Rubano hails from Hafirjan, representing many of the Eastern/Central countries such as Tanzania, Uganda, and the Congo. A popular politician and likeable celebrity, Rubano is known for his charismatic persona, strong intellect and good-natured sense of humor. He demonstrates a deep sense of patriotism and loyalty toward Terra, and a passionate determination to maintain her sovereignty. Despite his strong support for Terran independence, Rubano often advocates for bills that grant more privileges and authorities to the TNG, claiming that only a "powerful government" can be a strong one. A decisive leader and influential speaker, Rubano is the creator of the 'Xenia Compromise', the foreign garrison charter that Terra uses today.


Rubano graduated from Makerere University with a bachelor's in intergalactic business and a master's in political science. He took a year for himself after he graduated, travelling across Terra and giving his time and money to many respected global charity organizations. When he returned to Kampala, his family's influence and personal connections with his former university allowed him to quickly procure a position at Makerere as a professor of political science and Director of Admissions. He worked there for two years and was well-liked among his students and colleagues, despite his notoriously strict classroom etiquette and extreme lack of tolerance for tomfoolery and academic dishonesty. After exposing an embezzling scandal perpetuated by the university's president, Rubano was promoted by the school board to Dean of Humanities and Social Sciences. After three more years of diligent and prosperous work, Rubano was appointed the president of Makerere University.

Four years later, Rubano was offered a position as an assistant to the Ugandan Minister of Foreign Affairs. He worked with the ministry for two years, during which time he famously negotiated the release of over a hundred captured civilians from the hands of Tanzanian rebels. Using his generous wealth, Rubano also personally financed the reconstruction of several war-torn Ugandan neighborhoods. His efforts won him the Confederate Humanitarian Award and the Union Crest of Courage. Despite his relatively meager political function, Malijin had become one of this most popular politicians of the time. His fame quickly prompted presidential-hopeful Gwandoya Balondemu to elect Malijin as his running mate. When Balondemu won, Rubano became Vice President of Uganda.


Rubano spent the next four years serving the people of Uganda, using his new-found political freedoms to endorse a series of economic reforms and military expansion projects. His illustrious history, handsome person, convincing speeches and ultimately effective fiscal amendments garnered enormous support for both himself and Balondemu. Unfortunately, Balondemu would be mysteriously assassinated by Ugandan rebels in his own office one year before the end of his term. Though grieved over the loss of his friend and colleague, Rubano assumed the presidency, focusing the country's funds towards public relief efforts as well as spearheading Ugandan military efforts in ousting several rebel factions. Despite his enormous public approval, Malijin refused to run for office after his term had ended, still crestfallen over the loss of Gwandoya.


Rubano took another year off, this time travelling to other central Hafirjan countries such as Congo, Kenya, Egypt and Ethiopia. He continued his humanitarian endeavors, overseeing the construction of new homes, work places, hospitals and cultural centerpieces. He heavily endorsed anti-rebel movements and worked closely with expulsion activists, learning a good deal about military logistics and battle tactics from a myriad of different generals and commanders. He famously lead Rwandan armed forces in the Battle of Ndogo Mlima, literally charging into the fray alongside the 6th battalion and defeating the kambamti insurrectionist movement in open combat. He received the Rwandan Medal of Honor for his valor and bravery. All of this, of course, reached the ears of the Hafirjan public via media networks. Malijin's popularity was at an all time high.


When the Terran National Government assumed power and ask for Parliamentary representation from Hafirjan, Malijin submitted his candidacy. He won the election in a momentous landslide.

"Where we're coming from, Ms. Alfarsi, is the position that every sane government that cares about its people comes from," Rubano nodded, his tone still steady and friendly, "that is, a position of caution and neutrality. We don't have the luxury of being able to speak our minds and voice our opinions so liberally. There's an entire quorum full of politicians on Langara who would go to war with us in a heartbeat for a single slanderous sentence uttered towards-"

It was at that moment that Aiyanna entered the room. Speak of the devil.

"What is..." Rubano rose from his chair, his brows furrowing. He looked to Aiyanna sternly. "...I'm sorry, can I be of assistance to you? This is a private meeting."

A small squad of Terran marines stood behind the Imperials.

