The National Police Agency is Terra's global law-enforcement department, responsible for investigating crimes planet-wide, apprehending domestic criminals and securing the safety of the Terran populace as a whole. Endowed with the enormous responsibility of protecting Terran law on a global scale, the NPA necessarily wields both a tremendous amount of power and executive authority. Facing off against the plethora of superhuman/paranormal criminals that threaten Terran society on a daily basis, the NPA uses only the latest technologies and magics in conducting their investigations.

As Terra's domestic investigative force, the NPA commands some of the highest intelligence clearance on the planet, its knowledge of Terra's inner workings second only to the TIB.


Loadouts


Investigators

The inquisitive backbone of the NPA, Investigators work tirelessly to bring even the darkest of crimes to light. The detectives of the NPA, Investigators are charged with examining criminal cases, collecting evidence and piecing together facts to reveal the truth... whatever the cost.

To aid them in their searches, Investigators are equipped with a myriad of tools essential to their cases. Energy scouters allow Investigators to detect even the faintest of joule-outputs from miles away, as well as heat signatures, sound waves and the energy released from ion cartridges and fusion charges. Compact plasma saws and arc welders allows agents to cut through/build up most materials, whereas a small arcane PSIlift allows them to lift objects several times their weight from a distance. At a crime scene, MagiTech Bioscanners allow agents to analyze even the most obscure of details, from nearly non-existent fingerprints to the most minuscule of manna fields. Cryostasis capsules allow agents to halt moving objects dead in their tracks, while impervium-grade handcuffs are capable of binding even the strongest of Super Saiyans. Equipped with a CADMU (Communication and Accessible Database Mobile Unit, christened 'Caddy'), Investigators have access to the NPA and TIB archives at all times, as well as a plethora of other digital utilities.

Although not the official 'fighters' of the NPA, Investigators are nonetheless more then capable of handling themselves. While most of their investigative tools can be used as weapons, agents also possess a wide array of combative weapons. Every Investigator is given a Gauss pistol, a weapon that fires superconducted steel 'pikes' energized in an electromagnetic field. Even a single pike is capable of piercing through heavy-armor and disrupting protective shields with its EM fields. Agents are also given a taser, capable of conducting an electric current up to 10 AMPS. Lastly, every Investigator is provided with an Omni-Shield, a three-in-one all-purpose protective body shield. The deflector aspect of the shield protects against material projectiles, the capacitor shield from energy-based attacks and the inhibitor shields from psionic assaults.


Enforcers

The 'strong arm' of the NPA, Enforcers embody the 'soldier' aspect of the police. Bounty hunters and peacekeepers, Enforcers are charged with apprehending wanted criminals and terminating threats to Terran society as efficiently and quickly as possible. Exceptionally well-trained and committed to their cause, Enforcers cannot be reasoned with nor intimidated. Either they're taking you out in cuffs... or in a body bag.

The front-line defense against most domestic threats, Enforcers must necessarily be heavily-equipped to combat the surplus of supernatural threats that continually plague Terra. The foundation of an Enforcer's armor is a tempered solution of dislocated trinium-plasteel alloy, laced throughout with a network of lesser cuendillar. This sturdy combination provides the armor with substantial protection against most projectiles as well as endowing it with a significant 'absorption' factor. Small primium stones embedded into the armor's torso allows for a tremendous defense against arcane attacks, whereas protosteel-sakuradite 'webs' interspersed throughout the armor allows an Enforcer to redirect energy-based attacks at will. Artificial Runestone gems embedded in the palms allow for the induction of antibindings against familiars, while reverse-frequency psitanium hubs built into the helmet provides protection against psionic/telepathic strikes. Like their Investigator counterparts, every Enforcer is given an Omni-Shield, providing each trooper with a basic defense-level against most projectile, energy and psychic assaults. The armor is powered by a protonite core, the arcane mineral providing superfluous energy to the suit's every function. Force-augmentation mechanics built into the armor gives Enforcers superhuman strength, allowing them to lift objects hundreds of times their own weight. Enforcer armor can also be air-locked to protect them against vacuum environments.

Enforcers use aether rifles, weapons that fires a blend of arcane and plasmic energies to a far more devastating effect then a standard plasma rifle or laser. Capable of disintegrating most materials on-contact, aether's manna-based mixture allows it to disrupt many shield frequencies while its plasma propellant melts through armor and flesh alike. The aether rifle is also equipped with a non-lethal 'stun' setting, firing an intense arc of paralyzing electricity at whatever unfortunate soul that may be trying to make a getaway. The AMPS on this 'stun' setting can very easily be augmented to a lethal level. In addition to all of this, Enforcers are equipped with frag, cryo, thermite and PSI grenades.


