New Dev Eru

New Dev Eru, chosen for its centralized location, and rare in the inner ring uncolonized status, is a desert planet in a fairly small solar system with only two other planets. It is about twice the size of earth, and has about 3 times the gravity.

A single day lasts 29.27 hours and a year lasts 390 days. The planet is made up of 11 continents, which make up 81% of the planet's landmass. Water is plentiful in underground reservoirs, though little water or life is apparent form the surface, with much of the Erutin infrastructure and people living underground.

The plantlike organisms on this planets are largely low to the ground, with trees and wood being rare, though some forests do exist nearer to the poles. Native animals tend to be small in size as well, though some larger ones are found nearer to the poles.

The New Palace is in the northern hemisphere, and while it still lies in the desert, it is in a more habitable region. Much of the above ground life occurs closer to the poles, though there are no settlements in the trees, due to the need to maintain the forests of the planet.

Major exports from this planet include sand, diamonds, and quartz, along with more synthetic materials in the form of nanocloth, which the underground communities produce in abundance. Imports include food, though thanks to advanced hydroponics systems, the planet is largely self sustaining.

Major cities are: Rautuin, Kalkola, Niskos, Helingby, and Hevosoja.

"I am sorry for such, your husband is, I'm sure, a good man, and acts only out of concern." Pausing to take a sip of his own tea, his mind was still considering the possibilities that these guards could enable. "If you could, please pass to him my most sincere apologies. Were it that I had more time, I would have liked to do so myself..." He smiled, trying his best to keep from sounding too down, "but, I'm sure you understand how governing works. You have my word, however, that no man or woman under the Belkan flag will raise a hand against you." Continuing to partake of his beverage, the topic of relocation came up, and his eyes changed once again, a base note having been struck within him. An air of passion could be felt from the man, though he did his best, and it was quite a good effort, to suppress it. Relocation was something that every Belkan felt strongly about, having been forced from their homes in the wake of defeat centuries ago. "It pains me to hear such. If there is anything the Hegemony can do to assist, let me know." He stressed his individual, knowing that many members of the Hegemony would view the act of trying to establish contact as some joke or a situation for exploitation. The Hegemony couldn't afford to lose its single, true ally. "There are times when I regret what we do, but I know that it's necessary."

"Very well." Wing said and led the way to the courtyard of the palace. A woman was there, chained on either hand to hold them down and on he knees. She wore a heavy color, and was stripped to the waist. The pink haired woman seemed oddly resigned to her fate. She glanced up and spotted Wing. Ah. Lovely.

There was a TV crew there, and a man with a cat of nine tails in one hand, metal shards woven in. He was standing at attention, waiting patiently for his orders as all was set up and readied for the show. Near, with an excellent view, was a set of stands, partially filled in. "Those in the stands have recently decided their views are different than mine. They recieved a special invitation just for the show. The collar she wears keeps her from Transporting off to another dimension to seek safety, and there are numerous shields up to insure she is not...rescued. I'm afraid she's a popular public figure. Otherwise, she would be quite dead."
The pink haired woman was watching Wing now, and glanced to Redwing with a raised eyebrow. She mouthed the woman's name in question and Wing inclined her head, too far to hear. “She is also, to my eternal surprise, apparently the Director of Intelligence. It's not normally a post that I would know the identity of it's holder, but my husband's men were quite zealous in their research.”

Liese Redwing followed her host, the guard tagging along behind, still a few paces off, and arrived before too long in a courtyard of sorts to a rather intriguing scene. Before her lay something that could've passed for something generated on one of Home's less reputable extranet sites, but she was rather curious as to the matter. Surely this was what Wing had spoken of earlier when she had mentioned the punishment of a certain individual, as the individual with the whip made such a conclusion logical.

One thing that did throw Redwing for a loop was the woman's pink hair. Such an odd choice. Speaking, Redwing complimented Wing, "I see that you take no error when it comes to the sake of your heirs. Your dedication is rather... imperial." Standing to her right, Redwing still gripped her saber's hilt, her guard seeming rather nonchalant despite the scene.

Wing shrugged. “This is for more than that. I am quite certain that she knew of Kampf's demise and yet did not tell me. I am most displeased.” Her eyes narrowed. “Most. Displeased.” She said and led the way to the best seats in the stands, the royal box. They were there on their own, the heirs being grounded to their rooms for awhile.

As soon as Redwing was settled, Wing raised a hand, settling for the entertainment to commence. Hope reflexively tensed, but the man in charge merely unrolled the wing, waiting for her to relax, marginally, before he took to first stripe.

Gritting her teeth and clenching her fists, Hope refused to scream. “There will be fifty lashes. By the end, she ought to have broken. Her twin is co-captain of my guard, and was assigned elsewhere until the foolish child has...repented.”

