It's The Future. In this time, the world is governed by the Sibyl System. A human's emotions and mental state are measured by a device called the Dominator, which identifies criminal intent in a person's soul and quantifies it into numbers. Anyone found exceeding a certain number is deemed a threat in need of therapy, or in extreme cases, execution. The numbers used to measure a person's soul are called "Psycho-Pass".

Hunting down those deemed a threat to society is the Public Safety Bureau. Composed of Enforcers, latent criminals whose Psycho-Pass has exceeded the acceptable level but have been granted permission to go outside to deliver justice on fellow criminals, and Inspectors who supervise them making sure they don't go too far, the pairs make sure latent criminals are not left to roam the streets.

Along with the whole future aspect, there are robots known as security drones that patrol the area, and helper drones.

People are no longer allowed to own a gun. Inspectors and Enforcers only use a dominator, and not a normal gun anymore.

Along with normal gadgets, changing an outfit can be down with a touch of a button.


Calling, video viewing, and other small things are done with a silver bracelet around a person's wrist.


Security bots and drones. these are able to scan IDs for inspectors, communicate through, and block a crime scene.

The Enforcers

The Enforcers are the main powerhouse for the Bureau. All of the Enforcers have high criminal coefficients and are only brought back into society for the sole purpose of expelling criminals just like themselves. They cannot do anything without their respective Inspectors approval and will face serious consequences for disobeying direct orders. Ginoza describes them as beasts that are used to hunt beasts, saying that they are not human. They are like hunting dogs, tracking down the criminals and doing most of the work at hand.

The Inspectors

The Inspectors are the people in the Bureau who watch over the Enforcers. They are the society's top elites with good personalities and low crime coefficients. They have to be intelligent, calm, and high in academics. Candidates fitting all of these requirements are selected to join the criminal task force in this division. It's a stressful job because it requires them to constantly watch over the enforcers, but it can also be rewarding because of the career advances it offers. They are given more privileges and they literally "own" the Enforcers, punishing them for disobeying orders. They wear a signature blue jacket that marks them as Inspectors.
*They don't have to learn how to fight.
**Have to be smart.

Dominator Information

Dominators have four modes in all.
-Locked
-Paralysis
-Decomposer
-Lethal

Paralysis mode shoots a stunning type of electricity. It shocks the target harshly, and usually they pass out.

The "decomposer" setting is used to destroy machines like drones that have gone berserk. It charges, then sends a powerful blast taht completely melts and destroys the target.

This is teh dominators lethal form, when the target is presumed as "far deep". It releases a blast, and once it hits the target they blow up in a bloody mess.

When using a dominator, it appears like a computer is in front of the user. The dominator locks itself automatically if the person holding it is not registered as an inspector or enforcer.


Though dominators cannot work if it is out of the coverage area, which hardly happens unless its far out from tokyo, and in a factory used to build drones, machines, and other things.

The Memory Scoop

The Memory scoop is a gadget that allows a person to read memories of the selected person. The memory scoop reaches into the person's memories, pulling up the one needed and convert the said memory into a video for the outside world can see.

Unfortunately, this causes extreme stress on the person who uses it, and causes their psycho-pass level to shoot up greatly. It has caused some inspectors to completely lose control of themselves, and cause them to go insane.

Because of this, The memory scoop can only be used on a perfectly sane person, and must have permission from the high-ups as well as a written confirmation from the said person.