Anodyne stepped towards Aiyanna, but she didn't go too close. She was awaiting orders from Stryfe or the Terrans, a green light to eliminate a threat if there was one. Stryfe waved her superhuman escort down, gesturing towards Aiyanna as she addressed Rubano.

"You should make it clear, even though no one should have to, that I do not represent the Terran government anymore than your other allies, journalists, a hobo on the street, or the dry cleaner who cleans my suits." Stryfe said to the man and the other Terrans.

"The Aschen would attack you for merely existing, for drawing breath, for claiming sovereignty. They have in the past." She continued, looking towards Aiyanna. "One would hope this isn't the first step."

"Please, prove my cynicism wrong, Aiyanna."

"Our soldiers are not acting aggressively towards you, Aiyanna," Rubano asserted calmly, "it is a simple security measure." MacDuff was on his feet, eyeing the AI with cautious anger. Lessard remained seated, watching the spectacle quietly and attentively.

"You are intruding on a private meeting," Rubano continued, buttoning his suit, "if you have something to say, say it quickly and promptly. If you wish, I can arrange a later meeting date between the TNG and..." he paused, "...whatever new Aschen government you claim to represent."

"Surely, you don't mean Mollem?" Stryfe asked Aiyanna, "Last I heard he had fallen from grace." Stryfe said, her words meant for the Terrans in the room as well. "Besides, things have changed on Terra, and off of Terra." The Invictus leader said, pausing for a moment.

She stood, walking slowly towards Anodyne to pull the woman back. She wanted some distance between her bodyguard and Aiyanna for now.

"What makes him, or any of you, think they can barge in here like this and just... say they're coming to meet?" Stryfe asked Aiyanna, "Yeah, it seems like a surefire way to start yet another war." Nina added, "Or at least further damage the already damaged reputation of the Aschen." Nina continued.

"I was not aware of a rebellion in the Aschen government," Rubano crossed his arms, "neither did I know anything of this new Empire. I trust the Shadow comes to Terra with peaceful intentions."

It was Casper who spoke next. "Shocking as it my sound, Stryfe, the Aschen aren't known for their political courtesy," he thumbed off his glasses and began rubbing at one of the lenses, "Really, I would have been shocked if they HADN'T shown up unannounced."

The large unmarked ships facing off with their Terrans and their allies began to open fire. The Invictus, the Terrans and the NPA moved to avoid the attacks, firing their own weapons at the ships in hopes that they would destroy their attackers.

Alas, many ships were destroyed by the sudden barrage from the superior ships. These new alien vessels. Several larger Invictus ships moved up, the ships being used to protect their allies while they scrambled to figure out what exactly was going. how they could fight back.

"Can we get the militia up here?" Lieutenant Murs asked, "What about the superhero lady from the Invictus?" He asked his crew, "We'll get in touch with the Invictus on the ground and see what can be done." A crew member told Murs, "We need as many of our troops we can muster up for this fight." Murs added.

Ships continued to be destroyed in the fighting, whoever these people were they came with enough firepower to start the big bang all over again if they really wanted to.

More and more ships began to join the fray against the unknown beings attacking Terra, from the ground one would likely see the bright flashes as ships, missiles and torpedoes exploded.

The attacking ships began to move towards Terra yet again, still firing at the planet's defenders while being fired on themselves. It was clear that it was going to take a lot to bring these ships down.

Several of the larger Invictus ships fired concentrated beams of energy which glowed a bright blue at Terra's attackers. The beams meant to bypass any shields they had and do a lot of damage to the alien vessels. Anyone on the ground could see the beams cutting through the empty space above the planet.

The attacking ships continued on their path, either unaffected by the attacks or completely ignoring them. It could have been that was a kamikaze style attack. A suicide mission meant to kill as many people as possible if it could be done.

The attacking ships fired off what appeared to be large orbs at the planet. They were big enough to hold at least ten people in each. There seemed to be hundreds being fired, more than a thousand.

"Shoot those down!" Murs ordered, several ships turning their weapons on the orbs falling from the sky. But, it was clear that they couldn't destroy all of them. For every one blown up, there were five entering the atmosphere at high speeds and they'd hit the planet soon.

Murs expected the worst, explosions, devastation. But, it never came. The attacking ships continued on towards Terra, seemingly intent to crash land on the planet.

