Rubano hails from Hafirjan, representing many of the Eastern/Central countries such as Tanzania, Uganda, and the Congo. A popular politician and likeable celebrity, Rubano is known for his charismatic persona, strong intellect and good-natured sense of humor. He demonstrates a deep sense of patriotism and loyalty toward Terra, and a passionate determination to maintain her sovereignty. Despite his strong support for Terran independence, Rubano often advocates for bills that grant more privileges and authorities to the TNG, claiming that only a "powerful government" can be a strong one. A decisive leader and influential speaker, Rubano is the creator of the 'Xenia Compromise', the foreign garrison charter that Terra uses today.


Rubano graduated from Makerere University with a bachelor's in intergalactic business and a master's in political science. He took a year for himself after he graduated, travelling across Terra and giving his time and money to many respected global charity organizations. When he returned to Kampala, his family's influence and personal connections with his former university allowed him to quickly procure a position at Makerere as a professor of political science and Director of Admissions. He worked there for two years and was well-liked among his students and colleagues, despite his notoriously strict classroom etiquette and extreme lack of tolerance for tomfoolery and academic dishonesty. After exposing an embezzling scandal perpetuated by the university's president, Rubano was promoted by the school board to Dean of Humanities and Social Sciences. After three more years of diligent and prosperous work, Rubano was appointed the president of Makerere University.

Four years later, Rubano was offered a position as an assistant to the Ugandan Minister of Foreign Affairs. He worked with the ministry for two years, during which time he famously negotiated the release of over a hundred captured civilians from the hands of Tanzanian rebels. Using his generous wealth, Rubano also personally financed the reconstruction of several war-torn Ugandan neighborhoods. His efforts won him the Confederate Humanitarian Award and the Union Crest of Courage. Despite his relatively meager political function, Malijin had become one of this most popular politicians of the time. His fame quickly prompted presidential-hopeful Gwandoya Balondemu to elect Malijin as his running mate. When Balondemu won, Rubano became Vice President of Uganda.


Rubano spent the next four years serving the people of Uganda, using his new-found political freedoms to endorse a series of economic reforms and military expansion projects. His illustrious history, handsome person, convincing speeches and ultimately effective fiscal amendments garnered enormous support for both himself and Balondemu. Unfortunately, Balondemu would be mysteriously assassinated by Ugandan rebels in his own office one year before the end of his term. Though grieved over the loss of his friend and colleague, Rubano assumed the presidency, focusing the country's funds towards public relief efforts as well as spearheading Ugandan military efforts in ousting several rebel factions. Despite his enormous public approval, Malijin refused to run for office after his term had ended, still crestfallen over the loss of Gwandoya.


Rubano took another year off, this time travelling to other central Hafirjan countries such as Congo, Kenya, Egypt and Ethiopia. He continued his humanitarian endeavors, overseeing the construction of new homes, work places, hospitals and cultural centerpieces. He heavily endorsed anti-rebel movements and worked closely with expulsion activists, learning a good deal about military logistics and battle tactics from a myriad of different generals and commanders. He famously lead Rwandan armed forces in the Battle of Ndogo Mlima, literally charging into the fray alongside the 6th battalion and defeating the kambamti insurrectionist movement in open combat. He received the Rwandan Medal of Honor for his valor and bravery. All of this, of course, reached the ears of the Hafirjan public via media networks. Malijin's popularity was at an all time high.


When the Terran National Government assumed power and ask for Parliamentary representation from Hafirjan, Malijin submitted his candidacy. He won the election in a momentous landslide.

Chloe offered a soft and rather disarming smile to Victor. It was the same smile that her father often offered to people when he wanted to condescend or lull them into a false sense of security. It was the smile that perhaps said this politician didn't know her field, or was perhaps young and naieve.

The blonde thought for a few moments, a long silent pause as she considered her response to Victor's Proposition.

"Paranormals..." She thought to herself

"Mr. Vidal, I respectfully disagree." Were the only words out of the blonde for several moments.

