The taste in architecture was lost on the foreign autocrat, who associated such patterns of development with such cess-pits of debauchery and squalor as Neu-Lumen or Rienzi. No, their capital tended to sprawl out and not up, the tallest structures present just barely peeking over the height of the Gotteshalle and triumphal arches, but there was little doubt in his mind that these conventions had their advantages.

Especially when one's population bred rapidly out of control.

The arrival was quiet enough, an elevator thought to be otherwise empty revealing three dark individuals, the one being flanked possessing a jet cloak lined in crimson that billowed about his form as he moved, heel irons clicking on the floor as he strode towards the meeting room in question. It was obvious enough that all three of the individuals were, in fact, rather Belkan, though it seemed a perfect balance of Austran ethnicity: on the Emperor's left stood the lithe and refined Admiral Radegast Dieter, his nearly platinum blonde hair carefully styled to echo his lord's as azure eyes took in every detail they could soak up, and on Josef's right stood 'Leni' Krohn, her tanned tone and swarthier hair looking every hint as fierce as the Father of Belka's.

Not that Josef had his father's hair, of course.

An otherwise quiet scene disturbed by the sliding of a door to reveal the trio, two dressed in typical martial fashion whilst Krohn fancied herself a rather fetching dress that only suited the occasion - appropriately charcoal with golden trim.

"Hail, prince." Came the leader's greeting, expression unchanging as his two comrades took seats echoing that of the Taiyou heir's own entourage. "I trust my arrival is prompt enough to be to your tastes?"

Kampf returned the gesture in his own way, a partial salute being delivered as was proper of him to impart. No doubt the Taiyou had to overcome some barriers in order to give any sort of location to them, considering the reputation that Josef's dominion had with Shimizu's mother's ilk. Josef was far from ignorant as to the political machinations of the other powers in this galaxy, both from diligent research and a simple knack for such things.

Surprisingly, instead of Kampf, the first to speak was the admiral, who moved to create the sign of the holy triad over his breast at the crown prince's note of final additions. "... may God bless this meeting, and all of its fruits." Oddly enough, Dieter made no glance to Kampf at such a note, but none of the Belkans seemed to mind that. The Belkan autocrat eyed Shimizu last of all the individuals present, sizing up Yamamoto and the minister before finally focusing on the prince, picking apart his appearance with his mind.

"Which name would you prefer, prince?" Kampf was a guest, after all, no reason to try the host's nerves. "I confess, it disappoints me that I won't have the chance to meet your father today, prince. I have heard so much about him." The titan settled into his seat after those words, adjusting himself to a seated position before speaking further.

"... please, prince, the honor is shared." Light hands were placed up in a calming gesture, indicating no sarcasm lay on his voice, despite his pleasant tone. "I don't look to belittle your realm or person if the same extension is provided to myself and my own charge." A brief glance was paid to both Leni and Radegast thereafter before those eyes bore into Takayama once more, the Belkan's gaze unmoving as he reached to take a sip of the water.

"Now, surely you have some business to discuss."

"... Gabriel, then." Josef spoke, some inflection present in his voice with that name that was absent in his vocabulary before. It wasn't that he held any ill will towards the prince, no, one could see that in his form as it was - rather he held a distaste for the name alone. "If it's no trouble," He began, splitting off onto a momentary side-topic, "I might visit with lady Kampf, if that isn't contrary to either your or the Emperor's hospitality."

But, this was the time for business, and a light sigh escaped his nose as he began addressing points, his comrades to either side staying quiet, if only for the moment. "... it is so very often," Josef explained, hands folding themselves in his lap, "That foreigners - I mean no offense by that - mistake our state for that of the expansionist, exploitative, interventionist cartoon the Aschen tote around." Not that they weren't expansionist, exploitative or interventionist, rather that they simply were when it fit their goals. "Our autocratic state lends little role to the third estate in government, but... we see where lending them some trust has landed so many other nations." Besides, they were efficient, why change the model?

"As for the Taiyou Empire, currently neither I, nor my advisers," A brief gesture to the two flanking him, "Nor a majority of the Reichsversammlung have current or future designs on the Taiyou, pending hostile action." The only ones that called for war with the Taiyou, even war with the Collective, were the hard-liner nobility who knew so little of war. Like Konrad, except not quite as entertaining.

"As for the Aschen..." Kampf raised his hands up as if nothing was in them, "We will allow the Aschen to choose their own government in the Imperial occupied territory from qualified and experienced individuals. Imperial Scatter doesn't wish to see another people crumble thanks to the nightmare of absolute democracy."