On the surface of Terra, Stryfe stood on the roof of The Palace with Anodyne, Natasha and Sonia. "Aschen?" Stryfe asked, looking around for an answer. "I doubt it. Our people are saying there aren't any markings. Why would the Aschen suddenly want to be secretive?" Natasha asked, shrugging a shoulder.

"Mobilize everyone. NPA, TIB, even the Taiyou. I have doubts that these new... invaders? Terrorists? Are friendly." Stryfe said, "Is it all the murder they just did that gave it away?" Sonia asked, one of the large orbs slamming down on the roof near the group.

"Fuck!"

The Terran Guardians stormed onto the scene, gauss rifles trained at the forward as they searched for Carolina. Given that the Spartan had camouflaged herself to look just like the other marines, there was no way they could immediately tell the difference.

That said, Guardians DID have on-screen scouters that would allow them to track her energy-signature eventually. Carolina was safe for now, but not for long.

"Corner round the back!" they shouted, quickly storming out of the room.

As they left, a tall, broad man in a grey suit approached Warlock and Dravor Lash.

"Gentlemen," he implored them, "please, this is not a safe area. I insist you come with me away from all this chaos..." He smiled at them both before introducing himself. "Parliament Chairman Rubano Malijin of the Terran National Government, at your service." He bowed at the waist. "Please, follow me this way."

"Buckle in?!" Randin screamed. He was already holding on for dear life. How much worse could this ride get? "You need to pull over NOW!! You are performing some SERIOUS traffic violations!"

"Can't" Puma said over the loud roaring of her motor, "No brakes!" She tore down the road towards the highway at just under 300KMH. She took a turn on two wheels and nearly plowed clean into a office building had she not taken the left at 73rd street and hit the open manhole and in a heartbeat was barrelrolling down East 73rd Street towards the highway as behind them a massive explosion occured as a MAC round plowed into the pavement. "Hopefully I'll be seeing Lopez in one piece." Puma mumbled as she zoomed down the street

Carolina noticed the Marines with their weapons as they began searching the rooms in the area. She paid no heed to the new comers however. Her primary goal was to get Endless Summer and get out. But someone had to fuck up the plan and delay her. Which resulted in the completely stunned up marines standing and laying around in the hall.

'Agent Carolina, I must inform you of the chances of getting out of here unnoticed by these underprepared soldiers are decreasing at a rate of .98 with every passing minute. The scanners they possess track unknown energy sources.' Endless summer said through her internal helmet comm network

'So what else is new ? Odds ?' Carolina asked. Thankful that her armor was soundpoofed unless she wanted to speak to the other soldiers.

'Exactly 61 percent chance of being descovered by one of these marines. Even while using the Terran Battlenet, the chance is not fully decreased.' Endless Summer replied

'Using the battlenet, can that increase our chances of not being descovered ?' Carolina asked.

'In the battlenet there are orders for certain groups, they are heavily encrpyted. It may take some time to get through them. Through the Battlenet I may be able to mask our energy signature as an offical Terran energy source for their power armor.' Endless Summer said.

'Just tell me what the odds are when you're done' Carolina grumbled. She acted like one of the Marine soldiers as they checked the rooms carefully.

'Done, chances of being discovered have been lowered, our chances of being undiscovered have increased from 38 to 71 percent. Orders are jumbled for these marines. Something of a bomb set up within this building complex.' Endless Summer was a busy AI.

'Drop a NAV for me, I can disengage it. Maybe even warp it out with the teleport grenades.' Carolina said, a second later the NAV point appeared on her HUD. Perfect. Along with a countdown timer.

'Done. I have also included a countdown timer. The make and construction of the explosive device is unknown, yet it is very perimitive. I suggest teleporting the device into space, or a open area, or deep within the sea if possible.' Endless Summer was running calculations of what could occur should something go wrong.

'Not enough time to dunk it in the sea; I can however teleport it out. Until then, lets act the part of one of their soldiers.' Carolina loved it when she got to act like she was part of her enemies team. In recovering Endless Summer, those that delayed her became her tempoary enemies. They got in the way. But none of them were killed off. Just, frozen in place.

Sizing up the chairman, The Warlock simply nods his head casually, bringing his cigar up and to his lips a mere moment later. Puffing out some of the smoke, The warlock looks around one final time then back to the Chairman.


