There's been a secret lurking in the forest for decades. There are legends among the city about the people in the forest disappearing, turning to wolves. The legends have changed through the years, as did the belief in magic. The wolves have always lived among people, they were quiet simple folk, and no one could tell the difference, but there is one. Only the wolf knows another wolf, and no wolf speaks to the other about territory or any "wolf issues" due to the law.

It was a law set forth many generations ago, if one were to reveal him or herself as a wolf to a human, the magic would be gone, the shifting power would be gone, until the wolves either died out, or the magic dried up. The Alpha is just trying to do his job, and keep his family safe... yet the Beta, his best friend, is lost in the humans world, in wolf form.
