This is entirely fictitious and a product of the author’s imagination. All rights are also reserved. You may not use, reproduce, or distribute any part of this document, in part or in whole, or with slight alterations, without explicit permission.

This document is a reference guide for a fictitious terrorist organization existing in Ylanne’s fiction work and in two roleplays here on RolePlayGateway, my own When the Lion Wakes and Eric Martindale’s Multiverse. Consider this document for OOC purposes only – using most of its information IC is grounds for metagaming as most of the information here is not known to anyone outside the organization.

Hataf is a combination terrorist organization, religious cult, and international corporate network. Its members draw from most nations in the world and represent a diversity of racial and national backgrounds. All draw upon a radicalized religion that takes elements from Islam and Christianity and twists them into a personality cult emphasizing millennialism as its core foundation.

In the Multiverse, my characters associated with Hataf are Tahira Ali (a former leader), Ibrahim El Ghamry (a former member), Fatin Farah (a former member whose defection occurred in the Multiverse), Yamin Noor Attayyib (a member of the Senior Council and General Council), Nawal Xinavane (an undercover CIA operative), Natalie Schultz (a former FBI agent heading the task force investigating Hataf who now works for the Aschen LDA), and Rabiya Dölet (the current Supreme Leader.)

Last note -- anyone who wants to correct my Arabic, Spanish, French, or any other language used in this document, please do so but politely. Thanks!




Central Command


Great Council
A bicameral governing body with an upper and lower tier, the Senior Council and General Council respectively. The Senior Council consists of elder leaders elected by the General Council. Only one member of the Great Council sits on both tiers. The General Council consists of the national division directors. The Great Council oversees public policy, operations, expenditures, and leadership changes. It is headed by a Supreme Leader, whose identity is withheld from press releases. The Supreme Leader is appointed for life by the Great Council upon the death or incapacitation of his or her predecessor. The current Supreme Leader is Rabiya Dölet. The previous Supreme Leader was Anoushiravan Kutchemeshgi, who is referred to as “The Father” or “Our Father”. All Hataf members are referred to as “the faithful” collectively. The Great Council meets quarterly, and can also be convened for emergency sessions. List of Council members is available on my hard drive.

Directorate of Public Relations
The Muđahedin al-Qiyāmah international building is located at 1093 Rifa'a el-Tahtawi Street, Cairo, Egypt, and houses Hataf’s Directorate of Public Relations, which is headed by the Press Office. Muđahedin al-Qiyāmah disseminates press releases, statements, and multimedia publications from Hataf’s central command. Despite its placement in the central command, however, Muđahedin al-Qiyāmah is kept compartmentalized, its staff not privy to information regarding current operations and Hataf’s illegal activities. The CEO of Muđahedin al-Qiyāmah is Rafik Owayda, who runs the office like a typical corporate holding.

Directorate of Clandestine Operations
The Directorate of Clandestine Operations is headed by Yamin Noor Attayyib, who is also the Director of the Mutalistani Division. It was previously headquartered in Harī, Mutalistan. The current headquarters location is unknown. The Directorate of Clandestine Operations is responsible for Hataf’s military and intelligence operations, including but not necessarily limited to its terrorist attacks, guerrilla warfare operations, and intelligence activities.

Directorate of Affiliated Projects
The Directorate of Affiliated Projects is headed by Pamela McGrath. She has been sought by Interpol for upwards of five years for her role in managing Hataf’s network of subordinate organizations outside its central command. The Directorate of Affiliated Projects has no headquarters.

Directorate of Information Technology
The Directorate of Information Technology is headed by Javid Alfarsi and is headquartered outside Isfahan, Iran, in an undisclosed location. The Directorate of Information Technology is responsible for management of Hataf’s online activities, including public and internal web forums, virtual databases and drives, and covert activities.

Directorate of Personnel Management
The Directorate of Personnel Management is headed by Abu Bakr Siddiqi, and is headquartered outside Salt Lake City, Utah. The Directorate of Personnel Management is responsible for recruitment, appointment of leaders outside the governing structure, and tracking former members.