The arrival of the Taiyou emperor was a note that Josef considered with some curiosity, looking over the man and comparing him to the many holovids he'd so far seen. Smaller than he expected, but certainly better spoken. Kampf rose at his arrival, if only to share his hand with Nobuo in a firm shake, smiling pleasantly to the man before he moved to take his own seat again. "Delays are to be expected, Emperor Takayama, it is a busy life as ruler." He knew, perhaps, better than anyone.

After all, keeping names straight with people's children that looked almost exactly like them was... difficult.

"Perhaps the inadequacies, rather. They often realize all too quickly the shortcomings of their system, and either hastily squabble to centralize their authority or lash out at those better suited to government." Namely the two men speaking. Of course, the Coalition had real reason to both fear and hate the Hegemony, just as the Hegemony did for the Coalition, but the typical exaggeration existed there.

"... I could say much of the same for the Azrican people," Shared Josef with a smirk, thinking back to his lovely Azrik Empress. "I keep on astonishing myself with my patience from yester-years." But, now back to the meat of the affair. Of course war would come between the Aschen and the Taiyou, two empires couldn't exist in such close poximity without conflict - no authoritarian power could. That was why the Hegemony had sanctioned warfare between the houses, if only to keep tensions in check and provide someone with some false sense of superiority.

"No politician can ever comprehend the brutality of war, Takayama." A simple fact of of life, the Belkan paying a brief nod to the Taiyou minister, "No offense intended, as always. It simply isn't their place to know." Hence part of the inefficiency of representative government. "But, Emperor, you are making the assumption we wish to subject the Aschen, and not destroy them."

A gentle hand took his Empress' as Josef deigned to explore the gardens that the Taiyou possessed, clad in rather few trappings of his status now, simply dressed for a simple meeting. The two were alone, after all, he saw no reason why he couldn't dress casually. Of course he wore black in some fashion, this time slacks, along with a dress shirt with the sleeves rolled up and the collar undone just so. Were it that one really pried to look, they might see a hint of the man's breast from the small parting of his garment.

Not that he really cared of course, even if the people were so very curious.

"... it's a curious concept, Zen." He mused, moving to sit on a nearby bench to relish in the sounds of moving water and artificial breezes. Outside of the building was the typical miserable weather Niihama and most super-cities boasted, but that was beyond the window, and he was in here with his love. "Beautiful, even." A brief glance was cast to the other.

"... nothing compared to you, my flower."

A cautious glance around them preceded Kampf taking the Empress' wrist, holding it and, by extension, her fan to his lips as he kissed it, moving her hand to bring it to her neck once, twice and a third before he stopped with a mischievous glance. "... a thing worth noting." He certainly had already, sighing as he reflected on the thought. "Consider our own capital, Sieglinde." And how quiet and sunny it proved in comparison.

"Perhaps a few restrictions would do these people some good." They already had the proper government, needing only the proper execution.

Josef certainly appreciated that she was willing to, her presence making this whole trip much more enjoyable. "I know they are an uncouth, barbaric people."

"It's a constant struggle, my love." He reassured her, patting her hand as he did, scooting a hint closer after waiving down one of his bodyguards - whom was quickly dispatched with orders for tea. Scatterran tea. "You perseverance only speaks of your caliber, Linde, sweetest," He rubbed her fingers between his own. "I couldn't ask for any more from the Matriarch."

Oh no, nothing more. At least not yet.

"If it helps love, tonight you can vent such views with me. You know I don't mind..."

"Yours alone." He echoed, smiling as he pressed her lips to his cheek. A squeeze of her hand came of that, the Kaiser sighed as he pondered what kind of deals he would strike with these Taiyou. Cooperation was a natural extension of their current stances, but... well, he would worry about that later. "... I would hope I'm the only one who treats you, Sieglinde." He glanced to her, admiring her form before adding. "Besides your father and brothers, of course."

It only made sense, after all.

"... so, my wandering flower. Where would you like to go next?" They certainly had the capability, and it wasn't like it was terribly dangerous, considering who they were. "The galaxies are ours to explore."

"... if you really want to love." He rolled his eyes slightly at the thought of taking her to Terra, knowing what a miserable little rock that was. No doubt she would be disgusted and insist on staying at the court for some time thereafter. Well... perhaps not such a bad thing in that case. "We can stop by Terra, if you so desire, Linde."

"Every step." He shared, moving to place his own kiss on her cheek as he did. He would never leave his wife to the whims of the masses, especially on a world occupied by Coalites and Oriyaks. There was simply no way to trust that unholy conglomeration. "The things I could do to you, if you weren't the Empress..." He left them ambiguous, of course, as was proper in public.

Oh yes it would do, the kiss her shared with her betrayed it as well. There would be no restriction, in his mind as to how the two might elope on that world, were it they were both in disguise, officially in transit back to the Hegemony from the Taiyou Empire. "... it would, my Empress." A gentle squeeze of her hand came at that.

