Rubano hails from Hafirjan, representing many of the Eastern/Central countries such as Tanzania, Uganda, and the Congo. A popular politician and likeable celebrity, Rubano is known for his charismatic persona, strong intellect and good-natured sense of humor. He demonstrates a deep sense of patriotism and loyalty toward Terra, and a passionate determination to maintain her sovereignty. Despite his strong support for Terran independence, Rubano often advocates for bills that grant more privileges and authorities to the TNG, claiming that only a "powerful government" can be a strong one. A decisive leader and influential speaker, Rubano is the creator of the 'Xenia Compromise', the foreign garrison charter that Terra uses today.


Rubano graduated from Makerere University with a bachelor's in intergalactic business and a master's in political science. He took a year for himself after he graduated, travelling across Terra and giving his time and money to many respected global charity organizations. When he returned to Kampala, his family's influence and personal connections with his former university allowed him to quickly procure a position at Makerere as a professor of political science and Director of Admissions. He worked there for two years and was well-liked among his students and colleagues, despite his notoriously strict classroom etiquette and extreme lack of tolerance for tomfoolery and academic dishonesty. After exposing an embezzling scandal perpetuated by the university's president, Rubano was promoted by the school board to Dean of Humanities and Social Sciences. After three more years of diligent and prosperous work, Rubano was appointed the president of Makerere University.

Four years later, Rubano was offered a position as an assistant to the Ugandan Minister of Foreign Affairs. He worked with the ministry for two years, during which time he famously negotiated the release of over a hundred captured civilians from the hands of Tanzanian rebels. Using his generous wealth, Rubano also personally financed the reconstruction of several war-torn Ugandan neighborhoods. His efforts won him the Confederate Humanitarian Award and the Union Crest of Courage. Despite his relatively meager political function, Malijin had become one of this most popular politicians of the time. His fame quickly prompted presidential-hopeful Gwandoya Balondemu to elect Malijin as his running mate. When Balondemu won, Rubano became Vice President of Uganda.


Rubano spent the next four years serving the people of Uganda, using his new-found political freedoms to endorse a series of economic reforms and military expansion projects. His illustrious history, handsome person, convincing speeches and ultimately effective fiscal amendments garnered enormous support for both himself and Balondemu. Unfortunately, Balondemu would be mysteriously assassinated by Ugandan rebels in his own office one year before the end of his term. Though grieved over the loss of his friend and colleague, Rubano assumed the presidency, focusing the country's funds towards public relief efforts as well as spearheading Ugandan military efforts in ousting several rebel factions. Despite his enormous public approval, Malijin refused to run for office after his term had ended, still crestfallen over the loss of Gwandoya.


Rubano took another year off, this time travelling to other central Hafirjan countries such as Congo, Kenya, Egypt and Ethiopia. He continued his humanitarian endeavors, overseeing the construction of new homes, work places, hospitals and cultural centerpieces. He heavily endorsed anti-rebel movements and worked closely with expulsion activists, learning a good deal about military logistics and battle tactics from a myriad of different generals and commanders. He famously lead Rwandan armed forces in the Battle of Ndogo Mlima, literally charging into the fray alongside the 6th battalion and defeating the kambamti insurrectionist movement in open combat. He received the Rwandan Medal of Honor for his valor and bravery. All of this, of course, reached the ears of the Hafirjan public via media networks. Malijin's popularity was at an all time high.


When the Terran National Government assumed power and ask for Parliamentary representation from Hafirjan, Malijin submitted his candidacy. He won the election in a momentous landslide.

"Considerably," Rubano agreed with Ashkenazi's last statement, taking another sip of tea, "it's quite a shame the TIB operates outside our direct jurisdiction. The affairs of an intelligence bureau could be a great asset to Parliament." Rubano set his tea down, reclining into the couch as he moved to the next subject. Ashkenazi was certainly a more agreeable character then the Madame Director. More informative, as well.

"And what of these reports that the Confederation is attempting a revival?" Rubano continued, "is the TNG taking a stance with or against the efforts of the Aschens?"

"Excellent," Rubano nodded, contented with the answer. Still, the Minister understood the general nature of the answer. Ashkenazi had not told him anything incredibly secret or in-depth... he had only told him what he himself knew. That wasn't much.

"Are there any other imminent foreign affairs I should be aware of?" Rubano asked curiously, "those were my two most urgent concerns, though if there are other worthy of attention, I feel I should hear of them."

Rubano Malijin nodded as Ashkenazi spoke, listening intently. "Ah, the Libertarians..." Rubano said thoughtfully, "...I really must meet with them as well. One can only gleam so much information from Parliament debates." The Minister turned to his tea again, speaking up briefly before bringing the cup to his lips. "How valid do you believe this rumors of the Coalition collaborating with the TIB? Surely there's nothing they would tell the Bureau without telling Parliament..."

Rubano Malijin growled silently, his brows knitting together. It was as if the TIB were on a completely different planet. The ammount of information the bureau was receiving was alarming enough... even more-so when they didn't disclose it to Parliament.

"Surely Prime Minister Cranford is aware of all going-ons within the TIB?" Rubano asked. He needed a bridge into the agency. Fast.

Rubano Malijin looked distant, clearly deep in thought. It seemed as if Drulovic had control even over Cranford. The TIB was practically running the entire government. "Perhaps I should meet with Cranford as well..." Rubano said thoughtfully. His eyes flashed back to Ashkenazi, smiling grandly. "I thank you very much for your time, and for the tea, Jonathon," he nodded, "but I feel I should be going now."

Rubano Malijin approached Vlatko's office quietly, politely knocking on the door to his fellow Minister's office. As usual, Rubano was dressed in dark colors, a black suit with a deep sanguine tie.

The Minister was eager to meet with Vlatko. Rubano had yet to establish a solid relationship with his fellow Center-Rightist. Having won the Xenia Compromise in the latest debate, now was the perfect time.

Rubano Malijin shook Vlatko's hand firmly, smiling widely as he stepped into Vlatko's office. "Minister Klaic," he adressed his properly, bowing his head only slightly, "some coffee would be wonderful. It's an honor to be here." Rubano looked about the office appreciatively, moving towards the couches Vlatko had pointed out.

Rubano Malijin strode up the house of Rick Pollman, brushing his tie into his suit jacket as his right hand kept a neatly-pressed file portfolio to his waist. The Minister knocked rang the doorbell, waiting outside the house with his usually calm demeanor. If what Vlatko had said was true, then this was the first step in what would hopefully prove to be a fruitful investigation.

Rubano Malijin took a moment, his eyes drifting to each of the paintings in appreciative gazes. With a brief nod of thanks, Rubano quickly assumed his seat on the intended couch, waiting for Pollman to rest opposite him before beginning.

"Mr. Pollman, it is no secret that many of our TNG friends frequently contact you for advice or information," Rubano began, "your wise council and superior understanding is a valuable gift. I also come today looking for information... information that our esteemed Minister Klaic believes you might be willing to give me."

Rubano Malijin nodded, his powerful hands clasped passively together. "I imagine so, Mr. Pollman," Rubano continued, his resounding voice deep and articulate, "and I am glad that you and Minister Klaic have been so... straightforward with one another." Oddly enough, Rubano's voice was somewhat losing its suave demeanor, giving way to a colder and more factual tone of argument. Pollman's clear blues would meet Rubano's abysmal blacks, finding as much passion and emotion in them as was evident in the color itself.