Advisory Board
The Advisory Board is headed by Mir Khalid Mamadzai Khan, who also serves on the Senior Council. The Advisory Board is a body of twenty scholars and clerics, ten men and ten women, from twenty different national divisions, whose responsibilities include advising the Great Council on spiritual matters. Its members are nominated by the national divisions and confirmed by the Great Council for four-year terms.

Directorate of Internal Security
The Directorate of Internal Security is headed by Margaret Fabrizio and is headquartered outside Palermo, Italy, in an undisclosed location. The Directorate of Internal Security is responsible for enforcing security procedures regarding sensitive information, eliminating leaks, and disseminating false information to the public and law enforcement.

Directorate of Special Operations
The Directorate of Special Operations is headed by Iqbal Adnan and is headquartered outside Wadi Halfa, Sudan, in an undisclosed location. The Directorate of Special Operations is responsible for research and development, document and legend forgery, and other special operations outside of the Directorate of Clandestine Operations. Anything that another branch does not do, the Directorate of Special Operations will do.

National Divisions
Each of the above directorates has representatives and operatives in over one hundred nations. Each national division is headed by a Director who represents that nation’s division in the General Council. Not every nation is represented; however, some regional areas have their own representative, including Kurdistan, Uyghurstan, Darfur, Tibet, and Kashmir.

Academia


Al Ulema
Al Ulema is Hataf’s scholarly branch, responsible for overseeing scholarly bodies sponsored by Hataf. The affiliation of these organizations with Hataf’s central structure is fairly loose, highly secretive, and unknown both to the general public and to most members of their respective associations. This name is known to some intelligence agencies, but its nature is enigmatic.

International Body of Apocalyptic Scholars
The International Body of Apocalyptic Scholars is headquartered in Geneva, Switzerland. It is considering a name change to the International Society of Millennial Scholars. The current President Emeritus is E. H. Waldmann. The IBAS is an association of researchers and scholars who share millennialism as the foundation for their work. Most are drawn from fundamentalist Christian, Jewish, and Islamic denominations.

The Pan-American Society of Islamic Thinkers
The Pan-American Society of Islamic Thinkers is a scholarly association of Muslims from North, Central, and South America interested in the study of theology, jurisprudence, and Islam’s interaction with the contemporary world. The current President is Qader Taqi-ad-Din al-Muallimy. PASIT is headquartered in Florianópolis, Brazil. Some of its members have been invited to consult on matters of national security, interfaith dialogue, and international relations.

International Association of Students for Divine Justice
The International Association of Students for Divine Justice is a student organization for undergraduate university students around the world interested in issues of religion and justice. Its worldwide membership is currently estimated at over fifty thousand. The President of the International Board is currently Quang Thi Ngoc, and IASDJ is headquartered in Melbourne, Australia. Its members regularly participate in debates, contribute to scholarly works, and organize service projects for their communities.

Proselytizing


Al Da’wa Al Nur
Al Da’wa Al Nur is Hataf’s missionary branch, responsible for overseeing proselytizing efforts sponsored by Hataf. The affiliation of these organizations with Hataf’s central structure is suspected by relatively few, and unknown both to the general public and to most members of its sponsored organizations.

Hijas del Omnisciente
Hijas del Omnisciente is a proselytizing organization for Muslim women in the Latino world. Its efforts target Latino communities worldwide. HDO is headquartered in Buenos Aires, Argentina, and its President is Silvina Soriano. It functions in a similar manner to Christian women’s organizations and sponsors conferences, retreats, and charitable drives.