"If you went to a gun store and bought a gun, doesn't the law stipulate that you register the firearm and submit to a background check?" She said, moving onto her next statement. "Paranormals, Magic Users, and other... unorthodox individuals might make up the backbone of society in your part of Terra, but here, in Therrier-Paix, and especially Van Leugen, we make every effort to keep tabs on those with supernatural abilities. Through a rigorous background check system, and registration of their 'powers' and abilities just as if they purchased a firearm." She said, clearing her throat.

"Paranormals committing crimes are subject to much stricter punishments in accordance with the laws of the TNG, because given their extraordinary abilities, they have a responsibility to use them with discretion, and committing crimes with powers that give you an edge over the average human are disgusting, which is why, as Parliament I will vow to push for stricter regulations for paranormals across all of Terra, in the spirit of strengthening domestic security, and preventing the superpowered slug fests that you see in Wing City, from spreading."

She took a brief sip of water. "To sum it up, Abuse of paranormal and magical abilities should not be tolerated by any level of government, and a system should be maintained to keep tabs on all Paranormal beings not as a matter of prejudice, but a matter of public safety."

She turned to Rubano, and nodded. "Do you have anything to offer, Mr. Malijin?"

Rubano smiled grandly. "Thank you, Ms. McGregor. As Mr. Vidal eloquently put, I am also honored to be here before you this evening."

He cleared his throat. "I think there is a plausible middle-ground between the viewpoints of Ms. McGregor and Mr. Vidal. On one hand, forced registration of unconvicted supernatural citizens could potentially be an immense violation of personal privacy. On the other hand, their innate abilities and powers do impose an implicit responsibility on such citizens. As Ms. McGregor said, we require citizens with firearms to register with the state. So why are superhumans, with abilities and powers that are often far more lethal and dangerous than your standard hand pistol, exempt from similar registration?" He raised a stern finger. "Still, we must remember: these people are not weapons. They are Terran citizens; sentient beings endowed with all the same liberties and freedoms as any other man or woman, and as such, may be given the same chances and opportunities. Thus, I would propose, as Mr. Vidal has argued, to not require forced registration for unconvicted superhumans. So long as paranormal citizens continue to show that they can use their gifts responsibly, I see no reason to keep tabs on them." He cleared his throat. "Similarly, I would (If re-elected) impose registration on superhumans convicted of crimes of any nature in which they've used their powers to enable their nefarious activity. This could be as minor as using their telekinesis to vandalize public property or as serious as using their pyromancy in an intended arson." He smiled, nodding at Joran. "I would also push for more funding to be sent to the brave men and women who protect Terra from explicitly malicious individuals, supernatural or no. I understand that local police forces and NPA agents alike need to continue to improve their equipment and training to address the ever-dangerous and evolving face of domestic crime. If elected to office, I will ensure that the defenders of Terran liberty will receive the funds they need to continue in their admirable and noble professions."

Each candidate had now addressed the question. Free-debate was now open. Rubano quickly jumped on the chance.

"I do have a question for both of you, Mr. Vidal and Ms. McGregor," he smiled, turning his attention away from the audience and towards his fellow candidates, "Ms. McGregor you mentioned earlier about establishing an 'institution' to oversee domestic security concerning paranormal crime. Exactly what sort of institution to propose to establish for such a job?"

He looked to Victor. "And for you, Mr. Vidal. You've lived in Wing City for quite a while, no? Surely you understand, perhaps better than any of us, the threat that supernatural criminals possess to daily society. Hardly a week goes by without some sort of (as Ms. McGregor put it) 'superpowered slug fest' tearing up the metropolis. Isn't this a sign that the TNG's formerly lax restrictions on federal paranormal law isn't working? Perhaps we need something more... explicit... to evoke serious change."

