Setting
As a Gym Leader, Surge takes his responsibility as a leader of men and as a role model as seriously as he did when he was on active duty, to the point that one of his Gym Trainers used to have him as a commanding officer when he himself was in the service. The grasses to the east and north provide adequate training grounds for small-scale exercises, whether he's teaching self-defense to Trainers in conjunction with Saffron's Fighting Dojo or instructing his subordinates on the finer points of his "shock and awe" philosophy when it comes to pitched combat, which involves electric moves to paralyze enemies before moving in to deliver the finishing blow. All this in addition to his battlefield experience makes him useful to the UPL when the situation calls for an application of power overwhelming. Trainers taking the Gym challenge need not fear too much, however...Diglett's Cave to the east not only offers a shortcut to Pewter City, but also the opportunity to catch Diglett and effectively counter Surge's high-voltage assault.
To the south is the ocean, and a dock that ships from around the world stop at to host parties and restock. It's a wonder how the constant battles on-board haven't caused an emergency yet.

His thoughts however were immediately interrupted by the feeling of something press against him. Immediately he let out a squeek and recoils several feet from this creature, hugging his hoodie closer around himself. He was in no mood to get close to anything even close to a pokemon, then again he never was.
It would be around nightfall by the time they made it to Vermilion City. The coastal town was south of their destination, but not dangerously far by what a map in town showed. The boy sighs from exhaustion and turns to Greg, motioning towards a motel near the docks. "I think we can sleep there, if you want."
The sky darkened and the stars shone brightly, Quickclaw looked forward to see Vermillion City in all it's glory, they'd be there in about 2 minutes. He reached into his pocket, pulling out a wallet, and counted his money. 250 bucks he had stolen from some criminals back in Kalos, it seemed like a lot for a small journey but that depended on how hungry they would be and how long it would take to travel to Ceruleun or Celadon, he forgot which but he decided to ask which one it was later. He packed his wallet away and turned to Malcolm.
"So I'm thinking of going to the mart for some food when we get there, any ideas of what you'd want?"
"I'll see you in a few I guess..." Malcolm awkwardly moves off towards the motel, letting out a breath. He had to take an extra couple minutes to get there because a couple with their pokemon passed by, so he circled around them to keep the pokemon at a distance.
Entering the motel, Malcolm got himself a room for two, using a little of the money his mother had given him to cover it. Once inside the room Malcolm immediately slumped onto one of the beds only to be startled by something hitting his back.
He turned only to see a small red device. He picked it up, flipping it open to find an empty pokedex in his hand. He blinks in surprize, but guesses that a pokemon trainer must have left it there after using the room. Malcolm puts it in his bag for later use or if he finds the owner.
"Yes I'm here for the room Vox" he explained, which he was then led to the elevator and told which floor to go to. He opened the door, shutting it behind him. Vexnar walked over and lied down on the ground between the two beds.
"Sorry I'm late, I decided to look around the city a bit, say, do you remember which city we need to be avoiding? Was it Celadon or Ceruleun?" Quickclaw asked, heating up his tv dinner in the microwave.
In answer Greg's question came a sleepy yawn and reply. "Celadon. It should be north of here." Shortly after this the sound of miniature light snores came from Malcolm, now fast asleep and dreaming if what could come next.
"Well--" he stopped himself, seeing that Malcolm was asleep now. He lied down in his bed, Vexnar had fallen asleep too. Quickclaw began thinking of what Team Rocket would be like and eventually drifted into sleep, dreaming of the many possibilities of what this team was like. When he woke up it would be morning.

As he was going through his bag Malcolm finds the pokedex he had found earlier. His eyes shift to Vexnar for a moment. He vaguely remembers Quickclaw mentioning that Vexnar wasnt a pokemon. It was a strange notion to get his head around. Malcolm points the back of the pokedex at Vexnar and opens it, using it just like he had seen someone else use it.
The pokedex made an error sound and showed the data screen for a pokemon, but there was no picture and all the sections had question marks instead if information. It seemed Quickclaw had either told the truth or had a very strange pokemon.
Now all packed up and ready to go, Malcolm brought out a paper map of the Kanto region and points out the next location on the map to Quickclaw."The next town is Saffron, we can take Route 6 north to it then head west to Celadon for... whatever your business is."
"Yeah alright, l gotta take a shower and brush my teeth first, then we can go" Quickclaw replied, he didn't really need coffee to wake up, but he still enjoyed the ritual. He quickly went into the bathroom and came out after around 15 minutes all ready for the day.
"Alright let's go, Vexnar wake up!" he said as he exited the bathroom, Vexnar grunted and lifted his head up to look around before walking over to Quickclaw. They walked to the elevator and exited. He stopped at the front of the motel and looked to Malcolm before getting on Vexnar.
"Come on, his saddle has room for two" Quickclaw said looking down at Malcolm.
(BTW where are we gonna go for the route 6 and saffron part, they aren't places on Ruula)
The tall grasslands and wide fields of this area was easier to see through from the height of Vexnars back. Only the few dotting trees might obscure their view. The wide dirt road had plenty of room for even the largest pokemon or vehicles to pass by, as it snaked its way northwards. Malcolm makes sure to point out a blue patch on the map.
"There is a small lake, or pond on the path between us and Saffron.
He looked into the grasses around him and saw pokemon poking their heads out of the tall grass to observe them. A flock of pidgeys flew out from a tree, male and female nidorans played with eachother, oddishes scurried around. Of course Quickclaw had no idea what any of these were called, and he had never seen some of them considering it was his first time in Kanto.
"Pokemon are strange creatures aren't they?" he asked, "How are those little birds classified as the same group of animals as that big black dragon we saw back at Anistar? And their abilities, they've done things I've seen no animal back on Terra do, they truly are amazing huh?"
