Predictably, Harper's powers have to do with knowledge. He has the ability to share consciousness with someone, being able to see through their eyes and share every spec of knowledge that they know. This works both ways, though most find it too overwhelming to look into Harp's always moving, fact-filled, overly analytical head.
This ability also extends into mind control. If the person is susceptible enough, he can overpower their will and completely control their mind. He can take away knowledge, memories and the like, as well as plant fake ones. He can manipulate people's minds to whatever he sees fit. This power has an extraordinarily wide--and dangerous--scope. Adding onto this, he can also read people's thoughts.

Harper is, in general, a very upbeat person. He's talkative, friendly, approachable, and overall a nice guy. It's very rare to see him upset--or at least, if he is, he never shows it--and even more rare is him angry. And though he seems a bit like a goof, he does know his stuff, and is actually an incredible genius. On top of that, he's also very curious. He asks lots of questions, sometimes goes to extreme lengths for answers, getting himself into trouble when he does.
His genius, however, is often thwarted by his terrible memory. As an after-effect of the memory loss spell, he not only doesn't remember anything about the past, but
has trouble remembering things in the present. It comes off as being a scatter-brain, though on bad days it's worse. He'll forget where he is, the identities of the people he's with, and sometimes even things about himself. His memories usually come back a few hours after, but he can never quite shake the feeling of being clueless.
