Hopefully this won't become an issue but it's probably best to make the point before the IC starts.

Could we have the NPCs, regardless of their affiliation, not subscribe to the Storm Trooper manual of being incredibly incompetent? I realize that PCs will likely win the majority of fights because of what they are, but could we at least treat the highly trained government agents (because that's what the majority of NPCs are likely to be) with a semblance of realism and not have one lone teenager effortlessly beating large groups all by themselves? You can be a prodigy and all but, unless I'm mistaken, the adult members of an oppressive government are likely to have a bit more experience than an anarchistic gang.

Only one guy? LOL. Anyway, I MIGHT make a character thats a guy, except he'll be a nuetral. ........I've always liked neutrals. They get to be part of everything, since they don't have a side. :D

As for the neutral, I'm not exactly sure what you intend for them to do that would involve the government considering they're the government of a country.

As for a neutral character... You could make a rebel who doesn't believe in the ideas of the Karakuri and/or does not like the leader so goes off and does his own thing. Or a merchant from another country who sells supplies and weapons to the Karakuri and Goverment and swears no alliance to anyone. Just some ideas... I kind of like that merchant idea... if you do take it, I might.
