Introduction
First let's look at some of the things we know about the turrets in the Portal Universe.
(a) They can feel. There are numerous examples of this throughout the first 2 games. The sounds of a dying turret imply they feel some sort of pain. Furthermore, they can express gratitude if you save them.
(b) GlaDOS only utilizes one type of turret. In various cut scenes, video displays and finally the song at the end, we see that there are a multitude of different turret types, they can vary in color and size. This includes an apparent 'King Turret' that shows up in the end of Portal 2. GlaDOS however, only utilizes the basic, white, small turrets throughout the entirety of both games. Why doesn't she try tossing you in a room with 2 giant turrets, I think, its because she doesn't know they exist.
(3) GlaDOS can't see the whole facility. We see this a couple of times throughout the game, where Chell is within the walls of the test chambers and is invisible to the AI. This reveals that GlaDOS doesn't have complete visibility, and we don't know how limited her vision actually is.
So, my theory is that the thinking/feeling turret bots, sick of being used as slaves for GlaDOS' testing will revolt. Hidden in the walls of the test chambers, the turrets have constructed a 'king turret' as well as a small society and a standing army (they are after all full of bullets). GlaDOS will somehow contact Chell (possibly through the Companion Cube) and convince her to come back and squash the turret rebellion before it spills out into the rest of the world.

Collectibles

(A) As much as everybody likes the idea that they can feel, I prefer Wheatley's explanation; "They do feel pain. It's all simulated though." While I would agree that Aperture Science is ridiculous enough to equip everything with sentience (and the ability to feel pain) turrets clearly have a much simpler intelligence as they have simpler objectives. However, turrets have been seen practicing music on their own accord, so they must have some interest in arts, as in creation.
(B) I figured this as well, as you never see any Rocket Sentries in test chambers. However, there must be no use for any other turrets in test chambers. Remember that turrets are manufactured for both military and commercial use, and are fully customizable. Perhaps GLaDOS only uses and manufactures basic military types, and all the others just go to waste. Perhaps these other nonmilitary turrets are your army.
(3?) This is a theory most agree on. While in Portal, GLaDOS could see you in modern areas that would be monitered by security, in Portal 2 , she probably can only see you in her test chambers and anywhere else she reconstructed. The old cameras are likely broken down and probably very few work. However, she probably can communicate with the various machines still doing whatever they're doing.
I'd like to join in on your RP, but I have doubts that too many others will join. Both GLaDOS and Chell would be very difficult roles to play, but I'm willing to play either, though I have some interesting ideas for GLaDOS.
And by the way, when will the storyline take place, as the storyline runs across that of Half-Life universe, as there are many possibilities as to when Portal 2 takes place, and for a while, I have been designing a post-Combine civilization for a while.