Victor listened to both of the other candidates speak as he pondered their responses, he wasn't too intrigued by the institution idea but he was was not completely in opposition to a mandate against criminals. Smiling he turned briefly to Rubano

"Mr. Malijin, I will admit that there is a need for serious change but, the perils in wing city do not rest solely on those with paranormal abilities as I am sure we are all aware there are many groups that attack innocent Terrans as well take for example The Hammer and Star Bratva or the rough demon and other hunters that plague the city. The city is clearly in a racial and cultural war, so in a similar way I would not be completely opposed to an agency being created to help stop the conflict between the Paranormal and non-paranormal factions operating within the city and all of Terra. Clearly this issue has grown beyond local law enforcement for criminal acts. I would be interested to hear Ms. McGregor's insight into what type of institutions might be put into place."

The Aschen women nodded slowly, as she considered the proposal for a moment. She shuffled some papers on the podium for a moment, and then she nodded.

"Perhaps we should take a page out of the books of our-- and I use this term loosely, friends beyond the stars. I've studied on Langara for several years in College, and I've discovered that the Aschen Empire's mode of dealing with Paranormals through the creation of specialized agencies is, though heavy handed, very effective. However, we don't live in an Autocracy, and we must work to preserve individual liberties, while providing the utmost in public safety." Chloe explained.

"If elected I'd propose the creation of a specialized, but autonomous law enforcement agency that would answer only to the Ministry of Justice, and work closely with the NPA, and local police departments with relative freedom of movement." She explained.

"A sort of Mythical Crimes Division that would explicitly handle paranormal crimes without the restrictions of regional and provincial boundaries. An Agency that would rely on the creation of special Oversectors, with hand picked Captains that could operate without regard to jurisdiction or provincial boundaries. That they may provide consistent, and effective enforcement across Terra, from Wing City, to Van Leugen, and if possible through Diplomacy, to Narita and Volary."

"Coupled with a database through mandatory registration of Paranormal individuals who wish to use their abilities to better assist enforcement. Registration that's no different than registering for a driver license. You'd need a driver license to operate your car, certainly it'd be reasonable to require one to use your powers. Simply put, registration would only be required if an individual wanted to use their abilities. It'd be a crime for someone to drive without a license, why not make it illegal to use magic without a license? It doesn't infringe on any liberties, after-all, they don't have to register for anything, if they choose not to use their abilities."

"A fair point, Ms. McGregor," Rubano nodded, "though I'm certain there are some who would argue that the use of their powers is far more personal to them than, say, the operation of a motor vehicle. For many citizens, their powers are an innate part of who they are; an integral factor of their character and an expression of their individuality. Licensing their abilities would be like trying to license a man for having red hair or another for being a gifted pianist." Rubano shook his head. "No, I must maintain that registration be required only of citizens that have shown themselves capable of using their crimes for evil purposes, and furthermore..."

"I beg your pardon Mr. Malijin," Joran interceded, "but I'm afraid our five minutes is up. We will proceed to the next question." Rubano smiled and waived for Joran to proceed. Adjusting his reading glasses, the NPA director looked down at another card and read the second question.

"Where do you stand in terms of foreign diplomacy? How should the TNG view its relationship with the Shintenchi nations, and should we continue to try and convince our eastern neighbors to join our government? Should intergalactic relations be strengthened or slackened?"

Victor was glad that the five minutes were up but he was even more pleased that the next topic was turned to foreign relations. "An important question." Victor said. " Terra is in my opinion caught in between many warring and or disagreeing factions though obviously we cannot just turn a blind eye. My personal belief for Terra is to stabilize our relationships with other nations focusing on trade and humanitarian issues. Now I am not talking about a total isolationist approach trade and simple negotiation can be created but we cannot stand by and risk gaining allies and possibly angering other nations that would seek to harm terra. Our military and defense are not up to standards in my personal opinion. We must repair our nation before we begin major diplomatic moves." Victor said.