" Agreed, The rank-and-file can take care of things here. Forgive me, I've forgotten my manners. You may call me Alistair Smith. "


With that, The Warlock simply awaits to be lead elsewhere, uncaring of whether or not the Chairman would be aware of his covers status in society. This alias was a renowned capitalist, one with a questionable yet effective code of ethics when it came to business. As he waits, The Warlock steals a quick gaze at Carolina in her disguised form, an amused, spine chilling grin forming upon his face for only a brief moment. As he looks away, he ponders internally at the hilarity of the situation unfolding.

The frozen marines had begun to thaw, and the battalion was now headed towards the Office of the Prime Minister to look for a non-existent bomb. Of course, the TNG military frequency had an AI of its own, one that would eventually be able to detect the faulty orders and trace it back to its origin. Carolina, perhaps, did not have as much time as she thought she did.

Rubano, meanwhile, was leading his guests safetly down the grand hallways of the Government Center.

"You must forgive the attacks, Mr. Smith," he said, "Terra is quite an oddity of a planet, as you doubtless know. Super Saiyan showdowns and massive battle-royales are the norm, I'm afraid. We try and keep order as best we can." He looked to Warlock. "If you do not mind me asking, what are you doing here in the Government Center? Perhaps there is something I can assist you with?"

"Well when we stop," Randin growled, "IF we stop, I am going to slam you with a traffic ticket SO BIG you'll have to sell yer'own engine to pay HALF OF IT off!"

The Warlock had played this game for an extremely long time. His face was home to a half cocked, superior than the average man grin. He could have an agenda as no true businessman wouldn't have one, a way to profit from the investment at a later date. The question was however, Would his offer be heard?

It was not long before a tall, imposing man came to greet the Dark Rain representatives.

"Welcome, Admiral," Parliament Chairman Rubano Malijin smiled, offering his meaty hand to the commander of the Devastator, "I offer you Terra's humblest greetings. I welcome all of you. Gentlemen, please, follow me this way." He gestured for the men to follow, leading them through the grand and lavish hallways of the Government Center.

"I was so pleased to learn of your coming Admiral," Rubano nodded as they walked, "long has the Terran National Government sought to open relations with Dark Rain." He smiled, looking over his shoulder as they walked. "With the recent alliance of the Shintenchi states with the AXIS powers, our eagerness to establish diplomatic relations with Andromedan nations is at an all time high."

"Thank you, Chairman Malijin. It's been an interesting time for us back home, hence our lateness in arriving to the party." Following behind the man, the admiral allowed himself a smile. Glancing about, Jenovan couldn't help but see the contrast between the Terran seat of government and his own government's. It was stark, to say the least.

Waiting until they had settled away from prying eyes, Jenovan held his words.

"So, Chairman, before we begin, I am obligated to inform you that another of our diplomatic missions has succeeded, and that we have entered a state of alliance with the Aschen. However, as we stated to them, alliances of the sort are not declarations of affiliation, should war break out between those we consider allies. In such a case, we would study the causes of the war and stand with the side perceived as the victim, against the aggressor. Do you have any issues with this standpoint?"

"None at all, Admiral," Rubano nodded, opening the door to his office and permitting entrance to his guests, "the Terran National Government understands the importance of intergalactic union only too well." He gestured to the chairs in front of a large, blackwood desk, beckoning for them to be seated. "As for your stances on the matter of war, I respect Dark Rain's commitment to a fair and unbiased evaluation of facts, centered not on blind allegiance but rational virtue." He smiled. "The other intergalactic nations could learn a thing from you."

The chairman moved to his own seat opposite the Dark Rain delegates, reclining attentively into the plush, dark-red leather, clasping his hands above the desk.

"Perhaps you can tell me more about why Dark Rain wishes to establish relations with the Terran National Government," Rubano began, "though we are eager to commence diplomatic ties, we are also curious as to why you have chosen now, of all times, to reach out to us."

"Frankly, it's because despite the relative stability of things, we above all else don't want another galactic war." Jenovan cut straight to the heart of the matter. "Now that we're starting to finally come out of the shadows, so to speak, we have too many assets that could end up in the line of fire. And by approaching nations in a manner such as this, and forging alliances, we can act as a sort of mediator to attempt to avert them. And failing that, be in a better position to aid the victim's side in a more surgical manner."

