Rubano hails from Hafirjan, representing many of the Eastern/Central countries such as Tanzania, Uganda, and the Congo. A popular politician and likeable celebrity, Rubano is known for his charismatic persona, strong intellect and good-natured sense of humor. He demonstrates a deep sense of patriotism and loyalty toward Terra, and a passionate determination to maintain her sovereignty. Despite his strong support for Terran independence, Rubano often advocates for bills that grant more privileges and authorities to the TNG, claiming that only a "powerful government" can be a strong one. A decisive leader and influential speaker, Rubano is the creator of the 'Xenia Compromise', the foreign garrison charter that Terra uses today.


Rubano graduated from Makerere University with a bachelor's in intergalactic business and a master's in political science. He took a year for himself after he graduated, travelling across Terra and giving his time and money to many respected global charity organizations. When he returned to Kampala, his family's influence and personal connections with his former university allowed him to quickly procure a position at Makerere as a professor of political science and Director of Admissions. He worked there for two years and was well-liked among his students and colleagues, despite his notoriously strict classroom etiquette and extreme lack of tolerance for tomfoolery and academic dishonesty. After exposing an embezzling scandal perpetuated by the university's president, Rubano was promoted by the school board to Dean of Humanities and Social Sciences. After three more years of diligent and prosperous work, Rubano was appointed the president of Makerere University.

Four years later, Rubano was offered a position as an assistant to the Ugandan Minister of Foreign Affairs. He worked with the ministry for two years, during which time he famously negotiated the release of over a hundred captured civilians from the hands of Tanzanian rebels. Using his generous wealth, Rubano also personally financed the reconstruction of several war-torn Ugandan neighborhoods. His efforts won him the Confederate Humanitarian Award and the Union Crest of Courage. Despite his relatively meager political function, Malijin had become one of this most popular politicians of the time. His fame quickly prompted presidential-hopeful Gwandoya Balondemu to elect Malijin as his running mate. When Balondemu won, Rubano became Vice President of Uganda.


Rubano spent the next four years serving the people of Uganda, using his new-found political freedoms to endorse a series of economic reforms and military expansion projects. His illustrious history, handsome person, convincing speeches and ultimately effective fiscal amendments garnered enormous support for both himself and Balondemu. Unfortunately, Balondemu would be mysteriously assassinated by Ugandan rebels in his own office one year before the end of his term. Though grieved over the loss of his friend and colleague, Rubano assumed the presidency, focusing the country's funds towards public relief efforts as well as spearheading Ugandan military efforts in ousting several rebel factions. Despite his enormous public approval, Malijin refused to run for office after his term had ended, still crestfallen over the loss of Gwandoya.


Rubano took another year off, this time travelling to other central Hafirjan countries such as Congo, Kenya, Egypt and Ethiopia. He continued his humanitarian endeavors, overseeing the construction of new homes, work places, hospitals and cultural centerpieces. He heavily endorsed anti-rebel movements and worked closely with expulsion activists, learning a good deal about military logistics and battle tactics from a myriad of different generals and commanders. He famously lead Rwandan armed forces in the Battle of Ndogo Mlima, literally charging into the fray alongside the 6th battalion and defeating the kambamti insurrectionist movement in open combat. He received the Rwandan Medal of Honor for his valor and bravery. All of this, of course, reached the ears of the Hafirjan public via media networks. Malijin's popularity was at an all time high.


When the Terran National Government assumed power and ask for Parliamentary representation from Hafirjan, Malijin submitted his candidacy. He won the election in a momentous landslide.

Rubano Malijin 's office was an impressive place to behold. The Parliament member had furnished the room with an elegent black-dark red theme, boldly modest while subtly professional. The carpet, a deep shade of sanguine, lay stretched about the floor-space; slick-ebony furniture jutting from the red artistically. Several portraits and artifacts of Ugandan make lay arranged about the room; mounted on displays or hung up fashionably. A massive window made up most of the far wall, giving way to a stunning view of night-time Wing City. The golden glowing lights below shimmered and danced like fireflies.

It were these lights that Rubano Malijin watched now, his arm rested against the glass as he delicately sipped from a crystal glass of red-wine. His face was thoughtful, his thick brows knitted together in focused concentration.

Rubano Malijin turned sharply, his eyes carefully watching the door. "Come in," he called out, his voice commanding and articulate. So, had Drulovic come at last? Rubano certainly had some questions for the TIB Director. Although he knew much about her and had seen her on several occasions, he hadn't formerly met her. Most who had claimed her to be a remarkable woman.