La Societé Européenne de Prière
The SEP is a European interfaith organization dedicated to spearheading interfaith dialogue, cooperation between religious leaders and the community, and the growth of spirituality in Europe. Headquartered in Tournai, Belgium, the current president is Suzanne Rosalie van Rijswijck. Its board members are Beniamino Modigliani (Jewish—Orthodox), Alexandru Mihalache (Christian—Roman Catholic), Hannah bat Samuel Rabi (Jewish—Conservative), Hasan Frasheri (Muslim—Shi’a), Jean-Pierre Depardieu (Christian—Calvinist), Gottfried Barlach (Christian—Lutheran), Qutbuddin Khawaja Qalandar (Muslim—Sufi), Sahar Moftizadeh (Muslim—Sunni), Morvan Ladmirault (Druid), Harada Ken (Buddhist—Zen), Chandrashekhara Ananthaswamy (Hindu), Shakti Mehndi (Hindu), Ujjal Singh Kapoor (Sikh), Pavlína Kaván (Christian—Pentecostal), John Michael Hanley (Christian—Anglican), Marina Savalas (Christian—Eastern Orthodox), Lyudmil Sratsimir (Christian—Eastern Orthodox), Lucas Hamlin (Christian—Baptist), Zoran Dzihan (Muslim—Sunni), and Lucina Dassin (Christian—Eastern Orthodox).

English Da’Wa Publishing House
The English Da’Wa Publishing House is a publisher of proselytizing materials for Muslims in the English-speaking world. They publish tracts, pamphlets, books, posters, and other motivational materials. They also publish Islamic literature and music, such as anasheed and qawwali. The President is Maureen Harvath, and English Da’Wa Publishing House is headquartered in New York, New York, with subsidiaries and distributors located worldwide.

Nonprofit


Abuddin
Abuddin is Hataf’s charitable branch, responsible for overseeing charitable organizations and activities sponsored by Hataf. The affiliation of these organizations with Hataf’s central structure is highly secretive, and unknown both to the general public and to most members of its sponsored organizations.

American Zakat Foundation
American Zakat Foundation is a 501(c3) tax-exempt charitable organization that accepts Zakat (the requisite 2.5% charitable contribution from all Muslims) and uses the funds it collects to finance Islamic and other charities, including disaster relief efforts, programs for the homeless, addiction recovery programming, prison ministries, third world development organizations, and urban youth programming. American Zakat Foundation is headquartered in Dearborn, Michigan. Its president is Yusuf R. Ellison.

Amal Children’s Home
Amal Children’s Home is a home in Gaza for orphaned and impoverished children in the Occupied Territories and the Palestinian National Authority. Its residents include mostly Arab children, including Christians, Druze, Muslims, and even some Jews. The staff provide education, meals, and recreational activities for some three hundred children. The Director is Palestinian Ghassan Dajani and the Assistant Director is Israeli Deborah Shalit.

Islamic Wellness Society
The Islamic Wellness Society is a 501(c3) tax-exempt charitable organization that sponsors a number of health and mental health related efforts in America. It is headquartered in Cambridge, Massachusetts, and its President is Azam Vakil.
- Domestic Abuse Hotline
The Domestic Abuse Hotline is operated from the Cambridge office, and is staffed entirely by volunteers, who accept calls round the clock from anyone who is being subjected to domestic abuse. They work in conjunction with the local authorities and are specially trained to handle crisis situations.
- Teen Suicide Hotline
The Teen Suicide Hotline is operated from the Cambridge office, and is staffed entirely by volunteers, who accept calls round the clock from anyone contemplating suicide or anyone attempting to dissuade someone else from doing so. They work in conjunction with the local authorities and are specially trained to handle crisis situations.

Mujaheddin Ulintefadah
The Mujaheddin Ulintefadah finances mujahed, including organizations in Palestine. They have been doing so for several decades, including with the Afghan war against the Soviets, the Bosnians, Chechen separatists, and Sudanese fighters. Their headquarters is in an undisclosed location and they have been investigated for ties to terrorism.

The Learning Disabilities Educational Association
The Learning Disabilities Educational Association is a 501(c3) tax-exempt charitable organization that provides professional training for educators on learning disabled students, advocacy services for students and parents, and extracurricular programming for students. Its President is Azraa Kumalasari Fazil and it has joint headquarters in Philadelphia, Pennsylvania and London, England.

Corporate

Hataf has a number of corporate holdings whose affiliation with Hataf is obviously unknown to anyone outside the central command, and uses their proceeds to finance its activities.