"... how long do you wish, Empress Sieglinde?" Came his rather formal question, the Emperor being coy about this whole affair, knowing how much he would enjoy it, regardless. "I can allocate a few days to Terra from our schedule here on Niihama, if you wish." If she didn't mind staying on that disgusting little world longer than she otherwise had to. He'd do his best to entertain her, at least.

"... but that would give me less time studying my knots..."

He always wound up back here, on occasion, drawn by some force or another - usually simply because he favored the chaos that permeated the establishment and the planet itself. After all, who didn't like a bit of chaos now and then? Josef's own realm was so very tame in comparison, the odd time that he had visited here producing little in the way of legitimate results, but it always guaranteed entertainment.

Mortals were such delightful little creatures.

But, considering how petty and superficial they could prove, he forewent his traditional regalia, preferring instead simple black fatigues - no rank, no identification - with boots to match. Of course, the contrasted rather nicely with the alabaster tone the man possessed, but it simply made him look like one of the plentiful slavic volunteers for the Nightwatch - after all, he wore their beret.

But the way he looked at the bar was not in the manner of some simple thug, oh no; rather, he simply glanced over the patrons, ignoring a great deal of them before his eyes fell on one in particular, piquing his curiosity. The Wandr'er seemed to catch his eye as he slowly paced across the room, moving soon enough to flank him as he stood before the rotting corpse that was Utzanthtog, only sparing a brief glance to the decaying peon that the other so intensely stared at.

A light hand moved to lay itself on the white-clad figure's shoulder, curious eyes shifting to the side of his vision as he inquired of him, silently, just why he looked so upon such a lowly figure. The other was deserving of pity, not of attention, and why it was that this individual examined him so did beg a question or two from the prodigal son.

To hear the fluctuation in the Watcher's voice did entice his curiosity, the Emperor's grip tightening on the being's shoulder as Josef tilted his head lightly to get a better view at what he believed this other to be. The distinctly Scatterran visage of the Belkan remained unmoving for the longest time, the same expression he wore as he approached remaining as he contemplated the situation presented to him. The face wasn't what mattered to Kampf, oh no, it was that posture, that voice, that had caught his eye, and now his ear.

He remembered that voice.

For several moments did Kampf remain still, only speaking when he had finally placed just where it was he had heard that voice before. The stereotypical bass voice of the Emperor was absent, replaced with a rather monotone whisper, soft and quiet, yet utterly audible to most on the bar, were it that they even bothered listening to that which occurred about them.

"You wouldn't understand if I told you."

Certainly not, as a man cannot tell a child why things simply fell to the ground, unless he wished to simply provide a vague umbrella-term - and what good would a simple hint, a tease, do? Little with this one, he already knew. Oh no, there were some far too crafty to even impart that upon them. A neutral visage remained, characterized only by lifeless green eyes.

"... but you. You cost me my prize at Reh'lay."

The Belkan idly glanced to the seat indicated, though the Watcher did tempt his tongue. It was better to go with the corpse's suggestion than to try and argue with it, knowing that would get neither party anywhere, though he had yet to move for it.

"... tell me, corpse-king, why the fate of this world is of any concern to me?" It was just that - a world, one among a great many, a number vastly incomprehensible to the masses of the galaxy, perhaps even the universe. Six billion souls, though enough to warrant a defense from his foes, certainly wasn't enough to tempt his wrath; in its place, apathy reigned, his own designs taking a far greater deal of precedence. Perhaps, were it this world played some part in the grand scheme of the Milky Way, it might be of some mild interest.

But the other's audacity did demand retribution. "... do not think that because he proved less of a coward than you that he was any stronger. He is dead, just as the rest." And so it was meant to be. Surrag's Sally was a daring gambit, and one that proved quite the delaying action - but it failed, none the less. "At the very least, he cared to defend his people, instead of tending to the whims of his impudent God."

It was no secret how Kampf viewed the variety of other patrons in the room. But to be addressed so bluntly, so honestly, it was a refreshing change. At the very least, this one was no simpleton - rather a drone of a false idol. "Curb your tongue, child." Josef spoke, simply. "Your betters are speaking."

The Collective.

All that the Unending had to speak was that very word, and the Belkan nearly spat on the floor before them, only a hint away from visibly snarling.

That was the thorn in his side - his prize of Reh'lay.

Judgement or not on some back-water world, this planet - this Terra - mattered in such insignificant ways when compared to the matter of the Collective, that bitter remnant of God's empire, and their own crusades to wipe his own children from the stars. If they were to impart upon these foul creatures judgement, then let it be swift - let it be merciful; let them be killed now, exterminated for all eternity that no other would have to worry over their sake or their being.