The Pariliament member took a quiet sip of his wine, his eyes darting to his window one last time before flitting back to his office as he prepared to greet the Director.

"Madame Director," Rubano smiled grandly, stepping forward as he placed his wine glass on the desk, offering his hand to Drulovic. "It is an honor to meet you at last. Your reputation in the TNG precedes you." Rubano's voice was deep and honeyed, his words flowing together in perfect articulation. Had the African Native not taken a job with Parliament, he could have made a killing narrating audio-books.

"Delightful," Rubano laughed cheerily as he stepped back, "I'm afraid I have no tea on hand, though there's some good wine if you're interested." Rubano nodded to the bottle and glasses before gesturing to the black-leather seat across from his desk. "Please, sit Madame Director." The politican himself turned to his own seat, perhaps a bit larger and more elaborately decorated.

Rubano Malijin nodded respectfully, returning the wine to a refrigerated cabinent in his desk. Rubano also retrieved a small binder of documents as he sat down, flipping through the papers curiously.

"I think you know why I asked you to meet with me, yes Madame Director?" Rubano asked thoughtfully, his eyes still fixated on the papers. Despite his clear respect and reverence to the Director, his perfect maintains an air of authority and command.

"Correct," Rubano nodded. She was astute and to-the-point, both good qualities. "There's quite a bit of mischief stirring up, as you and I both know. The Minister smiled grandly, his hands folded together as they rested on the desk.

The Minister set aside a handful of papers on his desk, meeting Drulovic eye-to-eye. His coal black irises seemed bottomless, the abysmal depths of his gaze almost hypnotic...

"What security measures have we taken against the Hadantes?" he asked slowly. There was a strangeness in his voice... coaxing her to answer.

"Ah, but perhaps you misinterpret the purpose of this meeting, Madame Director..." Rubano grinned, leaning forward in his seat, "...I did not call Mr. Askenazi into my office."

There was some darker element to Rubano's tone of voice now. Despite holding all the same charms and tricks, there was a quiet tone of violent impatience buried beneath the suave. "I asked for you, Madame Director, you who single-handedly saved this planet from the Taiyou invasion. You who braved the kidnappings of the Hadantes, looked our enemies in the eye, and walked away. You who created the TIB, an orgnazation existent soley for the gathering of intelligence and information." Perhaps for an instant, Rubano's eyes flickered to the Saint Medallion hanging across Drulovic's neck; blood-thirsty disdain in his face.

"Yes, Madame Director," Rubano smiled once again, "I asked for you. Because Prime Minister Cranford himself couldn't yield the answers that you can."

Rubano Malijin leaned quietly back in his chair, his fingers meshed below his chin as he peered from behind a mask of professional courtesy. For a long while, he said nothing, merely watching the woman as she wrote elegantly into her notepad, his gaze distracted by the occasional shimmer of her Medallion.

"...of course, Madame Director..." he spoke at last, nodding in consent, "...I wouldn't want to jeopardize any endeavors made by your TIB by pursuing this topic with you." He grinned. "...or jeopardize the TIB itself, for that matter." There was just the slightest slur in his words as he added that last little thought; the venomous tone of an almost-threat.

"Nothing more, Madame Director," Rubano nodded, rising from his chair as he smiled grandly, "I respect your time far too greatly to waste any more of it." The Minister nodded slightly, walking around his desk as he attempted to lead Drulovic to the door, opening it for her so as to let her out.

"It was an honor to recieve you," he added thoughtfully, "it seems as if your reputation did you no injustice. You are a remarkable woman. Strong in will."

Rubano Malijin watched her leave, his arms folded over his chest. With every click of her shoes on the floor, the smiling mask was lifted from the Minister's grimacing face, until all was peeled away. What was left was only a menacing contortion of pure disdain and spite. With a somewhat inhuman, beastly growl, Rubano turned away all-together back into his office. He had work to do.

Rubano Malijin approached the secretary's outer office, dressed in a fine grey suit and red tie. A binder of promptly-printed documents rested beneath his hand and hip as he walked, and Rubano smiled grandly at Ashkenazi's secretary as he approached her.

Not one to miss a detail, Rubano's eyes were drawn to the various Hebrew ornaments hanging around Ashkenazi's office. "If you don't mind me asking," the minister said, "what are these exquisite writings you have hung up? Hebrew characters, if I'm not mistaken?"