"The Shintenchi Nations on the other hand are another matter entirely, I believe that we can keep an offer on the table for them to join but they do reserve the right to remain independent nations. The Shintenchi nations are our closest neighbors obviously and we must respect them and their wishes but I think that as we all share this planet a strong diplomatic relationship with these nations is acceptable and in my opinion necessary. "

Chloe pondered the question for a moment, this was an opportunity for her to shine, and provide the answers to further her own political career.

She took another small sip from her glass, before she cleared her throat and looked towards Victor, and then Rubano.

"The only way for us to further diplomacy with any foreign nation is for them to take us seriously, as it stands hardly any foreign government takes us seriously. The TNG has thus far been a joke, rife with corrupt politicians serving their own aims." She explained. Nodding to Victor. "I agree we have much to do before we consider improving relations with foreign nations. The goal would be to prevent further hostilities. Which is why if elected, I plan to push for the renegotiation of the Terran-Aschen Armistice with the Empire and lay down a more permanent peace framework." She said, before she scoffed at Victor's notion of the Shintenchi nations rejoining.

"Do you know the implications of that, Mr. Vidal. You yourself mentioned angering other nations. One of the Shintenchi Nations is little more than a Puppet Government of the Taiyou Empire, and the other two nations are neck deep in Taiyou pockets. Any diplomatic or political tangles with these three nations would obviously be under heavy Taiyou scrutiny. Which is why it's important to solidify relations with the Taiyou Empire, before proceeding with further diplomatic actions in Shintenchi." She said, nodding. "And military annexation is clearly out of the question, since it would be suicide to try and take on the Taiyou Empire."

"I agree that the Terran National Government has had problems with foreign nations in the past, and should exercise caution when dealing with other intergalactic powers," Rubano nodded, "ultimately, however, I feel one of our central problems has been our movement towards isolationism. Time and time again the TNG has issued decrees banning foreign presence on Terran soil and the withdrawal of alien powers, ally or no. In our fierce desire to protect our independence, we have shunned our friends and much of our diplomatic support. Rather than make us stronger, however, this philosophy has only resulted in more war, death, terrorism and bigotry. I hoped that, by creating the Xenia Compromise, we might be able to enjoy the benefits of strong intergalactic ties without sacrificing domestic economy or our cultural heritage. If elected once more, I shall re-visit the Xenia Compromise and consider making amends to it, amends that will allow us to further expand our foreign interest while maintaining our independence." He smiled. "I would also be interested on expanding the TNG's borders beyond Terra, but I suppose that is another topic of conversation."

He cleared his throat and conceded the floor to brief free-debate.

"Before we move to free debate," Joran interceded, "I'd like to briefly ask a question of Ms. McGregor." He nodded towards the Aschen. "Surely, Ms. McGregor, you can understand Mr. Vidal's perspective, at the least? The Terran National Government hasn't exactly been on friendly terms with many intergalactic powers. This planet was under foreign military occupation not even a year ago. Decades before that, we were the targets of mass genocide." He perked a brow. "...surely there's no denying that much of Terra's problems in the past years have been at the hands of oppressive alien forces?"

The Aschen woman pondered for a few moments as she considered her response. It was odd that Davrell had singled her out in what seemed like an unorthodox question prior to the open debate.

The woman appeared slightly nervous, swallowing hard before she opened her mouth to speak, her tone much different than it was only a few moments prior. She had to formulate an answer, but such an answer went against her own principals, and the principals of her family. She had to word her response carefully.

"I can certainly understand Mr. Vidal's perspective with the Shintenchi nations, it's an attitude that's caused undue tensions with our interstellar neighbors in the past. Military Occupations, Glassings, Holocausts, can you blame them, Mr. Davrell?" She said simply, clearing her throat. "I'm going to play Devil's advocate, and Maybe my sense of history is misguided, having studied on Langara for so long. I'm not sure if the aggression of these alien oppressors you mention might have been misplaced, or was maliciously intentional. I don't know, as these atrocities happened before my time."