The Vice Admiral didn't bother to sugar-coat the statement, ugly as it could be taken as. It's how his government had operated in the past closer to home, and there, the simple presence of a Rain vessel was almost a given deterrent. He folded gloved hands before him, tilting his head slightly as he took in the Chairman more fully. "To the TNG in particular, we have a unique offer, with an indefinite period of acceptance, should you so wish. But at the bare minimum, we would appreciate the formation of an alliance between us, in our unusual manner of mutual defense and trade."

The Admiral left his statement open ended to indicate the ball was now in the Chairman's court.

It had been three days since the great battle of the Chemias System - three days since the tidal wave of death and destruction rippled over the astral realm. Many of the magi and priests of the Khroniktans had felt the tremor, including Neodin. The muted screams of terror plucked at the strings of his heart as he woke with a start in the night.

When morning came, the High Council of the Khroniktan Alliance met to discuss the omen. Visions were interpreted, oracles were prophesied, and scrying probes were scattered into the cosmos to discover the source of the anomaly. Soon it was revealed to the Aryite and Rokin sages, generals, and diplomats that a great battle was waged in the stars - one that ended in great tragedy. The Council debated at length as to what course of action should be taken.

Neodin meditated in his royal chamber. Parchment lay upon his desk and a quill was gripped between two large furred fingers. His thoughts wandered to the countless lives - men, women, children, old, and sick - that were taken from this world. The Aryite king also considered the future of his own people. Would this violence fall onto their doorstep? Was this course of action going to lead to war and the needless deaths of his own kin? King Shadowslayer bowed his head, said a prayer to his god, and began to write.


To Whom it May Concern,

It has come to the attention of the Khroniktan Alliance that there has been a great cacophony of destruction, violence, and death in the region known as the Chemias System. After appropriate investigation it has been concluded that the Taiyou Empire of Greater Niihama and the Volarian Monarchy under the command of Prince Shimizu Takayama and the Union of Dark Worlds under the command of Admiral Killigan have committed a grand act of genocide with devestating weapons of mass destruction in retaliation of the unprovoked attack by the Cybran Nation under the command of Emperor Titus Ramsao. The fabric of space and time shook as the lives of an uncountable number of souls were snuffed out by the destruction. To display such callous and disregard for the sanctity of life is an abomination to all that is civilized and righteous - and to the philosophies of the Alliance. Death, hatred, and sorrow were the only victors in this bloodbath. In response to this vile defamation of the life, the High Council of the Khroniktan Alliance has drafted the following legislation...


The quill halted. Neodin sat silent in thought. He looked at a separate parchment beside him - the one drafted by the Council. Though it had come to a vote, with Neodin's hesitant hand making it unanimous, the priest-king remained skeptical that this was the best course of action. He released a heavy sigh and resumed writing...

By the authority of the High Council of the Khroniktan Alliance and affiliated sub-factions, we...

are AWARE that the Taiyou Empire of Great Niihama, the Volarian Monarchy, the Union of Dark Worlds, and the Cybran Nation have committed acts of genocide at the Battle of Chemias and related conflicts;

NOTE their disregard for the preservation of life and peace;

BELIEVE that the Khroniktan Alliance should not associate with those willing to resort to complete obliteration and genocide;

RECOGNIZE that though the present circumstances suggested that genocide may have been the only course of action, the end does not justify the means;

ASSERT that the Khroniktan Alliance has no business affiliating with a regime without honor or standards in war;

HEREBY condemn the Taiyou Empire of Greater Niihama, Volarian Monarchy, Union of Dark Worlds, and the Cybran Nation;

THUS dissolve all trade relations between the Khroniktan Alliance and Taiyou Empire, Volarians, and Union of Dark Worlds will halt;

THUS declare that all armed Taiyou, Volarian, and Dark Rain ships that enter into Khroniktan space without official Khroniktan escort and permission from King Neodin Shadowslayer will be committing an act of war and be destroyed;

THUS warn the Cybran Nation that further unprovoked acts of war will result in a sanction by the Khroniktan Alliance mirroring that of the above nations.

Neodin set the quill down and sighed. He carefully folded the parchment and closed it with his royal seal. Finally, the Aryite held the folded letter over the candle that illuminated his desk. The flames engulfed and devoured the parchment. After a moment the letter would materialize from a pile of embers at the desk of all it was intended to - written in their native tongue.
