This is the home of The Program and training facility of all its agents. It is a very large building, that extends underground. Holds a large amount of rooms, labs, training facilities, infirmary, barracks, armory, and vehicles. This is the main base for The Program so it is expected there is a lot of info being kept here as well equipment and very important people. Despite being in the open, the location is very discrete. In New York City, this is just another building on the outside and inside too. Even if you managed to make it in and passed the security booth, you still wouldn't find anything out of the ordinary. You have a better chance of getting in Heaven, than into The Program's secret facilities.
