Rank: Senior Council member
Age: 952
Hair: Blond
Eyes: Blue
Height: 6'2"

Personality

Kasimir is a serious man int he eyes of the other council members. He has a great dislike for MCU, and its directors, and does not trust Catherine at all. He has been around a long time, and that shows in his patience with children, though he has less patience with adults.

So begins...

Kasimir knew full well who was on the other side of the door, and who had knocked. And he knew full well the his answer to any request of hers would be. No. Flat out no. He hardly trusted her after all. The man patiently waited a few seconds after she had knocked, just to make her sweat a little, before calling out. "Come in."

Oh yes. Come in. There was business to conduct, and he'd have quite a bit of fun messing with the woman.

"Good afternoon Director Dumitrescu." He replied, sitting behind his desk. "Feel free to take a seat. I believe you asked for these meeting, so I trust you can get to the point quickly." He'd rather not waste time on niceness with this one. The sooner they started, the sooner they could get the denial of whatever it was she wanted over with.

"Hm." He sat back and raised an eyebrow. "You want me to authorize the modification?" To her binding wards. This actually held some potential. All it would take was one mistake on her part for him to be able to issue a much different order. A single mistake. Of course, that would require a bit of planning. "I don't see a reason to modify your binding ward. Just because you haven't tried something yet, it no proof that you won't later."

"I'm not surprised." He said simply. His opinion of MCU was well known. They were largely useless when dealing with any wrong doers of any power. Useful only for the little being, and little creatures to stupid to handle themselves. In his opinion, they served only to lessen the petty criminal out there.

Still, the second half of her reasoning was interesting. He sat forward at this. A student? She had agreed to teach someone? "Tell me more about this student? Why couldn't someone else teach it."

"The Lessard boy is a problem." One best solved by death, but he had been outvoted on that idea. Still, he was unstable currently, despite the temporary solution of an MCU appointed guardian. He was silent several moments. Catherine was well suited to teach the boy much of what he ought to know, if nothing else, but there were other mentors out there. Of course, the boy, according to reports, did have a way of corrupting the adults around him... He could kill two birds with one stone if he allowed this.

"What is it, exactly, the boy needs to be taught. I was under the impression that his current arrangements were all satisfactory." He was one the Kasimir kept an eye on, if only because the boy was well known in the media already, and needed a close eye kept on him. Everchildren were volatile little time bombs waiting to explode.

Larger problems. Like the demon that was being held onto, until it could be dealt with. Yes, that was a larger issue, among others. Well. She would get her alteration. It would just be a bit more than she bargained for. "Very well. How much of an alteration are you requesting."

"That seems reasonable." He remarked. It wasn't much of a reduction at all. He took the paperwork out for it and filled it out swiftly without even having to pause to read. He knew what he was doing. There would, of course, be one small change. She wanted a four? He'd let her try on a two for size. A four would come with enough risks that she'd get annoyed, with time.

But a two? She'd end up begging to be back to her level 5 binding without a week, or two at most. At the outside edges would be a month, if she even lasted that long. If she could even think for that long! He slid it over for her to sign, after placing an x next to where she needed to do so. "Sign where marked. I'd hate for the Lessard boy to be more of a trouble than he already is. Besides. I'm sure MCU needs the extra power. After all, its seemed to hit one thing after another lately."

Klein took the paper work back and filed it in the appropriate place. "Figure something out about the demon. And hire more people, if you so desperately need more help, Director." Her pointed out calmly. "You have a budget. Use it." That had a rather small budget for new hires. There hadn't been nearly as much activity before as there had been recently. Perhaps they would have to approve a bit more funding for the MCU personnel. He'd had for chaos the reign after all.

"Schedule a time to have the binding removed with my secretary. Be sure to bring someone who can help you home after, and take a few days off once its over."

Kasimir Klein smiled as Catherine stepped through, apparently with a little peon of a helper as well. "Catherine." He said politely. "And guest." She brought support. How cute. She'd certainly need it.

"Your guest will need to stand against the wall, Catherine. Out of the way." The peon. "You come stand int he middle of the room." Where she wouldn't hurt anything. He waited for her to move and didn't get her time to prepare herself. After all, why should he? She should have been ready the minute she entered the room.

He summoned the magic up, enjoying himself as the ritual marking flared to life on the carved floor. "I bind you, Catherine Dumitrescu. I bind you from doing harm, to others, to yourself." He chanted, repeating the phrase three times, concentrating on the magic, on the binding. It would not be a five, not. It would be a level two binding.

"I bind your power to harm, your power to hurt others, to hurt yourself. I bind you, Catherine Dumitrescu." He repeated that three times. Finally, it was time for the third phrase, really a repetition of the first.

"I bind you, Catherine Dumitrescu. I bind you from doing harm, to others, to yourself." He repeated it three more times, concentration solely on the magic, not on the other inhabitants of the room. The entire time, helpless, Molly pressed against the wall and watched.

For the first time in years Catherine felt utterly helpless, there was nothing to fall back on when it came to facing these bindings. At first the pain was minimal, and it was mostly a mental hurdle to get over. But, as Kasimir began to concentrate on the magic, and targeting it at her the pain increased exponentially. Soon the pain was unbearable, it consumed everything, and all she knew was the pain of his words. Each word seemed to weigh horribly as it was uttered and took effect against the binding. Slight groans of discomfort soon became screams. No one said that this was something as enjoyable as a day at the spa.

