Paradise City information

Location: Norwegian sea, halfway between Iceland and Norway.

History: Paradise city was made as the solution to a problem found worldwide, there is no place where mutants nor pro-mutant opinionates could live peacefully and safely. 10 years ago the first of many floating islands was made and launched in an abandoned ship boneyard loaded with the basic materials needed to supply fresh food, clean water and power once at location. From there as more people flocked to the city it's growth rate increased, the second island being made and joined to the first only 7 months after the first had been launched.
The cities growth was not without a hitch, afterall it was a city not affiliated with any coutry or governing body. Pirates, slavers and other illegal activities made life in Paradise unworthy of it's name. This somewhat changed five years ago when Paradise build their first pure millitary district Pillar south. Before Pillar south what millitary existed only worked with ground and naval forces, now they had access to aircraft carrier style catapults and catchers, and with that they managed to drive almost all piracy and other activities away from the island.
To the outside world the place seemed a little off, no matter how you looked at it. Not a single embassy in the world representing them, and no instance who could tell the people who wanted how to immigrate to the place. Not to mention that almost all trading trafic from and to Paradise went through Paradise owned cargoships, not even the local fishers were allowed to dock. But during it's growth Paradise slowly became a trading hub as well as a hub for the local fishing fleet, however to enforce the safety of the inhabitants these activities are restricted to certain "outsider" disctricts where a very strict border patroll is active and enforces strict rules and protocols for any ship or individual visiting the city.
Due to it's millitary force and new-found importance as a trading hub it is treated as if it was a country that had existed for many decades. Although it's ways are often considered quite odd, even when considdering the city was effectivly a large scale test envoirment.

Notable Districts:
Hope: The first district that was build it was the supply core during the early stages of the city. In current day it houses several multistory botanitcal gardens and greenhouse towers as well as containing one of many nerve centers(traffic controll, power/water/waste management, law and border security) of the city.
The waterworks: The largest water supplier of the entire city, it contains a large facility tasked with purifying sea water to drinkwater without the use of chemicals(like chlorine). In the process the facility produces large quantities of high-quality seasalt and compressed algea blend, which are one of their speciality export products.
The seaforrest: This isn't actually a district, it's the name of the underside of the city where a forrest of sea turbines(hence the name) turn the steady sea currents into electricity for the city. Asside from the turbines a lot of the districts have large pillars underneath them to create boyuancy and counteract the massive buildings on top they also serve as low points for the city to anchor itself to the sea floor with massive chains.
Poseidons Deep: The name of the prison inside the district, which has been build into one of the above mentioned pillars to increase security. It is many times larger than needed for the cities current crime rate, even factoring in the abduction and outsider district cases, but it was made to cope with the growth of the city without needing another prison. It also houses the courthouse of the city, to eliminate the need to transport criminals to and from court.
Small Vegas: A district known for it's three casino's(Jeweled Dice, Sevenleafed Clover and Blue Towers), the sports stadium, movie theaters and many the restaurants, bars and other hangouts. If you want to have an evening of carefree fun and entertainment, this is the place to be.
The grand market: One of the outsider districts, it borders directly to the docks where ships load and unload their goods, and the occaisional cruise ship makes a stop. The grand market is where smaller traders, like fishermen and importers, come to sell their wares, buy supplies or get that last bottle of exclusive Paradise wine. If it is produced in Paradise or in the surrounding seas you can find and buy it here, for outsiders it's the best place to buy goods from Paradise, if you aren't a large import company.(because those would rather make trading contracts) It also holds a residential area for outsiders who want to stay in Paradise temporarily.(traders, fishers, oil rig crews, generally people for who it's more convinient to rent a home in Paradise than to go back to the mainland between during shortish downtimes)
Pillars North, South, West and East: These four districts are named after their form, where the normal pillars only extend under the waterline these pillars also stand as tall as the skyscrapers surrounding them. They are all nerve centers for the city, large enough to run the entire city on only one of them. They also hold the millitary force of Paradise, with Vtol airbases on their roofs, openable take-off and landing bays in the top of the towers, a few submarine bays and the ability to house the entire millitary, their equipment and vehicles in just one tower. It allows the city to function at 100% even if one of the towers is destroyed and allows the millitary to react and intercept any threat within minutes of detection. Formerly they had been the outside edges of the city, but due to it's rapid expeansion they have been grown in by other districts.

Building style: Since brick and mortar, wood and concrete don't do to well when exposed to sea winds carrying traces of seawater, most of the city has been build using steel(which through sciency trickery can be made nearly unaffectable by corrosion) and glass for their exteriors and structural integrity. Other common building materials are lightweight metals like aluminium, structures that don't have to cope with large weight stress or need to have a slight but of flexibility are made with high strenght plastics, there even are a few buildings using the still quite experimental carbon nanotubes for some of the less crucial structures(like non-load bearing walls). Within Paradise city, every single floating island is refered to as a district, to prevent miscommunication between emergency services, millitary and the general population as to which location they are talking about. Another thing in which Paradise differs from a regular city is that most of the traffic is through public transport(in the form of an overhead railway system), cycling or walking. The roads generally are used as pavement and only actually used by emergency services(who drive around in electric/biofuel cars and trucks), bicycles and electric scooters. Traffic accidents are rare and almost never lethal due to the relative slow speeds and the low flow of vehicles at any given point at any given spot.

Governing body: Paradise has a somewhat odd political system. With Giacomo at the very top, more or less in the king position of a monarchy, and a high counsel directly below him. The high counsel is made up of two parts, reffered to as the voice and the mind. Members of the mind are handpicked individuals who excel in their field of expertise. Members of the voice are the representatives of the districts. The voice and the Minds voting power is equal to eachother, and to ensure that any decision made in the high counsel is both backed by the experts and the population it requires 80% of the votes to pass. Giacomo has a veto and has the power to disband the counsel, forcing an early election for both the mind and the voice. Neither of these powers have been used before, and in essence they were only created by the high counsel to protect the people from the high counsel and make sure it's representative represent their district/field of expertise. Normally a high counsel takes seat for 3 years, after which there are new elections.
Beyond that there only is law enforcement and court. In court there is a set of six judges, one of which will lead court the other five decide on guilt and punishment.
Death came to town.

Note: The city is for mutants, but is under the veil of existing for an alternate reason (chaotix will have to decide what that reason is); most humans do not know about the existence of mutants. Yet.

The veil is that the entire internal city(which excludes the outsider districts) is a facility that attempts to create an ecomomically rendable, ecologically green, safe and generally stable city. However to ensure the absence of influence from the outside they need to be isolated from the outside world as much as reasonably possible. Which also means immigration is only possible under very special circumstances.(which includes a refferal from the few outside contacts) There are continuously experiments running, of which then papers are produced and publicized, afterall it's one of few places where proper city scaled social/economical/ecological experiments can be done with little complaint from the population and low interferrence in the experiment. The fact that they have a millitary is mostly to defend themselves against any threats from pirates, terrorists and others who rather see that city gone.

Was still working on the veil, but I figured this was as good as a veil could get for it being a city to which access is almost impossible from the outside. And it would really fit the theme I kinda already set for the city.
