Vault 013 is the main vault in the Pandora underground vault system. Vault 013 houses the man in charge. It's rumored that the people of V013 can escape and return, but only for scouting purposes. These guys are definitely up to something, but what it is, is still a bit of a mystery. All we do know is that they've been producing bombs for the past three years now....