Once the rite was complete, Catherine lay in a crumpled heap on the floor. All she could think about was how badly she hurt, and why was it that something so innocent sounding, an so simple seemed so horrible? Deep inside her though something began stir, something that had not been allowed loose for so very long. "Kasimir you... ass.." She groaned struggling to reach coherency before the pain swept her under into the dark reaches of unconsciousness. Something seemed off, but perhaps that was just the difference between the two levels. Catherine was sure that it would get better in time.

Kasimir smirked as he watched her crumple. That should keep her out of the count for sometime. "You. Girl. Get her out of here." He ordered. Molly hissed at him, quite literally and moved closer to Catherine cautiously. It was, perhaps, a good thing Molly was as tall as she was. The women shouldered Catherine's bag and carefully, gingerly, picked the other woman up, holding her bridal style as if she were much more delicate than the Director actually was. Catherine wasn't that much smaller than her, but still, her height helped.

The woman carried her boss out of the room as if she were as fragile as glass.

It was true that Catherine was fairly tall, but most wouldn't have even thought to add that into a description of her due to the time she spent speaking to them behind a desk that in of itself was fairly large and would make anyone look small. Much of the blonde hair that she had so carefully retrained in a ponytail at the base of her neck was beginning to work itself out of it's rubberband, and eventually the small hair item would be lost somewhere along the way.

Only dimly aware of Molly's efforts to lift and carry her, Catherine swam in a sea of blackness and pain. A new sensation was beginning to make itself felt, one of cold, as her body struggled to adjust to the shock this new event. She tried to speak, only to find that she couldn't and was in a loosing battle with unconsciousness. Eventually she simply succumbed and allowed her body to take over, repairing what damage might have been done from Kasimir and his overzealous application of the bindings.

Kasimir Klein carried her Director carefully. She didn't know where to take her, and Aleksander didn't appear to be about. Molly shrugged mentally and carried Catherine on. The woman could stay in Molly's bed for a bit. It hardly mattered. She'd just tell Parson to keep it down and to leave Catherine be. The woman needed her rest.

Quiet, that was the first thing she noticed as she came around. Catherine wondered if someone had brought her back to her own place to wait whatever caused her to collapse out. Under normal circumstances that shouldn't have happened, but something about how Kasimir had administered the binding rite had been different than in times past. Her memory was blurry, and her vision no better it seemed. Sitting up, Catherine noticed she was in a bed that wasn't hers. "Alex?" She ventured not being able if she'd ever seen Alexander's home. "Molly?" Catherine asked betting that one of the two would have some idea of what was going on.

Her head throbbed and at the same time felt as if a large vice gripped it. "Blasted Kasimir, he did something..." Catherine muttered to herself groaning in pain as her head complained of anything but the slightest movements. She suspected that her levels were dangerously low, but getting anyone other than Alexander to understand what was going on would be difficult.

Kasimir had no doubt he was going to enjoy this. He recalled, after all, why Catherine had those bonds removed. To teach a small child vampire, so he might become safe. With him dead...Kasimir would find it interesting, what she claimed, what supposed emergency would cause her to keep the powers.

He was willing to bet she had a handy excuse. Personally, he had toured the holding area, and was rather curious about a certain guest, who claimed to be an officer, falsely accused, without a trial. Oh he knew she was lying...but the trouble it might cause.

Kasimir walked in, after a brief knock, inviting himself in, thank you very much. "Problems, Catherine?" He asked, amused. "You seem to be upset. Surely it's not because of my visit." He had warned him about it, via letter, beforehand. Or rather, he had sent a letter. The letter was lost found, buried under paperwork, misfiled, and was currently sitting on the secretary's desk, under a list of addresses the woman was typing up.

Sometimes, a little bit of magical mischief could be handy. "You did receive the note, saying I would be by?" Of course not. He had planned for that.

If there was, he wouldn't say what. The man smiled to her. "That would impede business, Catherine. I would never do that." He said simply. "I took the liberty fo touring the holding cells on my own. Are you aware there's a woman in there who claims to be an officer, and who was never granted a trial? She said she'd been in there quite some time." He shrugged. "It seems bad business. But of course, I'm hear about the boy."

"He's dead." The man pointed out. "And the agent assigned to care for him injured in the scuffle, and unable to keep him from dying." He smiled. "Of course, with the budding young psychic vampire dead, Catherine, that begs the question why you should continue to have the binding on your powers so loose. It's simply not safe."

Catherine was safest, as far as Kasimir was concerned, when she was too hobbled to do anything.

It made her, as far as Kasimir was concerned, one of the most unstable weapons they had. "I suppose it is for the best...though I find it odd you did not just get rid of the Everchild once he was discovered, if that is your concern." He said simply, then paused. "This agent. Why could she not handle hunters? Hunters aren't exactly a challenge, even in groups, for the most part."

Want to be Hellsings, normally. Foolish mortals playing with beings much stronger than they.

"She was overcome by hunters of all things, Catherine. Hardly Agent material." He pointed out. "While I will not force you to get rid of her, I strongly suggest you either do so, or find her a different department to be in, that doesn't involve field work. She's clearly not cut out for it."

If she could keep one small Everchild safe, especially one known for managing to cajole and connive his way out of bad situations.
