Isaac's jewel shard is forged as the crystalline core of an old fashioned gold pocket watch. The watch is kept in the inner pocket closest to his heart at almost all times.
As for his power he can see any location or person he thinks of from above and look around the location he's seeing. He uses this power by closing his eyes and concentrating on the thing he wishes to see, seeing the vision so long as his eyes are closed.
His other power is his ability to hear and sometimes even see other people's thoughts. As far as how many people's thoughts he can hear at once it works similar to conventional sound in that the further away a mind is from where he is or where he is seeing the quieter it is. Unlike sound however this ability is not blocked by solid matter. This power is however affected by volume so in crowds the number of minds speaking at once can make it difficult to discern a single person's thoughts. He also cannot see images seen by another person's mind unless he is looking directly at the person. If he looks someone directly in their eyes he not only can hear and see their thoughts but can see a detailed deconstruction of their thoughts and ideas, essentially letting him see what makes them 'tick'.
His last power is his ability to freeze time in the present, briefly eschewing the past and future. When he freezes time he and everything up to five feet away from him are able to move freely in the frozen environment. He cannot physically affect anything frozen in time as there is no time for any forces applied by him to take effect. This requires him to be wise when picking situations to freeze time as doors and other such obstacles cannot be moved. The only thing that seems to move while frozen is air. The duration for how long everything may remain frozen is limited by his stamina. The longer the time freeze lasts the more exhausted he gets. If he passes out while time is frozen time will automatically resume. To start and end this power Isaac needs to stop and start the time on his pocket watch.

His main form of transportation is a bicycle. He received his pocket watch not too long ago from a package in the mail. Life's gotten a bit more complicated since then thanks to his mental power making the world a lot less quiet.
Personality: He's a refined and intellectual sort with a strong sense of curiosity. He's very precise, keeping order in everything he does. He can seem rather somber in demeanor as he is rather internal in nature, keeping a great deal of focus inwards. His sense of humor tends to be somewhat dark in nature as is his sense of flare. He prefers to not talk about his past all too much.