He tried to respond to Quickclaw the best he could. "There are... different types of pokemon... where did you come from that didn't have pokemon?" He had never heard of this Terra before, and he didn't remember seeing it on any map. It must be a hidden city or something that had no PokΓ©mon. It sounded like paradise to Malcolm.
With the land being generally flat besides the tall grass of low hills, the lake could be seen after awhile of travel, a mile or two up the road. From the looks of it there were plenty of fishermen trying to catch water pokemon, trainers and travelers alike walking past them on the road, even minor battles taking place now and then. Plenty of pokemon gathered around the lake, and in responce Malcolm put his hood over his head and hid himself.
The path would follow the eastern shore of the lake to circle around it, bending to the right showing more path. Malcolm would stay as hidden as possible from the pokemon and trainers, not talking much as they approached the lake.
Quickclaw looked behind to see Malcolm all covered up by his hood, he reached back and pushed the hood off the boy's head.
He whistled and Vexnar stopped in place before Quickclaw jumped off.
"Alright come on" Quickclaw reached up and picked Malcolm up off Vexnar, he looked out over the lake, plenty of trainers and pokemon enjoying the lake, "Look, you remind me of a younger me in some ways. I want to help you, and you live in Ruula, a place full of pokemon, so let's at least try to get you used to them. Come on, it'll be fun, we can go talk to some trainers their pokemon won't hurt you, trust me."
He lands on his head, tumbling a little and rolling onto his back, holding his head. Looking up he hears Quickclaw mention him meeting pokemon. He made a dismissive head shake, but it seemed he had no choice. He stood up and slowly followed Quickclaw his posture shrunk up, his arms at his mid section defensively.
The sheer amount of pokemon here made him get anxious quickly, but he tried to hold the panic in. He stayed close to his older aquantince, trying not to make eye contact with any pokemon.
"Excuse me sir" Quickclaw said as he walked up behind the man who was looking at the lake.
"Yes?" the man turned around to see Quickclaw.
Quickclaw thought for a second before speaking, "See my friend here is scared of pokemon, I brought him here to get over his fear, what's that pokemon with you there?"
"Oh..well, this is poliwag, come on you can pet him, he won't bite" the man replied.
The poliwag walked over to Malcolm and looked up at him before chanting "Poliwag!" in a cheerful tone.
"Go on, pet him" Quickclaw said, "How could that little thing possibly hurt you?"
He reached out as instructed, but slowly and with no thought to it. Eventually he pats the poliwag on its head and immediately shrinks back behind Quickclaw. He was not in the mood to stick around for too long, especially around pokemon. He gave out a yelp however when he felt a vibration in his pocket.
Pulling out the pokedex from his back pocket, he flips it open while facing Poliwag. Instant a stat screen for the pokemon pops up with an image of poliwag and a voice speaks from it. "Poliwag, the tadpole pokemon. It is at home in the water, and cannot run on land because of its weak legs."
As Malcolm closes the pokedex, fully perplexed by how it functioned, he looks up at the now chagrined Poliwag. Malcolm starts to get worried and hides even further behind Quickclaw, away from the perturbed pokemon.
Short circuiting as it walked, Reho clenched its fist, and wished it could clench the jaw it had removed in favor of more machinery. A bit of blood trickled from its jaw and down onto its coat. The city was here. The city was now. The mission was now. Viral agents needed to be spread, before time ran out. Before Reho was killed by someone who found out its true purpose. But do they know the mission? Act. Fast. Act. Fast. Act. Fast. Pulling a canister from its vest, Reho remained within the shadow of an alley way and examined the name. VTA or Vocal Trauma Agent. Once spread airborne, this disease would act similarly to intense smoke and sing the vocal cords and maybe even the lungs of those afflicted. Mouth breathers beware. Tearing through the vocal cords, best case scenario the subjects may be rendered with a raspy voice for a week - no worse than that of a cold or common illness...worst case scenario however, they may be rendered completely mute or unable to breathe, thus killing those that relied on air to breathe.
"Destroy. Act. Fast. Act. Fast. Act. Fast." With the canister pulled out, Reho unsealed it, and dropped it to the floor. Once that was done, it began walking away.
"Sore throats. Dear me, dear me indeed. Seems like some sort of poison gas judging from the spread and what that nice Beedrill told me. Nothing the Pidgey around here can't blow out to sea where the Tentacool can deal with it, but I fear the humans are on their own for this one."
"Code ultraviolet. Body malfunctioning. Enact plan before death.
Reho tore into its vestments, pulling a single D-80 "Davaab" Pistol and a single activation switch to hold in its other hand, gripped tightly with the finger hovering over the activation button. It knew that it'd attract attention eventually...it needed to gather others to infect before things were too late. Raising the Davaab into the air Reho fired once, a loud KRAKK from the kinetic bolt rung out into the air for miles.
"Let them come come come come come come come."
A quick String Shot from her mouth at Reho would hopefully immobilize the naughty child and prevent her from doing anything rash. Even as this happened, the shouts of rough men from the docks could be heard, soon drowned out by the sound of raid sirens. Lieutenant Surge had insisted on the warning system in case of disaster, whether brought by man, nature, or some combination of both. All capable Trainers were to report to the Gym where they would be assigned to a squad and receive a briefing of the situation as well as their assigned task.
"If this were a video game, I'd be asking you for 2 coins to continue by now! Hup-hup-hup!"
The humans were coming, judging from the colorful phrases one squad leader was hurling. Leanne needed to make sure that her work was done, and fast. But what could she do aside from swaddle Reho in a blanket of leaves and spit? Oh well. Maybe that would be enough. The poor thing looked like it was suffering anyway.
