Anna Ward
(Mostly spitballing ideas here for plot hooks or directions that would possibly lead to something interesting, rather than having any definite idea.)
-Anna was born in Deseret and she's never known a life outside of the Faith. While she is fairly educated, everything she's been taught has been through that lens. Therefore, while she is aware of the brutal realities of frontier life after several years of service, she is still in a sense naive in terms of broader politics and life in the East and South. While she's willing to work with lawmen from the Territorial Authority on a local level, if they seem to be respectable and just, she despises the notion of politicking as a trait of Eastern depravity and injustice. For her, justice is justice, and nothing can get in the way of its deliverance. Unfortunately, the realities of politics and the tensions between the North, South, and Deseret are far from black and white.
-Anna's father, Isaac Ward, was once a Dog before a shootout in his service left him with a heavy limp that made running and riding too difficult for him the fight. He met Anna's mother, Sarah, while he was recovering in a hospital in New Life. They soon married and built a ranch not too far from the city. While Isaac has left the life of the Watchdog behind him for a long time, his continued friendship with Horatio Morale showed that he did not abandon entirely, and it is always possible that worse things may return.
-It's also possibly worth noting that Anna may be more sympathetic towards women who are being charged with assorted sins. When it comes to rooting out brothels, she has more often dealt harshly with the owner rather than the working girls, particularly if a man is in charge. While she certainly preaches such work as a sin, in practice she punishes the men that promote it. However, she has far less sympathy for women who she feels accept a harsh fate at the hands of a man without protest.