Muneer Industries
Muneer Industries is a corporation that drills, refines, and exports oil. It is based in Fahaheel, Kuwait. Its president is Nawwaf Zamil Shammar Al-Tarabilsi. Muneer Industries is a privately owned corporation, with Nawwaf owning 98.9% of the shares. Its finances are secret and Nawwaf is reported to be a billionaire several times over, though the Al-Tarabilsi family is very private. Muneer Industries has a sizable workforce and participates in business deals with other corporations, but it is a financing front for Hataf’s central operations.

Kopecz
Kopecz is a corporation that develops and produces computer hardware. It is based in Reno, Nevada. Its president is Nathaniel E. W. Wishart. Kopecz is also a privately owned corporation, with Wishart owning nearly all of the shares. Wishart is enormously wealthy. Kopecz has produced several technological innovations besides computer hardware, including military grade devices. Reportedly, Kopecz has a contract to the Department of Defense.

Graham and Holder, Ltd.
Graham and Holder, Ltd. is a consulting firm headquartered in Atlanta, Georgia. The exact nature of its work is somewhat nebulous. They work with Fortune 500 companies. The partners are Gabrielle Holder and Joshua Graham, both of whom possess Master’s of Business Administration degrees.

Goldblatt, Pearson, and Lieber
Goldblatt, Pearson, and Lieber is a law firm headquartered in Los Angeles, California. Its partners and associates are all licensed to practice law in California and in the federal system, and its attorneys are held on permanent retainer for Hataf members facing criminal charges. They also work for general clientele in criminal and civil practice. The founding partners are Levi Goldblatt, Anthony Pearson, and Nathaniel Lieber.

Hataf was founded on the ashes of a political insurrectionist organization in Mutalistan (fictitious country of mine, will add link later to its profile, also in this forum) in 1963 by a retired businessman, Anoushiravan Kutchemeshgi with an Iranian background. Anoushiravan claimed to have received a series of divine revelations and a number of people believed him. By 1968, Hataf had nearly one thousand members claiming adherence to Anoushiravan's strange new religion. One of its earliest members was Tahira Ali Almontaser, who joined in 1965, and came to accept Anoushiravan's teachings within a few years. Because of the crimes she committed in Hataf's name, Ali was added to the FBI's Ten Most Wanted List in 1968, which is around the same time she assumed a leadership role in the fledgling organization.

Anoushiravan died in the late 1970s, at which time Ali assumed leadership of Hataf. After she disappeared in the 1980s without reason or explanation, the Great Council led Hataf without a Supreme Leader until the early 1990s, when they voted Anoushiravan's daughter, Robabeh (also known as Rabiya) into office as the Supreme Leader and his successor.

Hataf had grown to over five thousand members worldwide by 1990, and continued to grow in power and consolidation of resources over the next two decades. It was targeted by the FBI as early as 1970, and Natalie Schultz assumed leadership of the dedicated task force in the early 2000s.

Hataf's primary teachings are that:

1.) The world is going to end soon.
2.) It is the duty of the faithful to work towards the destruction of God's enemies in order to hasten the End of All Time.
3.) There is only one God.
4.) God has been revealed in the Jewish, Christian, and Islamic traditions.
5.) Muhammad (PBUH) was the seal of the Prophets.
6.) Jesus Christ (Isa al-Masih) was the greatest of the Prophets.
7.) Anoushiravan (who is called "The Father" by Hataf members) was a messenger but not a prophet.
8.) Death is the gateway to eternal union with God.
9.) All men and women are created equal in the image of God, to serve complementary purposes in the temporal world.
10.) Women have the same right as men to hold leadership roles in the community and in religion.
11.) Anyone who embraces these teachings is counted as a brother or sister in the faith.
12.) Anyone who does not accept these teachings is counted as an enemy of God, no matter his professed religion or nationality.

Numbers 2 and 12 are the ones which cause Hataf to be a terrorist organization naturally. Number 8 is the reason many of Hataf's members do not fear capture, failure, defeat, or death/execution.
