CITIZEN PROTECTION ACT


Post revolution of lycanthropy against human society, the Citizen Protection Act permitted segregation laws on the federal and state level to protect its citizens, hence the name of the act. These segregation laws are said to be for everyone's benefit, werewolves and humans alike, but it is clear like segregation in the past that these laws are more heavily enforced on one race. Below are some examples of these laws:




Pack Organization: It shall be unlawful for any pack or hierarchy to be formed by lycanthopes and all lycanthropes heretofore must obey all human governance. All lycanthrope authorities shall be selected by human government or else be considered null. All human officials must be deferred to first before any lycanthrope Alpha, Beta, leader, or elected official. All organization of lycanthrope hierarchy, including those of authoritative status (ie. Alphas, Betas) and diminutive status(ie. omegas) is prohibited and void.

Transformation: The transformation of lycanthropes into their bestial forms outside of the three days in the lunar calendar which the moon is full is prohibited in any public space outside the ghetto. Transformation in any public space where both humans and lycanthropes may be present is strictly prohibited and those found guilty shall receive punishment of no more than ten (10) years imprisonment and/or a fine of no more than ten thousand ($10,000) dollars. Partial transformation such as the bearing of canines, brandishing of claws longer than a half-inch in length or any display of other supernatural abilities that could be used to intimidate or otherwise cause bodily harm are strictly prohibited outside of the ghetto or any establishment or public space where humans are present. Those found guilty will serve no more than five (5) years imprisonment and/or pay a fine of no more than five thousand ($5000) dollars.

Marriage: The marriage of a human with a lycanthrope or persons of Turned origins or mongrel blood, shall be unlawful and void. No person having werewolf blood shall be permitted to marry any human, nor shall any human be permitted to marry any lycanthrope or person of Turned origins or mongrel blood.

Cohabitation: Any lycanthrope male and human woman, or any human man and lycanthrope female, who shall habitually live in and occupy in the nighttime the same room shall each be punished by imprisonment not exceeding twelve (12) months, or by fine not exceeding one-thousand ($1000.00) dollars.

Child Custody: It shall be unlawful for any parent, relative, or other human in this State, having the control or custody of any human child, by right of guardianship, natural or acquired, or otherwise, to dispose of, give or surrender such human child permanently into the custody, control, maintenance, or support, of a lycanthrope.

School: Every lycanthrope minor under the age of 17 must attend a mandatory residential reform school to be educated and civilized in ways of human culture. Legal guardians or persons guilty of housing truant minors shall be punished by fine not exceeding four hundred ($400) dollars or by imprisonment not exceeding three (3) months.

Military: The human and lycanthrope militia shall be separately enrolled, and shall never be compelled to serve in the same organization. No organization of lycanthrope troops shall be permitted where human troops are available, and while human troops are permitted to be organized, lycanthrope troops shall be under the command of human officers.

Restaurants: It shall be unlawful to conduct a restaurant or other place for the serving of food in the city, at which human and werewolves are served in the same room, unless such human and werewolves are effectually separated by a solid partition extending from the floor upward to a distance of seven feet or higher, and unless a separate entrance from the street is provided for each compartment.

Parks: It shall be unlawful for lycanthrope persons to frequent any park owned or maintained by the city for the benefit, use and enjoyment of human persons, and unlawful for any human person to frequent any park owned or maintained by the city for the use and benefit of lycanthrope persons.

Entertainment: Every person operating any theatre, concert hall, sports stadium or any place of public entertainment or public assemblage which is attended by both human and lycanthropes, shall separate the human race and the were-race and shall set apart and designate certain seats therein to be occupied by human persons and a portion thereof, or certain seats therein, to be occupied by werewolves.

Libraries: The state librarian is directed to fit up and maintain a separate place for the use of the lycanthropes who may come to the library for the purpose of reading books or periodicals.

Activism: Any person who shall be guilty of printing, publishing or circulating printed, typewritten or written matter urging or presenting for public acceptance or general information, arguments or suggestions in favor of social equality or of intermarriage between humans and lycanthropy, shall be guilty of a misdemeanor and subject to fine or not exceeding five hundred (500.00) dollars or imprisonment not exceeding six (6) months or both.

