security guard approached Claire with a brisk pace. "Excuse me, ma'am," said the officer. "Can I help you with something?" There was a marked military presence in the corridors, as well as elected officials hurrying inside to avoid the press corps that had gathered on Government Center's front steps in the past several hours. Hostility from the security officers was the norm rather than the exception at this point.

Matthew Tobin added more notes to his legal pad, leaning on his elbow and crinkling the bottom of the paper as he did so. He reached for a mug of cold coffee, taking a sip with a look of mild disgust. "With a valid prescription, medicines can be imported without restriction," he replied, retrieving his pen again. "What do you hope to offer Terran society, Ms. Angel?"

Downstairs, the security guard frowned. "I'm sorry, are you here for an appointment with someone? No one named Marlene Angel works here," he said, clearly a mite confused. "Do you know what division or ministry office you need?"