"As I understand it, the Glassing was the result of misplaced anger resulting from the destruction of a Naquadria Plant, in Queenstown, Picon. An incident that, from what I understand, resulted in severe environmental damage to the planet, and the population of that province. At the hands of Hataf terrorists, which the Aschen Government at the time believed were sponsored by the TNG."

Chloe cleared her throat, pausing to take another sip of water.

"I understand it's been a long standing game of brinkmanship and tit-for-tat military operations, something that, if elected I would strive to work with the governments of these alien powers, to prevent from ever happening again. Once we stabilize relations with our neighbors, we can then focus on building our own presence, without risking undue ire from the Empire, or any other of our Intergalactic neighbors."

Victor listened to the responses but paid special attention to Chole's answer to the unorthodox question. When she finished he took the opportunity upon himself to jump into the open debate. But before he would move onto that he decided to answer Ms. McGregor's prior statement directed at Victor.

"Ms. McGregor, I would like to clarify my previous statement I am not in anyway suggesting that we go to the Shintenchi Nations and demand that they consider rejoining the TNG. What I am only suggesting is that if by some chance any of these nations were to decide to rejoin the TNG that we would be open to listening to their proposal. " Victor said with a nod.

"As for my diplomatic ideas I agree with Ms. McGregor that we need to be taken seriously as a government but knowing our past we have to be wary. For instance think back to our relations with both the Aschen and the Taiyou, It wasn't too long ago that both of them were duking it out over our planet. As Ms McGregor stated it would be suicide to anger the Taiyou Empire so this is why I am suggesting we choose whom our governments associate wisely."

Victor then turned towards Rubano, "Mr. Malijin I must say that I agree that there is a lot of hatred within our people, I am completely in favor of having trade, immigration,tourism, scientific parties and other peaceful relations with other nations, but I cannot believe that having foreign Military powers station on TNG Soil is a wise idea. By allowing any nation military access we are making a discriminatory choice that may risk offending other powers but obviously we cannot make Terra open season to all factions so in my opinion other than embassy security forces I feel that we need to keep military forces from Terran soil. " Victor said before stopping and allowing the others to speak.

"I couldn't agree more, Mr. Vidal," Rubano nodded, "and in the past, the TNG has always endeavored to only allow as much foreign military presence on our planet as necessary to ward off prospective invaders. Even then, we have often denied ourselves even the most basic of alien defenses, as seen when our previous Prime Minister, the late and honorable Ed Cranford, ordered all foreign military presence off of Terran soil. While it provided us with a brief respite from the skirmishes that were taking place nearly-daily around the globe, it ultimately proved to be our downfall when the Aschen Empire launched a full-scale invasion that was too massive to repulse with our domestic military. UCON was barely able to muster enough relief-forces to hold Wing City. Everything else was lost." He nodded sternly. "Which is why, if elected, I would focus on drafting a new Xenia Compromise, one that allows for foreign presence on Terran soil while keeping civilian rights, culture and economy intact. The fact of the matter is, Terra is not a populace planet. We have no vast empire. No trillions of denizens. No vast resources at our disposal. The Terran Armed Forces is, of course, aware of this fact, and they've made every effort to make up for our inherent disadvantage with continuing technological and arcane advancements, attempting to make every soldier in our ranks worth ten men in any other army." He smiled. "Still, I'll be the first to admit we have a long way to go. And until we're there, I think the fact remains that we need the help of our friends from the stars, if only to ward off potential galactic predators from victimizing our nation while we're still young."

He looked towards Chloe. "I'm curious though, Ms. McGregor, while we're on the subject, what are your thoughts on the TNG's current military condition? In the past, the TNG has put over half of its fiscal budget into planetary defenses and the Terran Armed Forces. Do you think our attempts to build a strong military as quickly as we can are something that should be continued?"

Chloe cleared her throat as she prepared her response mentally while she brought her eyes over to Rubano.

"An excellent question, Mr. Malijin, personally I believe we must solidify political relations with foreign powers before we focus on strengthening our own domestic military or even expansion. To ensure the best intentions for all parties involved." She explained.

