The time period is not relevant, they are in an alternate universe therefore different rules apply. Technology depends on your social class, so if you're broke you can't afford the power needed to live and must use candle lights. If you live in the castle though, you will have light bulbs and indoor plumbing. Nothing super advanced like hoverboards and the like, but more steampunk.

As for magic it is like most chronic illnesses, you are born with it but do not know until it has a reason to flare up. Again like a disease, it is random. You do not get to chose if you are born with it and someone who has had a long line of magical blood might find that their next offspring lacks the ability. Not just anyone can practice magic, you have to have a certain gene to do it. It is treated like a birth defect though and when children discover that they are magicians they are usually abandoned.

Most wizards and witches have one prime ability that they spend years honing and several, smaller ones that they practice on the side. For example if you're born with the ability to manipulate elements your prime power could be fire and on the side you practice wind and earth (you wouldn't be able to practice water though because it clashes with your prime). Anything that changes reality is not allowed, there are certain laws, a Codex they call it, as to what witches and wizards can and cannot do. I'll get more into that later.

Abilities like immortality are not allowed as it's not an ability, it's a cop out. Witches and Wizards don't have normal life spans though, once they hit twenty their aging basically stops so they can live until they are killed.

As for the introduction that was several hundred years ago, it's a story passed down by word of mouth to warn young magicians how cruel humans can be and that they must always trust the Guardians of the Forest. Children living in the kingdom (called Migistrate) would never had heard this because it is written in one of the many illegal books. Anything that has to do with magic/alchemy/sorcery/demonology has been outlawed and burned. Therefore you don't need to relate to what was written there. I bestow upon you the creative license to do whatever fits the guidelines.

Now, onto the Codex. It is a very large book containing the rules of what a Witch and Wizard can and cannot do. The old leathery edition will appear when someone discovers their abilities. The five most important rules are as follows;

I. No Reviving the Dead
II. Magic that changes reality is strictly forbidden.
III. If your abilities include going into the future or past, you are forbidden from changing anything. Observation is allowed, but using any information you currently have and going to warn your future/past self is frowned upon.
IV. Healing magic is allowed, but one must never use healing spells or potions on a body that is not accustomed to magic. The results may be tragic.
V. Under no circumstances is one allowed to kill any of the Guardian spirits, or spirits of the forest.

ImageOur story will take off in the fall, the ones who have been planning to escape have been meeting in secret since the announcement that anyone accused of being a magician will be immediately be put to death. Somehow they have come in contact with someone who lives in the forest and managed to smuggle them into the city in order to guide the witches and wizards safely back to the forest.

It is dangerous though and leaving is no easy task, once they get past the wall they will be wanted fugitives charged with desertion of their country and a bounty will be put over their head. They will face countless dangers until they can reach the forest and whether the Guardian Spirits accept them is an entirely different matter.

Think of the layout for Attack on Titan, except there are no inner walls, only one outer that is guarded day and night. You have to be granted a travel warrant, which is permission to leave the city, but citizens are allowed to travel inside of the walls all they want. Supposedly the wall was erected to keep the humans safe from forest spirits, but that's just a rumor.

There is one main city, it is called Capitol City and smaller cities and villages surrounding it. Capitol City is located in the center, with the others branching out. The Castle is the center of everything, the city closest to it is Trade City, a place where you can buy almost anything. There is no imagination to the names, the next biggest city is University City where people can go off to learn whatever the kingdom permits them to. History has been rewritten to ensure that it appears as though the ruler of the Magistrate is their saving grace and most everyone believes it.

The villages are small, not dirty though. Most of them are very well kept and cute, some even have houses painted in bright colors and the atmosphere is normally very pleasant. Most of the people that live in these small communities have an "it takes a village" mindset. You will find the occasional old bitty who remembers what the past was like, but that's pretty rare.

A few things to note before we start.

Like I mentioned before, this is an alternate dimension. There is only one universal language (English) so suffix's like Chan, and Kun don't exist. Don't even think about using them.

There are cars, but they're reserved for the higher class who can afford gas and such. They're pretty rare and something to marvel at. Airplanes and hot air balloons, however, are very common travel and are pretty cheap to use/rent. Traveling by boat is a bit pricier, but it can also be very nice depending on what class you pay for.

One last thing, I need someone to be San's contact inside of the Magistrate. This person has to be willing to risk their characters life right off the bat to meet with her, before we begin I need someone to volunteer.
