Physical Description: Raul Hernandez is a large man in an old army uniform, but no shirt, with a captain’s hat, sunglasses, and a thick black beard.
Personality: Raul learned at an early age that the world can only be yours if you take it by force. With this worldview, he has taken a pragmatic view of the world, willing to do anything to ensure his island “republic” thrives (or at least thinks he’s a great leader). When he gets angered, he is known to fly into violent rages (and his native language)
History: Raul was educated in the finest Haven academies, where he was mocked for being of Tropico origin but otherwise not noted. When he returned home to Tropico, he found the current rulers to be… lacking direction. Leading a guerilla army against them, Raul Hernandez became “El Presidente” of Tropico, gaining control of a stockpile of missiles dangerously close to Haven. He has survived multiple attempts to depose him and has raised Tropico to the level of a first-world country; not bad for someone who graduated in the third quarter of his graduating class.
Equipment: Raul has control of all Tropico’s resources, being basically a warlord and president at the same time.
Abilities: Raul has no special abilities, unless you believe in the rumors of his incredible luck.
Other: If it was that easy to depose Raul Hernandez from his position as “El Presidente” people would have done it already.

Raul Hernandez, "benevolent" leader of the nation of Tropico, takes a break from looking over his missile plans to watch security camera feed and see how his people are faring. Let's see... to the west there's the "for tourist" parts of the island, with numerous visitors enjoying the street vendors and the gambling dens all around - the lovely facade of the island, to divert attention from the not-so-nice parts. To the south, of course, was the less nice side - full of skinheads, thugs, and pirates. Nasty, slummy business, full of people who would love to take a tourist and do unspeakable things to them. Good thing there's quite a bit separating the two. And then the northern section, the dilapidated industrial sector. Numerous production facilities all working on schedule, despite more smog than probably necessary... oh, wait, what's that? It looks like some of the workers are going on strike due to poor conditions. Well, there was a "strikebreaker" button installed for a good reason.
Hernandez presses the button and sat back as riot police (also military police - they have many talents, mainly police-based) rushed onto the scene and started beating the rioters down. He then takes out a thick cigar and smokes it, a broad smile on his face. It's good to be El Presidente.

In the skies above Tropico, the Silver Surfer comes flying into the atmosphere from the depths of space. Looking at the grim smog coming from the puny island below him, the Surfer frowns. Would the people of this planet forever seek to destroy their own planet? Would they forever be so self-destructive, even knowing the death that their pollution brings? No answer came to the Surfer. This is a day that would not decide such a matter. But perhaps for now, he could visit this piece of lonely land and learn more of it, as well as more of recent events on Unitas.
And with that, the Silver Surfer begins flying down towards Tropico.

"STOP!" shouts the Silver Surfer as he lands near the strikebeaters. "For what do you reason do you harm your fellow man?!"
"They had the gall to complain that El Presidente was not treating them fairly!" shouted a strikebreaker.
"I do not claim to know what your leader has done, but I do know this: you are certainly not creating them fairly with such brutality!" exclaims the Surfer. "Never is there a need for such acts as this!"
"There is a need when the people start thinking they are BETTER than El Presidente!" said the strikebreaker. "Now out of the way, shiny man!"
"No, I do not think I will move." replies the Silver Surfer bluntly. "Not when you wish to harm those your government should be meant to protect."
The Surfer's board suddenly floats above the ground on its own, and begins flying into the strikebreakers, knocking them over.
Not prepared for someone who can fight back, the strikebreakers back away from the board to rethink their strategy.
The Silver Surfer turns to the workers that the strikebreakers had been beating.
"Are any of you seriously injured?" he asks.
"Are any of you seriously injured?" he asks.
The Silver Surfer says nothing, and starts to concentrate. A flood of Kirby dots cosmic energy begins to crackle forth from his body and wash over the workers soothingly.
The worker beckons his fellow workers over... but the strikebreakers fire assault rifles into the air, scaring the workers and scattering them.