But again did this Watcher speak, drawing the Belkan's eyes away from the primordial essence that was Utzanthtog, looking instead to that still-defiant relic of a forgotten age with eyes that bore a fire that they had not yet betrayed. For the most part, his looks remained the same, save the swiftness of his glare, acquiring the target of the Wandr'er again, eyes dissecting the being before him as a hawk did its quarry.

The black clad man - if one could call such an abomination a man - spoke sternly.

"What did you just call me, peon?"

There was little question that such a name was reserved for those that were of much greater worth than the speaker that uttered it, the dead gaze of the Scatterran lord looking to little else than the being that had dared speak his name.

"Rethink your words, lest you taste the very blade that slew your brethren."

Unmoving eyes observed the discourse spouted by the slave, Josef remaining where he was for all the while, the only visible change with his form or expression proving to be a narrowed gaze at the silly hint of strength, especially when drawn from such pathetic creatures as these. Perhaps from good Scatterran stock - but from the bastard children of the common rabble? It went beyond preposterous and into the genuinely laughable.

The momentary glimpse of the angel's form left Kampf unimpressed, remaining where he was, still at the ready, should the chance come for him to engage the other. It didn't come, of course, the brief flare-up of the other's power soon diminishing as quickly as it came, the Belkan sighing at such a sight. What a great pity.

His own demonstration proved much more subtle, quietly closing the distance between himself and the Watcher, hand burying itself in the other's robe before he pulled it close to Josef. Careful eyes examined the form, especially what lay under the hood, a grimace slowly worming its way onto the Emperor's face. "Then take him. But you are mine, Watcher - look at me."

It was in those eyes that one could see it; that unspeakable horror born from the whispers of Ageless, of wild-space, and the eras before the realm of God - the faceless beast that drove an entire universe to exterminate itself. Eons of suffering, of maliciousness and hatred boiled from beyond the blackness of his eyes, providing this slave of impudence a brief glimpse into the future that awaited him in the Constructs.

"Your cries for mercy will pleasure me as you beg to the God these children so readily deny. Try and fight, peon," The monotone voice remained. "Feed me."

With that the Belkan released the Watcher, a spare glance tossed to the Unending as his judgement on Terra was passed before he melted away into the crowd.

This world would burn.

The dark-clad man held the door ajar for a moment to make sure that his companion entered safely, and without hassle, as he soon returned to her side, carefully linking his arm into hers to guide her over to a table - knowing well that she was already more familiar with the place than he was. This was where she had spent so much time on Terra? Well, it was certainly a bit late in the matter to make judgements, and he had been here himself, but... to think that an Empress would visit, or stay in such a place.

Scandalous.

"So you stayed here," Inquired the man, on her arm, almost not believing it, were it that he didn't know the woman he was engaged to. This was, after all, the Queen of a Thousand Faces. "In this place?" Certainly not Kampf's first choice in matters.

Wing laughed at his reaction and accepted the seat, taking it with a smile. "Only for a month or three, while a more secure location was built." She admitted. "Do keep in mind it was a civil war, and I was stashed away on this back water planet for safety." She pointed out, amused.

"Gambit's isn't so bad darling. I do have fond memories of this bar, and of Terra. I do like the planet, over all." It was quite beautiful, and the people very open and accepting.

She had already begun efforts to colonize it with her own people of course. But that went without saying when the Erutin discovered a planet they liked.

That was true enough, it did make an inconspicuous enough place to hide away in a time of trouble... who would look for the seat of Imperial power in a place like this? Even then, if one did, there seemed to always be a flood of otherwise useless individuals to foil whatever pursuits happened upon one. Of course, she was a biased woman of course, no doubt there were several things about the place that she knew, or remembered, that were lost on him.

No doubt much the same as he might think about Scatter.

"... I'll take your word for it, love." He smiled as he slid into a seat beside her, not bothering to sit opposing her. After all, there was no use bothering with that silliness in a place like this. This was certainly no gala, dinner or the like, and there were certainly no noble eyes watching them. "It's nice... what's left of it." Hopefully Marcus could work with it, Kampf had no use for the man otherwise.

"Now," He spoke, sliding his hand into hers. "I fear we have a wedding to gear up for, though... there is one thing that's escaped me, Wing." One thing indeed that almost baffled him. "... just where are we going to travel for the honeymoon?" Certainly places would fight for that honor in either empire, to host the two.

She smiled and held his hand, thinking it over. "I fear it will be an overly elaborate monstrosity, won't it? To combine both our cultures?" She wrinkled ehr nose. Well. They had already had a small ceremony. It simply wasn't a big official wedding ceremony yet. Still, she thought it over.
