The year is 2011 and Liberty City is just as much as a hellhole as it was 3 years ago. This isn't helped by the fact that the Mafia has taken a large control over the streets, but they aren't the only ones, they are currently at a large gang war with three other gangs who want to run the city: The Yakuza, a gang that had first started in japan and is now looking to gain turf on western grounds, The Kings: A gang runned by upper class high rollers, they manage drugs and prostitution and The Lancaster's: A gang that had formed in england, they had grown at a extremely fast rate, rivaling the Mafia and striking fear into the hearts of citizens and lowlifes alike. You can also side with the "good guys" like the LCPD and FIB or be a neutral character trying to find his/her way up the latter.
