the Mysterious Mr. Ious wears none other than a mysterious, brown trench coat. If he happens to open the coat for some reason, you can see him wearing a black suit underneath, just like a man in black, complete with a black tie. His lower face covered by a mask, while his eyes covered with shades. He also wears a fedora hat, which just adds to his mysteriousness. His hands are also covered in bandage. The only thing one can see about him is that he has short black hair and normal ears. Not that it adds up to anything.
Note that his gender is actually unknown, since he/she doesn't look very macho or feminine, but somewhere in between. And from the times he takes his/her coat off, he/she doesn't really show any real characteristic from both genders. For convenience, and since he/she has a Mr. in his/her name, we'll refer to him as a male, a rather feminine male, or very possibly a not-too-feminine female.
His trench coat appears to have a bottomless pocket from which he can take out various things, but that's reserved for the ability part.

Personality
Mysterious.
Being a mysterious being, he rarely, if ever, speaks. Little to no people ever hears his voice. He communicates through gestures.
Some people believe that his voice is actually capable of something. Whether this is true or not, only time will tell.
Appears to have some sort of attachment to money. He sells things, often random, but sometimes there are useful or even rare artifacts amongst his merchandises.
Equipment
He has been seen with pistols, SMGs, assault rifles, daggers, swords of all variety, and each and every time he always pulls his weapon out from under his coat. Which means that, his coat is actually his only equipment.
He's also capable of doing lots of tricks with that trench coat. The coat is capable of being hardened into a formidable shield, rolled into a stick, or even become invisible. How can his coat achieve this is still unknown, but it is suspected to be a prototype of a new type of weapon.
He also stores his merchandise in his coat. It is theorized that the coat's inner pocket has a hammerspace like function.
History
Mysterious.
No one knows his real name. No one knows his motives.
No one knows his history.
All one needs to know, is that he may have the thing you are looking for, and is willing to sell it for a reasonable price.
When you need something and you see him, chances are, you can buy it from him.

Mr. Ious's Story
Mr. Ious walks out from the fireplace and cleans the soot from his clothes. A bad choice for entry he notes to himself
Mr. Ious nods and sits somewhere near Yukirin. His watchful eye scans the bar for potential customers
Mr. Ious looks at tabris and yurikin. then he pulls out a certificate that states that he's allowed to sell his merchandise in the bar
Mr. Ious takes the gold from thekherham and pulls out another certificate for tabris, this one signed by the president of the united states
