He looks like what you see in those two pictures you see above.
He looks to be a combination of the fourth and eighth Doctor - just younger though.
The Doctor has a long bluish blackish trench coat which touches the ground. Like the Third Doctor.(

He also has a long multicoloured scarf about 20 feet tall - Well it is quite long and wide. (

He also wears his fourth Incarnation's hat.
Personality
"Impulsive, idealistic, ready to risk his life for a worthy cause...hates tyranny and oppression...never gives in...never gives up...believes in good and fights evil...With violence all around him, he is a man of peace. He is never cruel, or cowardly. He is a Hero."
His laughs are really hysterical. when he's laughing it really makes you laugh.
The Doctor has gain bits and pieces from his previous regenerative personalities, he's much like his fourth regeneration. He got the same voice and personalty, just not his looks...well sort of in a way. Although he does share a personalty with his previous regenerations. Like being a father figure to his companions.
He' as mercurial, clever, and always a few steps ahead of his enemies, at times he could be a calculating schemer who would not only manipulate people for the greater good but act like a bumbling fool in order to have others underestimate his true abilities.
He is prepared to play the fool in order to trick his foes into underestimating him, inevitably leading to their defeat at his hands. A suave, authoritative man of action, who not only practiced Venusian Aikido (Kung Fu or Martial Arts), but enjoyed working on gadgets and riding all manner of vehicles. Sometimes an unpredictable and somewhat petulant egoist.
And prone to clownish behaviour, which masked the Doctor's intellect and courage against evil — and his unpredictability was made even wilder by his mood swings, manic behavior, his intellect could support his ego—for instance, he has fixed the Chameleon Circuitry on the TARDIS finely for all these years. He has finely fixed it — But, he rather keep it as a Telephone Booth; because he has really grown fond of it like it is.
But really; he really is a nice man, just try not to hassle him too much. Alright? Also he seems to be really interested in the Illuminati. He somewhat an expert on the Illuminati. Oh and he doesn't really like talking about his life to others, as he puts it: "I don't discuss my life with strangers..." But you might be able to talk him into it.
He is eccentric which he is a lot - and be clever at the same time. Oh and he will swear at times - call it a type of coprolalia...
Try to start a conversation with The Doctor, he will keep you entertained, he is quite a intriguing person to be around with.

He is very fast and agile...then most average species, he knows Venusian Aikido (Kung Fu or Martial Arts), it was a complex martial art mastered by the Doctor, It is allegedly very hard for two-armed beings to learn, since the Venusians had six arms.
TARDIS: Time And Relative Dimensions In Space
Ian: "Let me get this straight. A thing that looks like a police box, standing in a junkyard, it can move anywhere in time and space?"

TARDISes are the space and time travel ships of the Time Lords of the planet Gallifrey. Capable of dematerializing from their current location and rematerializing on any planet in the universe and at any point in that planet's history, the TARDISes are in many ways the heart of the Time Lords' technology and culture. The name TARDIS is an acronym that stands for Time And Relative Dimension(s) In Space
TARDIS: The Console Room
This time the Doctor has chosen a Victorian style Console Room, as you can pretty much see in the above picture. There what seems to be infinite rooms inside a TARDIS - well it seems like it, just roughly 9 rooms that important - The Cloister Room being the most important room inside a TARDIS. The Cloister Room of a TARDIS can take any appearance but it will always hold a TARDIS's Eye of Harmony. Most of these have what appears to be an open sky.
History
A small background behind the Doctor and Gallifreyans:
A man of mystery traveling through time and space in a blue police box... The Doctor has lived through centuries righting wrongs and trying to save as many lives a possible. Despite Time Lords resembling humans, their physiology differs in some key respects, like other members of his race, the Doctor has two hearts (binary vascular system), a "respiratory bypass system" that allows him to go without air, an internal body temperature of 15–16 degrees Celsius (60 degrees Fahrenheit) and he exhibits a super-human level of stamina. He also has the ability to absorb, withstand, and expel large amounts of certain types of radiation. He can survive in the Vacuum of Space for about 10 minutes. Now The Doctor is Lord High President of Gallifrey. ((To let you all know it's impossible for Gallifrey to be destroyed. You can thank RTD for that bloody problem. )) As a Time Lord... Well all Gallifreyans (that have been to the Time Lord Academy) Can read the Bio-Data (Full History) of any life form. The Time Lord Race are the oldest and most advanced in the Galaxy.
Additionally, he has shown a resistance to temporal effects and has demonstrated some telepathic ability, albeit to a limited degree. He is able to perceive the fabric of time, discerning "fixed points" and "points in flux", as well as all past, present and possible future events on certain occasions. The Time Lords also were the first ones to come up with trans-dimensional engineering. "A key Time Lord discovery!" As The Doctor puts it. And the only way to make something trans-dimensional is..... you would need some form of gravimetric device, And the only way to get one, is on Gallifrey! Just one more thing: Time Lords can't fall for interrogation powers or tenhnology.
