The Secret Police


The Secret Police, a private organization in the city of crimes that handles any situations dealt with terrorism, death, or thievery, or at least, anything that the police can't handle. They, too, are thought of as criminals because of maybe a few members who cause trouble, but in the end, they're the ones solving all the problems, and without them, their city would have already destroyed itself years before.
The master of this organization is unknown; he has never shown his face in public other than to a few people, but only a few people, and most of them had abandoned the job because of retirement. No one even knows if he's alive to this day, but what people do know is that he saved the city, in some way of course. Not all members of this organization is too bright, and in fact, most of them seem to have dark pasts or personalities, not being a normal person.
How are people chosen to be in The Secret Police? Simple, someone inside the group must refer another person outside, in the regular world, to The Secret Police, and with a good reason. If not, this person could be executed for knowing the base of this organization, leading to the police's hatred towards them, because they, as well, have killed people. It's apart of their job after all.
Someone, at base, at home, at least someone in The Secret Police will be sending out targets, priority targets, to each member, and they are able to accept these as jobs, getting a reward of money or something of that sort in exchange for completing it successfully. Successfully. Keep that in mind. If someone messes up a job, and the criminal gets information of any sort, well... let's leave that up to your imagination shall we?
But overall, there are three rules that must be obeyed, or else death follows right behind, no matter the relationships among these people. If these rules aren't followed, instant execution without hesitation.

1. No information will be leaked outside of The Secret Police, no matter how little, or how insignificant.
2. A target will be taken out silently, with as little noise or commotion as possible.
3. Anyone from the outside world who sees or knows of The Secret Police will be executed if not referred.
4. Any job taken will be completed, no matter the excuses.
5 Close relationships with anyone from the outside world or The Secret Police should not, and will not interfere with any of the other rules, at any costs.

(One more thing! Try making a variation of age! Not just teenagers, or just adults, or just children llD Please? If possible?)
