Its been about two weeks since the bomb went off and turned the whole city upside down, five blocks crowded with people in the Historic district of the city demolished instantly and at the center of it all was a guy named Cole MacGrath. The government quickly quarantined the entire city and prevented any access in or out, many claimed it was a terrorist attack, whatever it was, it killed thousands of people, and the ones who survived in the blast radius didnt come out the same. People with 'Powers' started popping up all over the city, Conduits is what they call them, people who can do the impossible, men who can control electricity, manipulate fire, turn invisible, you name it, theres someone out there who can do it, unless the gangs already got to them. Before the blast gangs like the Reapers were just druggies and spineless fools with guns, now the Reapers control almost all of the Neon district and ruthlessly kill anyone who acts out, and for the Conduits, if they see anyone with powers they're either killed or kidnapped, for what is a mystery. Still there is hope for the city, a small group of Humans and Conduits working out of the southern Neon district to protect Empire cities citizens and fight back the gangs for thier home.

All over the city brown posters can be seen, with only an image of a fist with the words "STAND UP!!!" and Archer Square 10:00 pm.

Conduits: Humans born with uncommon abilities that develop with time and training, some are born with dormant powers that can only be obtained via a powerful catalyst, the explosion in the Historic distirct of Empire city was powerful enough to free the dormant power within some of the surviving citizens. The powers of the Conduits vary greatly, and most of thier abilities take place on a molecular level, like the rare fire Conduits who can vibrate atoms at high speeds to ingnite targets. All Conduits have a higher endurance level and agility level than regular Humans, but they are still mortal, and a gunshot wound puts them down as easily as a normal man.

Neon district: The southern island of Empire city, controlled by the Reaper gang.


The Warren: The northwestern island, before the blast this was a poor area of the city and now its nothing but a shanty-town, controlled by the Dust Men.


Historic district: The northeastern island, the blast happened on the southern tip of this island, just about the entire southern quarter is leveled due to this, controlled by an unknown private military