“Concerned for the number? She's reached five without a sound.” Wing murmured and shrugged. “She'll survive and heal, but trust me, the only thing that teaches this one is a lot of pain.” She said and smiled at this. “A good woman. Foolish, but strong.” Wing sat back to watch at seven, the pink haired woman, her back streaked with red marks, finally gasped out her first hiss of pain.

Wing gave her a look of pleasure and Hope raised her head higher, and shut her mouth, managing to stay silent for only two more lashes. “A very tough woman.” Wing had no fear for the loyalty of either twin. Hope was a staunch supporter, and one of the few Wing would consider perfectly trustworthy. She had, after all, led a revolution in Wing's name, merely at the request of her empress.

“Besides, if I stop it early, the press will have a field day praising my mercy and benevolence. I do love good press.” And practically for free. It got both points across rather well: Don't cross Wing and trust in her benevolent and kind leadership.

Such a punishment was common in the services and the academies back in the Hegemony, but for a member of one's cabinet it was unheard of. Failure in such a position usually resulted in a sacking or execution, not torture. Given, they'd suffer enough in purgatory thereafter, but that wasn't theirs to distribute. "And she will remain loyal after this? You possess quite the charisma, Wing." She was rather sly, Redwing admitted, almost as good as her, who, thanks to her own arrogance, she considered to be second only to His Majesty.

This was a foolish thought, as He is God.

"The free press," Redwing sighed, shifting in her seat, the methodical crack of the whip quickening her heartbeat, "something that we in the Hegemony haven't had to deal with in centuries..." She almost sounded whimsical, as if she wanted the challenge of dealing with such a rowdy freedom. Sitting in the stands with the others, her guard smacked his lips absently, watching as he leaned back, his elbows resting on the stand behind him.

“Oh, it's not truly free. Free enough of course, but that is mostly an illusion.” She said and smiled. Hope was crying out with each crack of the whip now and Wing leaned forward. “Hm, fifteen. Perhaps I'll let her serve half her sentence. It's not as if I plan to actually let her go, after all.” Wing revealed, giving Redwing a sly little glance. “I'm not yet done.”

That was definitely true. “I will have to give her back to her family eventually, of course. She has small children, and it wouldn't do to make them orphans. Especially as they are each Terrans.” Wing thought it over. “Well, only by birth. I agreed to allow them to be citizens. I regret the boy, but the girls will be well-behaved and loyal.”

Wing's cunning refused to cease intriguing Redwing. The Ertuin were, outside of fellow Scatterans, the most logical ally present in Home, their societies were too similar to not cooperate. It could also be chalked up to personal bias, as Redwing rarely felt like she held an equal in any area, and to put it simply, she liked Wing.

Wing reminded her of her.

"I am reminded of an ancient Scatteran philosopher,
If an injury has to be inflicted, it should be so severe that one should have no fear of retribution.
Were it that I didn't know any better, Wing, I'd say you were one."

“Kind of you to say.” Wing said, and listened to the count. By now, Hope was screaming with every hit and her back was crisscross in blood. She had tears down her face. Ah, twenty seven. Just enough to not seem planned. The Empress stood, halting to proceedings. “Ah moment Redwing.” She requested and turned to face Hope.

“Hope of House Anona, former director of the Travelers. Friend. Do you repent of the actions that brought you here, and swear never again to break the law or decrees set forth but your Empress?” Wing's voice carried clearly across the courtyard to the exhausted and dropping woman.

Hope lifted her head to look Wing in the eyes, before her shoulders dropped. “I repent and swear, my Empress!” She called out, voice hoarse from screaming. Still, she was able to be heard. “Forgive me of my actions!” She said, a note of pleading in her voice.

Wing's lips curled in a small smile. “You will be forgiven. Release her hands! Let her be taken to a medic.” That was agreed on code. Hope would not be taken to a medic, but to a secure location. After all, she was not yet forgiven.

A smile broke across Redwing's face as the convicted begged, her white teeth visible in between bare lips. It was a natural response, of course, her excitement partially due to her unfamiliarity with, by Belkan standards, an unusually brutal form of punishment. Moving beside Wing, the Archduchess stood at a position of parade rest, her hands clasped behind her back and spoke under her breath, "Your kindness knows no bounds."

Offering a spare glance to her guard, she squinted slightly upon making eye contact and he quickly righted himself from the relaxed position. Redwing didn't take kindly to her people breeding a poor image of the Hegemony. They were the posterity of Scatter, after all.

Wing allowed the press a few moments to film her and her guest and to speak before the cameras were cut off from a view of her and returned to the other view points. Hope had the assistance of two soldiers on either side, half carrying the partially nude woman to the 'medic' tent, where she would be whisked away into Wing's personal, and rarely used, dungeon.