"For example, a rapid military buildup followed by rapid expansion outwards into the stars would only serve to alarm the Aschen Empire, and history has shown their suspicious and easily alarmed nature has not exactly been a boon for Terra in the past, and we must make assurances to the Empire that any expansion has the best intention for mutual defense and security. The same should be said for the Taiyou. I know that the Shintenchi Shogunate has voice concern that an expanding Terra would only serve to slowly and methodically choke off Shintenchi's sovereign space, and threaten it's supply lines to the Taiyou Empire. I understand the Taiyou Empire has voiced similar concerns." She explained, resting her hands on the lectern.

"Any expansion must be carried out hand in hand diplomatically with our closest neighbors, the Coalition and the Empire. Especially the Empire given their capricious nature." Chloe added, smiling to her Hafirjan counterpart.

"To simply put it; no. The money could be better spent on domestic policing, security, infrastructure, and the pursuit of strengthened relations with foreign nations, who have the resources and the manpower to provide us with everything we need to secure our world. Now, that's not to say that I'm not for protecting our world. A strong self defense force would be a preferable alternative to a strong offensive military, in this day and age of international peacekeeping."

The Nashtons, the swanky suburbs that called many of the city's more affluent residents home. This was also the home of it's famed City manager, the young woman responsible for redevelopment across the city. The young woman responsible for the controversial "Norman Initiative." A multi billion credit plan to redevelop the Normans and bring increased police presence, security, and tourism and other commercial endeavors.

Chloe had pulled up into the driveway of her house. It was still late evening and the sun hadn't set quite yet. Dinner time roughly.

The house itself was a large windowed, walled off compound style building with white concrete walls, an ultra-modern finish, neatly manicured green lawns, and a large concrete carport.

Chloe stepped from her car, closing the door to the black Aston Martin with an audible thunk, before she started towards the front door.

A quick swipe of her keycard and the door chimed with a green indicator light, unlocking and allowing her to open the door.

The young woman moved into the house, and she shut the door behind her. Lights came on automatically, as did a slim holographic television. A single long slender yet rounded robot form wheeled up towards her.

"Hello Mistress McGregor." The machine chimed in an accented male voice.

She chuckled at the small machine form, and then she tossed her keys on the counter. "Hello, Norman. Bring me a glass of ice cold ambrosia and today's paper." She said, flopping onto the plush black leather couch, and picking up the remote.

She was unaware of any potential visitors that could come and visit.

Aware of it or no, Ms. McGregor did, indeed, have a visitor that evening. Several strong knocks would resound on her door. Upon opening, she would find herself face-to-face with the imposing, smiling visage of Rubano Malijin.

"Ms. McGregor," he bowed slightly, "I hope I am not overstepping myself in visiting your home. I've stopped by to congratulate on your performance in the recent debates, and to offer you my sincerest respects in the coming election."

He smiled grandly and extended his hand to her. Despite the notoriously chilly Van Leugen weather, he wore a only a thick suit and tie.

The woman started a moment at the sound of the resounding knocks on her front door. The Machine offered to answer it, but was turned down as the Woman stepped from her comfortable spot on the couch. She initially reached for a concealed disruptor pistol hidden in one of the many drawers to an armoir situated in the entryway. But then she stopped once a flickering holographic screen displayed just who exactly was coming to see her.

There was the sound of a latch undoing in the door, and it opened with big blue eyes and a broad smile.

"Mr. Mailijin a pleasure to have you, please.. come in!" She said, stepping aside to invite the man in.

"Norman was just making dinner, but I could have guests for a little while." She said, backing up a step. "Would you like something to eat? Drink?" She asked, while the robot butler, a machine clearly designed and built by Graystone Industries wheeled up to them, a paper and glass of Ambrosia on a small tray on it's head.

