Physical Description: A red-haired woman in a typical, blue police officer uniform.
Personality: Theresa has a strong belief in the justice system, which is what made her join Tracgram City's police force in the first place. She isn't quite as "all business" as her partner, Denton Boldt, but does have a shorter temper.
Equipment & Abilities: Theresa has much knowledge of hand-to-hand combat, as well as typical police gear like a gun, a taser, and a nightstick.
History: Born in Tracgram City to Irish immigrants, Theresa O'Reilly wanted to be a police officer her whole life. After much hard work, she finally got onto the Tracgram force. She now patrols the city streets alongside her partner, Denton, with much vigor.

Two of the last people Kongo would probably want to see pass by the alley he's in: police officers, albeit busy talking to each other.
"... Can hardly believe what happened to that university reporter." says Theresa. "Shot just like that by some crazy sniper, and in front of his girlfriend no less!"
"And that's not all. I've been hearing mumblings that some ambassador over in Haven had something to do with it." replies Denton before sighing. "I'm glad that we don't have any of those damn political games over here in Fantasma. I don't know if I could stand it."

Kongo watched as the police officers walked by, shaking his head. Getting caught by the cops would make it harder for him to get ahead here. If it's hard for him to work in the city already, it'll be harder if the cops know who he is and what he's up to.
Not too long after that a girl walked by the same alley. To the kitsune, she didn't look like one of those hero types. She didn't even look like she could fight back.
Okay, a quick warm-up. I got this. He thought. Seeing which way the girl went, he changed forms to disguise himself as a human and walked out the alley, walking up behind the girl.