“I suppose you must think me harsh.” She said. “As that was certainly not an end for her punishment.” wing surveyed the crowd, and noted the pale faces. Perfect. Those who had been speaking against her would stop quickly now. “In fact, as you seem so excited, I thought to offer you a chance to play with her some. She's been moved to a location even my husband lacks access to.” Blade would merely let Hope go, after all, and do something silly like banish her. Wing smiled slightly. “Perhaps your guard could join in, if you don't want to get your hands dirty.”

Redwing paused for a moment, not sure whether Wing was being serious or simply toying with her. But, the Queen's eyes belied her intentions, and Redwing looked about for a moment, trying to overcome a momentary lapse of facial control. Toothy smiles were a rare thing from Redwing, and it wasn't ever a pleasant thing to see. It had been a long time since the academy, and her times in the rank and file of the Landwächter, her experiences now in discipline having been almost entirely impersonal and institutionalized. "You are too kind, Wing." Speaking again under her breath, she didn't want the proles gathered to hear her, "I would be delighted, if the activities don't entail too much..." Again, she paused, considering her appearance, "blood." Looking again to her sentinel, she motioned for him to approach, and that he did, if not at his own pace.

“Of course not. Now, I suppose a benevolent monarch would check upon her poor citizen. Shall we?” She asked and led the way, letting Redwing walk beside her. As they entered the tent, they would be transported to a room with steel walls. Hope was restrained in the middle, a look of slight confusion in her eyes.

“Winnie?” She rasped. “I thought...”

“Oh hush, Hope. You and I both know that I'm not as kind as I seem, with or without Talon's influence.” she said and smiled at her. “And I maintain a lot of bloodshed could have been avoided had you only married him as he wanted. Now, be a good diplomat and be sure to scream loudly for our guests.” She said. On a table nearby was a large variety of torture implements. “At your leisure, Archduchess.”

Blinking upon entering the area, not ready for the teleportation, Redwing was rather surprised by the scene yet again. Waiting for Wing to finish, Liese listened, rather curious to the conversation. It seemed that the two had quite a history, one that Redwing, at the moment, couldn't hope to entirely comprehend. At the Queen's behest, however, Redwing was directed to a table filled with tools of the trade, and with a spare glance shot to her companion, she silently asked him to approach. Speaking quietly with him, the two seemed to come to a sort of consensus, the guard moving over to Hope, standing beside her.

Redwing stood by, looking over the instruments before her, and asked Wing, not wanting to overstep her authority. "You don't mind if he participates as well, Queen?"

"Of course not." She said and surveyed the table herself. "So long as she isn't dead, our medics can fix the problem. I intend for there to be minimal damage when she returns to her little gang." She said and seemed pleased. "But that doesn't matter now. Please, sate your bloodlust on this fool.” Wing invited and smiled slightly.

Hope strained at the chains, her eyes turning teal as, frightened, she tried to teleport away. “Accessing Implant! Accessing!” She said, her voice not turning the usual robotic drone that she used when accessing her implants. Nothing. No response. Her eyes faded to blue once more and she stared at Wing in horror.

Nodding again to her comrade, who shifted on his feet, ready to hold Hope down should she grow desperate, Redwing took up a pair of pliers. Nothing terribly fancy, as sometimes the most painful of things could be quite simple. Moving to her, she took her right foot in her empty hand, caressing it absently for a moment before placing the teeth of the tool on her smallest toenail, looking to Wing with an inquisitive, almost excited glance.

Wing smiled at this eagerness and nodded giving her permission. Hope tried to pull her foot away, eyes wide in horror. "Please, your Majesty, please! They came to me, you know I wouldn't have saught them out!" She said, wide eyed. The pink haired woman fought against the heavy chains , not wanting this.

Wing smiled and knelt down to give Hope a kiss on the forehead. "Oh Hope. I know that. But you also didn't tell me of the death of my dear friend. I have you for a reason, sweet Hope. Of course, the urge to crush that orb of yours is great, right about now, but you did hide it well. In the meantime, this will simply have to do." She said and stood a step back.

"As you see fit, my firm ally."

As the Queen finished speaking, Redwing tightened her grip on the toenail and proceeded to jerk with all her might, her left hand having moved from Hope's foot to her leg, supporting the action. The smallest toenail buckled easily, proving no major opponent to the Belkan regent, and Liese almost wore a look of disappointment, hoping there'd be more fight with the thing. Her mood quickly improved, however, as she moved to the next down the foot and proceeded to repeat herself, beginning to fall into her old practice with ease. Only her pale skin reflected the light in the room, her black uniform, hugging her slight form, seeming to absorb any that landed upon it.

Her guard stood by, his hands on either of Hope's arms, still ready to step in should things prove to get truly interesting.