Directly behind Chloe was a fireplace, and a mantle with a large picture. In the picture was a young blonde woman, an unidentified blonde female, and a rather familiar blonde male in a dark blue single breasted uniform. The background was a construction project somewhere in Therrier-paix.

"I'd like to extend my own congratulations, on a well performed debate. Terra is in for a bright future following these elections." She said with a smile, a familiar disarming smile.

"Some tea would be lovely," he smiled, following her into her house, "no alcohol, thank you. I have a long flight back to Hafirjan and Ambrosia puts me right to sleep." His black eyes calmly surveyed her home as they walked through it, curiously eyeing the portrait mantled above the fireplace.

"I also have high hopes for these elections, Ms. McGregor," Rubano nodded, "I've been very pleased with the cultural turn-about that has revolutionized Terran politics as of late. The last decade or so it's been entirely Terran humans. Now? What do we have... a Shapeshifter running for Prime Minister? A vampire for the Minister of Foreign Affairs?" He smiled, passively unbuttoning his jacket, making himself more comfortable. "...and an Aschen running for Parliament. Simply delightful. Such... diverse... representation this year."

His tone was polite, his words graceful and calm... but there was no mistaking the slight venom stirring beneath his 'compliments'.

The Aschen paused a moment, chewing on her lip as she faced away from Rubano. As she stood there, Norman had carried out the request, rolling up under the parliament member with a glass of hot tea.

"I have provided the glass of hot tea at your request, Mr. Malijin."

The woman slowly turned back around to face Malijin with a smile. "That obvious huh? So what gave me away?" She said, innocently clasping her hands behind her back.

"It's no secret that I'm not fully Terran, my father was; is an Aschen, it is of no consequence, given how long they've occupied this world, it'd be no surprise if there were to be some Aschen mixed offspring." She said, sipping her ambrosia. "But does that mar my intent? I think not. I've been the best thing to happen to this city since it's inception." She said, snapping her fingers, and the fireplace suddenly ignited, casting an orange glow on her face as it visibly darkened into a smirk.

"Though I'm curious, for an esteemed and cultured politician such as yourself, what matters what blood flows through my veins."

Her retort was building, as she picked up the subtle venom.

"I certainly hope, our esteemed representative from Hafirjian isn't... a racist."

"You mistake my commentary, Ms. McGregor," Rubano chuckled lowly, brushing off her retort seamlessly, "I was quite pleased to learn of your Aschen heritage. There have been Aschen-born Terrans on our planet for quite some time. I'm glad they are finally getting the representation they deserve." He smiled, walking slowly up to her fireplace. "Perhaps this will also smooth over diplomatic relations with the Empire. Put an end to this hostility. After all..." He looked over his shoulder. "...the Aschen haven't always had Terra's best interest at heart."

He looked up at the portrait. The dim glow of the fireplace illuminated his brawny frame with a slightly sinister outline. "Is this your family? Lovely people. Admiral McGregor looks quite dashing, wouldn't you say?" He grinned. "...but who is this next to you? I'm afraid I don't recognize this lovely lady."

Chloe smiled, turning to watch Rubano as he moved towards the fireplace. She watched closely while mulling the thoughts in her head, along with the glass of Ambrosia.

"Quite the contrary, the Empire has always had Terra's best intentions at heart. Their execution was just... off."

She walked up to the plush leather couch, resting her slender fingers on the material, and then slowly leaning over onto the couch. "Really only those keen on what I say connect the dots. The Aschen only offer education to Aschen Citizens. That however isn't a well known fact." She said as she took another sip of Ambrosia.

"I have Aschen blood, but I am Terran at heart, born and raised on this world, right here in Van Leugen. I only saw my father once every few months, when my mother would send me to Langara for a week as part of custody agreements." She said, nodding slightly, the orange glow casting a dancing shadow behind her.


"Is this your family? Lovely people. Admiral McGregor looks quite dashing, wouldn't you say?" He grinned. "...but who is this next to you? I'm afraid I don't recognize this lovely lady."

