When some hear the name Willow, they expect a woman who fits that descriptor. As a result, Willow is a bit of a surprise. She stands firmly at 5'5", having stopped growing when she was in her early teens. While she's slim, she's also somewhat muscular, giving her a slightly more boyish and athletic frame. Willow naturally has long, dark hair. When she was in her late teens, she shaved off half her hair as teenage rebellion, and was discovered to find she liked it. Lately, however, she's been dying it blonde. The shades range from white blonde to a warmer, almost strawberry blonde, depending on the lighting.
Willow has the ability of electrokinesis, or electrical manipulation. To put it in simple terms, she can control both current and static electricity. However, that description does not do it justice. She has the ability to fry electrical equipment by triggering surges, cut off the power to anything she likes by interrupting the flow, "throw" lightning bolts through a build up of static electricity, and even run electrical devices off of her own body. The latter, however, is extremely draining, and she can only do it for very small amounts of time.

There seems to be two sides to Willow Rogers. Willow; the introverted, incredibly talented, but friendly physicist, and Spectre; the master thief. Willow is incredibly respected among her peers. She graduated a year early with a first class honours, and was offered a place on a number of doctorate programmes as soon as she received her results. Even now, as she works towards her doctorate, she's already working with some of the best minds in physics on some of the most advanced research being done. Willow is, in short, a genius in her field. Her co-workers are often amazed by her dedication. As far as they know, she's also working a part time job to help pay off her university fees. She shows up every so often having barely slept the night before, yet her mind is as sharp as ever. Willow seems to be friendly with everyone, yet nobody can say they truly know her beyond the surface. She's long mastered the art of keeping people at a distance, but letting them believe they know her better than they actually do.
And then there's Spectre. Little is known about Spectre. She seems to strike out of nowhere, and there are very few security systems in the world that can keep her out. She's committed a few high-profile thefts, but for the most part, she flies beneath the radar. She's untraceable, knowing exactly how to avoid detection. She never gets sloppy, and she never lets herself get caught. She almost always manages to sneak up on guards from behind and knock them out before they ever even get to smell her perfume. Spectre is as much a genius in her field as Willow is in hers. She's never even come close to getting caught. Even the heroes struggle with her talents, and she's gained quite a level of infamy.
But her individual sides bleed into each other. Spectre is oddly merciful, only killing when absolutely necessary. She claims it leaves behind a mess that's too traceable, when she really just doesn't want to kill people who are doing their job. Willow never, ever lets herself be underestimated or patronised, and if anyone dares do so, they will see a flash of the anger that makes her Spectre. In a field dominated by men, this is a necessary trait. Willow Rogers holds a lot of resentment and anger, especially towards heroes. She is relentless in everything she does. She became destructive because of that anger, and at some point, she stopped caring what happened to her. She would much rather burn out than fade away. In fact, she'd rather explode in a blaze of glory. Willow knows there's no happy ending for her. So she just wants a dramatic one.

Willow comes from a family of heroes. Both her mother and her father had abilities; super-speed and healing respectively. She had an older brother; however, she doesn't know his exact ability. Willow's life of tragedy began when she was 11. Her brother, sixteen at the time, was killed by an anonymous attacker as he walked home from school. It was broad daylight, in a good area; and yet by the time anyone raised the alarm, Samuel Rogers was dead. It was around this time that Willow's own powers were developing. The emotional trauma of losing her brother disrupted them and made them harder to control. Her parents asked around for help, and somebody "kindly" agreed to mentor her. But when she sent them to the hospital, she was declared "dangerous". All superheroes refused to train her, and Willow's own parents were forced to train her themselves, despite having to try and deal with their own grief. It was there that Willow first developed her first seed of resentment for the heroes. But her parents prevailed. She regained control of her powers, and she regained her trust in heroes. She would later learn that the heroes had suggested that Willow was kept out of public view so she wouldn't hurt anyone else.
She was 18 and graduating high school when it happened. Her parents were out on patrol, being heroes. They were working with a team that should have been big enough to handle the situation. But something went wrong. And instead of using their logic, instead of taking one goddamn moment to think, they let her parents be killed. She remembers nights spent analysing the situation, and ultimately concluding that they could have, should have been saved. She remembers being told that the heroes still believed they had done the right thing, because they had acted on their instincts instead of using logic. That's all she remembers from the two weeks after her parents died; but that's all she wants to remember. Because that was what drove her away from heroism. She received no help following the death of her parents. It was the heroes fault, and they didn't care. So Willow went out and got it herself. She met the villains, explained her situation to them, and was taken under their wing. She robbed her first bank with their help, and soon became Spectre; the master thief for hire. And she's never looked back. She's been forced to lay low with all that's been happening, but she's still thriving.
