Decker was born and raised in Harlem. When he was 17 the Organization killed his family and attempted to kill him too, but failed. They took him in and held him there until he was 26, when he met Victoria and helped her escape. They got separated during another encounter with the Organization after escaping and trying to protect her. He lives in the Bronx now and works as a bartender still dodging the Organization.