Sanctifiers

There are some problems not even the elite Enforcers can fix. These threats of such enormous power threaten not only Terran law and society, but the existence of the planet as a whole. When it's a do-or-die battle of godlike proportions, the NPA Sanctifiers stand up proudly to defend their planet. Armored in a battle-suit that almost rivals the ANDEE and equipped with enough firepower to put a battle frigate to shame, the Sanctifiers are the absolute best the NPA has to offer. Called into battle only when there are no other options, the Sanctifiers are not at all like their Investigator or Enforcer counterparts. They carry no handcuffs. No stun guns. They exist to kill and nothing but. If a criminal ever finds himself face-to-face with a Sanctifier, it is not to be dragged away to a prison or courtroom. His judgement has already been declared: death.

Given the Sanctifiers' capability for mass-destruction, the armor is still in testing, and has not been released for public action. Yet.

Timo would have indeed been provided with a 'host'... a very obese, very unattractive-looking vampire male that'd been killed in a recent clan war. It was littered with puncture-wounds and smelled atrocious, but hopefully it would do.

The dhampir would be escorted through the RIP and lead to a small interrogation cell. A one-way wall was to her left, a table directly in the center of the room. Everything else was re-enforced metal... pale and cold. Fluorescent lights buzzed ominously above her. She would be lead to sit at the table.

"Now listen here," an NPA Enforcer spoke sternly, "when Dr. Davrell comes in here, you're to be on your best behavior, understand? No sudden moves." He tapped his aether rifle. "All it takes it one shit, fatso."

It was at that moment that several NPA Seraphim Carriers descended on to the city, shining spotlights on the fighting heroes and the various monstrosities. Most of the civilians had, thankfully, fled.

"Militiaman Vegeshin and unidentified friendly!" the pilot's voice carried via an amplifier on the ship, "we are closing off the perimeter! Hold them off for a few more minutes while we stop this contamination! More Militiamen are inbound!"

Around this time, several squads of NPA Enforcers stormed into the plaza, wieldings flamers and plasma grenades as they took down Brood swarms by the hordes. With Vegeshin nailing down their way of entry and Cinaed assisting with the purging effort, the Brood were thinning quickly.

With the beasts deprived both of their food source and their re-enforcements, they were easy pickings for the rejuvenated and sweltered forces of order. Vegeshin, Cinaed, Ethan and the Enforcers made quick work of the remaining Brood, stomping the last remnant of wretching ooze beneath the iron boot of JUSTICE.

Within a few minutes time, ambulences, TV crews and police cars had taken control of the Plaza. Vegeshin and Cinaed would be called down by a stern-looking NPA officer.

"We ran a scouter check on the sewers," he nodded, "we're gonna flush the rest of these beasties out with a nice acid wave." He cleared his throat. "But for what it's worth, we owe the two of ya'. Fending off monsters like these with minimal property damage and only one casualty. Damn fine work."

An amublence would cruise up next to them, several paramedics jumping out of the van. "Are you two hurt?" they asked. "Do you need help?"

Just a few meters away, a mob of reporters was vying for the attention of the two heroes, held back by a few WCPD officers.

"Well," the NPA officer chewed on his cheek, "guess we ought to feed the vultures then, eh?" He nodded towards the mob of reporters. A particularly pretty young journalist was at the forefront of the mob.

"C'mon," the man chuckled, "the public loves a hero." He slapped Cinaed square on the back. "And tonight m'boy, YOU'RE the hero."

Almost as soon as the words left his lips, the mob erupted in a frenzy. Cameras flashed. Boots clicked against the frost-licked sidewalk. Men and women shouted on all sides, thrusting microphones in the poor boy's face.

The NPA officer at Cinaed's side cleared his throat. He leaned over, whispering in his ear.

"You're supposed to pick one, kid. Choose a reporter and answer the question. Try'n be charming."

The reporter, a pretty strawberry blonde with rosy cheeks, kept her microphone leveled on Cinaed's lips. 'THE TERRAN INDEPENDENT', it read.

"What's your name?" she asked, the rest of the crowd dying down to hear what he had to say, "and what inspired you to fight off a horde of parasitic monsters almost single-handedly?"

"Do you work with the Militia?" Another reporter spoke up out of turn.

The reporters couldn't be stopped.

"Are all people from Astus able to use fire like you can?"

"Do you have a driver's license?"

"Did save the Plaza for the Newberry Street orphans?"

"Are you trying to make a public statement about the sewage conditions in the city?"

As the reporters mobbed Cinaed, a WCPD officer spoke to the man with the katana. "Big fight here. Some sort of goop monsters. The Militia beat them back, along with the NPA and this kid here. Now the reporters are tearing him to pieces."