GHETTOS


Once the were-race was discovered to not be as extinct as the public had once originally believed, the government ordered that all the werewolves in Seattle and the surrounding areas had to live in specified sections within the city boundaries dubbed as ghettos. These ghettos isolate the wolves by separating wolf packs from the non-wolf population. The government regarded the establishment as a provisional measure to control and segregate werewolves while leadership in Washington deliberates upon whether or not they should eradicate the werewolf population or ingratiate them completely into human society. The area allocated to the wolves represents less than 3% of the whole city. With such numbers crammed into such a small space, living conditions are extremely difficult. The ghettos, Harlow, Meridian, Crestfall, and Sutherlin, are sealed off to the outside world with large concrete walls enclosing them in and a mechanical gate at the entrance that only remains open during daylight hours. In each of the four ghettos, an alpha reigns under the supervision of government officials. These Alphas agreed to a policy of co-operation with the Government under the impression it would be better than a policy of dissent as the latter would only lead to overt repression within the ghetto.

ID CHIPS


ID Chips were introduced 10 years ago into reform schools where the chips were inserted into students underneath the skin of the forearm, bicep, or back of the neck. These chips are said to keep track of students while on campus, but have been widely accused of tracking student activity outside of school.

Originally it was an option to have the chip removed once the student graduated from reform school, but as things such as work and travel permits became digitized, most have been forced to keep their chips in order to gain employment and move more freely. Now werewolves in the ghettos are havig chips inserted willingly so they may also be eligible for more opportunity in employment, though there are still those staunchly rejecting the chips.

LONE WOLVES & NOMADIC PACKS


While most werewolves have been rounded up into ghettos, there is a very very small number that have avoided detection. Most of these werewolves keep low profiles by becoming "lone wolves" that live without a pack and blend into human society; others join small nomadic packs that keep on the road constantly and hide in wilderness areas. Whether in a pack or by themselves though life is very tenuous for werewolves outside the ghetto. If detected the price for freedom can be steep: long-term imprisonment and parole, or worse, being lynched.

ABOUT WEREWOLVES





TRANSFORMATION


Werewolves are not born transforming. They undergo their first transformation around the sametime they experience puberty between the ages 8-14. Before that time, werewolf pups go through a lot of the same emotional ups and downs adults go through on the full moon and are extremely hyperactive around that time. By the time they are 5 they may bear fangs, claws, and be able to go into a half-transformation with glowing eyes.





DISTINGUISHING MARKERS


In human form werewolves do not show any observable differences from a regular human just by looking at them. They do have a few minor indicators though. They are noted as having warmer body temperatures; are heavier than they appear to be due to denser muscle mass; are sensitive to certain noises and smell; and of course are extremely strong and fast. Before, on, and after the full moon changes in mood and behavior may also take place. They may become hyperactive, aggressive, excited, playful; have an increased libido and appetite for food.





MYTH OR FACT


Mystery surrounds werewolves within and outside the species. Here are a few myths and the truth.




Myth:Werewolves born on a full moon will be permanently stuck in beastial form their whole lives.

Fact: No matter when they're born, werewolves do not undergo transformation until the ages of 8-14. However, giving birth on a full moon is still avoided because it is dangerous for the baby. Werewolf mothers can accidentally cause harm to the fragile newborn and getting them away from the mother is near impossible without serious injury.

Myth:Werewolves cannot swim because they do not have fat and are too heavy to float.

Fact: Werewolves, like humans, can swim with practice. Most werewolves are naturally thin because of their fast metabolisms; their muscles are denser than humans' but does not prevent them from being able to float in either human or werewolf form.

Myth: Eating human flesh makes werewolves stronger than other varieties of meat.

Fact: Human flesh is no more nutritious than any other meat. It is taboo among werewolves to eat humans, though in the past eating your enemy during war was a common practice.

Myth:Werewolves obtain the memories of anyone they ingest.


Fact: Werewolves do not gain the memory of anyone they eat, however sire and progeny share memories.
