A single, sleek, bloated rat had managed to manuver it's way through the streets of WIng City unscathed. It scurried beneath feet, through sewers, up and over grates. The rat even managed to traverse it's way through the Wing City Government Center, scuttling across the pristine lobby and wedging it's way into a ventilation unit. From there it was a simple escpae into the wall.

Up the rat went through the building, pressing through cob webs and dusty bits of sheet rock, ducking in and out of vents. The rat passed private conversations, rooms exploding with laughter, and what it was sure was the dryest of lectures. One room was dark, bathed in flickering artificial light. Another was taller than it was wide, and housed the lesser half of a pop tart.

For a moment, the rat completely disregarded the thick parchment envelope strapped to it's back with finely tailored leather. Nibbling on the sugary pastry, the rat barely noticed the silver clasps emblazoned with the mark of the Vankoryth Detente that held the leather in place. It also could not smell over the sugars the wax, freshly melted that morning, sealing the envelope.

With crumbs on it's whiskers, the rat disappeared into a hole in the wall and continued climbing up. Eventually it would reach an elevator shaft, taking the leap of faith to the cables in the center. The impact was barely felt by the vast machinery, and up the gently swaying cables did the rat run. The sounds of telephones and the smell of fresh vacuuming let the rat know when it had arrived at it's destination. Here was the rat, letter strapped to it's back, in the office of the Prime Minister of the Terran National Governnment.

It didn't hesitate. The rat took off across the carpet, ignoring a shreik, ignoring any scuffle, and aimed right for the desk top of the Prime Minister. There the rat would simply coil itself, resting, silently presenting the letter to the Prime Minister. Inside the decorated envelope, which was still secured to the rat with leather, were three documents.

The first document was a crisp piece of parchment smelling of rich ink. It was The Blood Edict and corresponding clauses, signed illustriously by Casren Bistreo.

The second document was a handwritten letter, also signed by Casren Bistreo. It dispersed any negativity assumed by The Blood Edict, reinforcing that the Vankoryth Detente were an alliance for the betterment of Terra. It also contained a personal request for a meeting with a representative of the Vankoryth Detente, for the purposes of negociation. Mentioned was the Vampire Registry, with an inquiry as to how the Detente could register.

The third document was card stock and small, featuring an image of a tavern that looked more like a wine bar. It was an invitation for a grand opening celebration at a "Tauvyr Tavern" that had opened in Verinotte Hollow in the Cursed Wood.

The rat would wait until it was taken care of, prepared to return to where it came from with a response.

Mason ran a hand through his hair, letting out a sigh as he walked towards the Prime Minster's office. In one hand he carried a brown envelope, in the other a pen. The man seemed well-rested, but mentally he was tired. He worked a lot of cases over the years, they were catching up to him.

Retiring young seemed like a good path to take.

The attorney came to a halt outside of the PM's office, adjusting his tie before pushing the door open and stepping inside. "Got an injuction right here for you about disbanding the Terran Militia." Mason said, dropping the envelope down on Galdamez's desk.

"It was filed by a Militia member and some interested parties. Specifically Fatin Alfarsi, she heads the Invivtus, a Militiaman by the name of Elizabeth Haley and an Invictus member named Preston Emile. They want to challenge the disbandment in a court of law and be allowed to make a case for it to remain." Mason told the Prime Minister.

"I've... chosen to represent them. I'll be fighting to take it to court."