The rat would return to its masters with the letter intact, the only new markings evident on the parchment being two neat cursive words: "Mine. Tonight."

Whoever showed up at the 'RIP' that night would find the doors opened for them, allowing them entryway into the grand atria of the facility. Several armed NPA Enforcers would escort them through the lavishly decorated ballrooms, offering a short smattering of apologies.

"Doctor Davrell is eager to meet you," one of the agents assured the guests, "he's a bit tied up with an inmate right now, but he should be able to entertain you shortly."

Several NPA officers, dressed in tuxedos, would approach Drulovic and Lebrun as they entered the institution, paying particular attention to Lebrun.

"Madame director," one of them nodded respectfully, before turning to Jamal, "and director Lebrun. Doctor Davrell would like to express his sincere gratitude to you for showing up tonight. He hopes you will excuse him for a bit while he attends to security matters throughout the facility, but he asked me that I ensure you are comfortable to every degree in the meantime." The agent snapped his fingers, signalling a waiter to cross over to the three of them. He held out two glasses of particularly fine and expensive wine. The agent smiled. "You ARE our most important guest, after all."

Another agent would approach Casren and his harem of gorgeous girls as they entered. He greeted the vampire warmly. "Lord Casren. We are delighted you were able to make it. Doctor Davrell is occupied at the moment, but he looks forward to meeting with you and your dates." He nodded charmingly to each of the girls. A waiter walked swiftly over to the vampire, offering him two glasses of red liquid: one filled with fine wine, the other with rich blood.

"We hope you find the party to your liking."

Stryfe inhaled deeply, "Okay. 3... 2..." She exhaled just as the director gave her the cue. The lights dimmed a bit, a single spotlight shining on the four women.

It was some kind of poetic justice that the women of Terra were leading the pack. They were the ones willing to make the change.

"Good morning, good afternoon, good evening to all who may be watching. My name is Fatin Alfarsi, some of you may know me for leading the Invictus alongside my friend, Maria Munroe." Stryfe began, her accent taking on a more posh British tone. "The majority of Terrans, of people through this galaxy and others, don't know of my intentions to change Terra for the better."

Stryfe relaxed her posture, but stood strong as if facing down an enemy. She was in a way. Everyone who was anyone would see.

"I have garnered some support for this cause, I've gauged much frustration with the way the government handles war, handles our planet."

"They bend over for invaders too often. Those with me agree. We are not pushovers."

"We are the men and the women who got no say in what to do when the Aschen first invaded. The people who suffered because the politicians allowed the Aschen to build military bases, building their own neighborhoods right in Wing City that were considered Aschen land." Stryfe said into the camera, "I grew up in the aftermath of the Soviet invasion of Afghanistan. It left my country broken, it allowed for the wicked to take control. Warlords, radicals, terrorists."

"Sound familiar? Doesn't this sound like Terra under the current regime? Under the current leaders? The leaders who get on your TVs, on your airwaves and tell you that they'll fight for you, but you can hear in their voices that they don't have hope." The woman said.

"As Fatin Alfarsi, as someone who calls Terra their home, I plan to fight and die so that you can live free from warlords, radicals, terrorists and invading armies taking advantage of you."

"I will not take any office unless elected in this new government. That's if I run at all."

General Allen sat in an office at the old Sanctum base. He was here while preparations were being finilized on the new Joes base. It took over a year to build since the attack by an Aschen agent crippling their previous base but it was almost done. But he was here to get work done. Over his desk he worked on two serious letters. One to the Terran Government, the other to the Invictus leader that was calling for Terran Reform.


To the Leadership of the Terran National Government,

Hello, My name is Dave Allen if you do not recognize the name from your briefings I am General of the GI Joes a counter terror organization. Your records may show that our previous base was destroyed durring the Aschen occupation of Terra. We do not fade easily. But this letter is in regards to recent events. Over the past year terrorism has seemed to be running rampent throught Terra. The people are scared but I have seen no action taken on behalf of the TNG. Therefore I suggest this, if the TNG does not step up and take appropriate action then the Joes will. I am leaving exactly Twenty-four hours in place to see something take place before I begin to send out my counter terrorism teams.

He finished the letter and printed copies mailing them not only to the TNG but other various organizations as well. Then he went on to write the second letter to the leader of Invictus.

My name is Dave Allen General of the GI Joes, a counter intelligence group on Terra though I'm sure you already know this so I'm going to get straight to the point here. We have received word through our intelligence and your broadcast regarding your calls for Terran reform. I am in complete agreement with this and have attached a letter that I sent to the TNG. Terra is not defending it's people, something has to be done. I am more then willing to step up and help, so I am offering my support to your cause and more importantly the people of Terra. I would be happy to discuss this in person if you so wish.