"Ah, so you recognize my father. It seems that face is hard to miss. Since you put the dots together you can also probably guess that I have direct blood lineage to the Divine Shadow himself, though I do not share his sentiments." Chloe explained.

"I actually plan to use my family connections to stabilize relations with the Empire, and focus on securing Terra's domestic stability and economic future." Her expression then changed

"My mother, an accountant for Tech Con. She's half Terran on her father's side." She explained. "My Mother gave her life protecting a group of child refugees from Thugs in the Normans. Which is why I am planning the Norman Initiative."

"I plan to use an overbearing police presence to corral the gangs and remove them from the Normans, and then purchase the land for rock bottom prices, and redevelop it into the shining jewel of Van Leugen. It would secure my political career and further development projects for all of Therrier-Paix."

"What noble aspirations, Ms. McGregor," Rubano nodded, turning to face her. He seated himself opposite her in a nearby armchair. Even sitting down he was a giant. "I admire your passion and courage. Van Leugen is a difficult place to culture such high-minded ideals. A very dark place, as I'm sure you know." He smirked. "...'the City of Liars', as the Dutch named it." He folded his hands over his hips, black eyes briefly glaring into the smoldering fireplace. He reached out and tentatively grasped the cup of tea balancing on the robot's head, offering it a nod of thanks.

"Are you familiar with the history behind the Normans, Ms. McGregor?" he asked, "how it got its name? It's christening?"

She too moved towards one of the plush leather chairs. Slowly she lowered herself into the chair, glass of Ambrosia in hand.

"I'm cashing in on the mutual security clause with the Aschen Armistice, I'm going to use an Aschen security company called Pirandello/Kruger to flush the gangs and crime ridden filth out of the Normans." She said, setting the glass on the table.

"I intend to finish what Jared Norman started, I will vindicate all those lives lost in that wretched district." She explained. "Pirandello/Kruger is much better equipped, and far more efficient than Tech Con ever was. They will prevail where others have failed."

She leaned back, and then she smiled. "Indeed a city of liars... you know there's a saying my father taught me... 'nostrƦ fuerit voluntatis non fallunt, quoniam at in vestimentis ovium et lupis' Do you know what that means?"

Rubano smiled. "I forget at times just how similar Aschen and Terran culture can be. I don't know what sort of merit your lupi in oves vestimentis have in Van Leugen, though I should hope that there is no place for a wolf in sheep's clothing in any city moderated by the Terran National Government." He lifted the cup of tea to his lips and sipped ever-so-slightly at the liquid. A low, squalling heat seemed to be resonating out of his body, as if he'd been standing next to the fire for hours rather than just a few minutes.

"I encourage you to remember who your friends are in the Terran National Government, Ms. McGregor," he said calmly, "and to be careful with whom you choose to be seen. Do not think that there are not, shall we say, canes protectorum, at work in the global administration. The custodians of this nation are suspicious and mistrusting. Wolves will not easily breech their guard, no matter how convincing their disguises." His smile at that moment was more sinister and wolf-like than it was noble and cautious. "...they might put down something if it looks like a wolf, even if its not. You can't be too careful."

Victor paused a moment before responding. "I think that given Terra's past, a military and defense buildup is not out of the question though numbers as they say don't always win wars. Terra is so unique and looking back to one of our previous topics regarding supernaturals I would like to bring up an interesting point. We talk about not allowing the use of these powers but if we allowed supernaturals to fully enlist many of these people could prove essential assets in the Terran defense system. We have seen this on a small scale today but I think that our military should focus on this along with Military Technology research both for Terra and for Profit." Victor said.

"While a military buildup is a grim thought to our many tax payers I personally prefer that Terran Citizens and military are tasked with defending our home rather than outside corporations and mercenaries that are looking just to profit off of our struggles." Victor said he knew he was going out on a limb here and that his opinion on this could go either way with the people. "All in all I am in agreement with Ms. McGregor in the fact that I prefer a strong defensive initiative rather than an offensive force. "
