Introduction
Meanwhile, since both cities are now operating on a larger scale, some entities on the surface world have begun to discover the existence and intentions of Columbia and Rapture, and some are even preparing to explore it.
(Obviously, we'll be deviating from canon by having Rapture and Columbia in the same universe)
Factions
The Founders:
The Founders are native to Columbia. Their ideals are loosely based on the Confederate States, but in practice are significantly more fascist in nature. They took charge of Columbia shortly after the city of columbia seceded from the Union, and have ultimately been in charge ever since.
After Comstock's death in 1912, the Founders struggled against the Vox Populi in a civil war that left the city in ruins. However, a preacher by the name of Daniel Robertson managed to take charge of the Founders, and eventually, they managed to drive the Vox Populi 'back into the Sodom below'.
While preparing for their invasion, they began to search for the SongBird's body with hopes of resurrecting it. In their search, they came across Rapture (which they like to call 'The Gomorrah Beneath That'), and it wasn't long before the two went to war with each other.
While Columbia's existence is common knowledge, its location is not. In fact, many assume that it crashed somewhere into the ocean decades ago.
The Cult of Lamb (AKA, the Rapture Family):
After Ryan's death, Sophia Lamb managed to take charge of Rapture, and set up her own cult of personality. Her goal was to create a collectivist 'utopia' devoid of selfishness. She attempted to turn her daughter into a 'utopian' through the use of brain washing and ADAM. However, a rogue Alpha Series robot came and put a stop to that. She hasn't been seen since.
The Cult of Lamb remains a very flat society, officially without leadership. However, it is possibly to have a de facto state of leadership simply by being charismatic and assassin-proof enough. They are a totalitarian communist democracy where majority vote is everything, and individual rights are meaningless. Like the Founders, they are planning on taking over the surface world, and have even begun harassing boats to some extent.
Unlike Columbia, Rapture's existence is not common knowledge, but instead a ghost story that nobody believes in. It's in their best interests they keep it that way until they're ready to strike.
The Government:
High-ranking government officials in the US and her allies are aware or the existence of Rapture and Columbia's location, but try to keep it a closely guarded secret. They don't have much intel on what's going on in either city at the moment, but they suspect ill intent, and are quietly preparing for an invasion.
((Sub-factions do exist, but these are the three ones directly involved in the conflict at hand))
Sub Factions:
The Children of Tennenbaum: A group dedicated to helping little sisters escape captivity. Founded by its namesake, Tennenbaum.
Sinclair Corporation: A Rapturian corporation with some presence on the Surface and even in Columbia. Dedicated to wealth creation everywhere.
The Fraternal Order of the Raven: A group of religious fanatic White supermacists based in Columbia.
The Vox Populi: A rebel group that still has some presence in Columbia. Allies with the Rapture Family.
The Flock: A quasi-religious organization that broke away from Columbia's church when they began to worship Comstock. Dedicated to helping disenfranchised groups in Columbia. They're non-violent themselves, but aren't above hiring mercenaries.

Races:
Humans: Normal humans, like us. Well, ok, unless you're a very sophisticated spambot or an alien or something else. Humans are found everywhere, though many in Rapture have fallen under ADAM addiction. Humans are neither restrained nor aided by cybernetics or more extreme splicing.
Splicers: Commonly found in Rapture, Splicers are humans who are very dependent on ADAM. They aren't necessarily evil, but at the very least they are jumpy and will do quite a bit to get to their next fix. EVE Hypos also help. Some them are paranoid or hear voices. Most of them are ugly creatures, but if they are actually successful enough at getting their fixes this is reduced somewhat. In combat, they often have a suicidal overconfidence, but also a reduced sense of pain. There are several types as well, such as spider splicers, the boys of silence, and Houdini splicers.
Cyborgs: Humans with mechanical parts implanted. Or a human brain operating a machine. Big Daddies are technically cyborgs, but they get their own page. Examples of cyborgs include the Handyman, the Motorized Patriot Plus (A normal motorized patriot with a human brain), and the Fireman. Most cyborgs have trouble using plasmids, but there are exceptions, such as the Fireman. Some cyborgs can be hacked, if they have too many mechanical parts.
Gatherers: Female humans with an ADAM slug in their tummy. This causes them to work as ADAM factories. It also gives them superhuman regeneration powers, but as they grow older this is reduced somewhat. Most of the little sisters, and some of the big sisters are under mental conditioning to make them think that the world around them is invariably gorgeous. Among gatherers, the word "mother" is taboo. Unlike Big Daddies, Big Sisters can remove their suit.
Big Daddies: A type of Cyborg designed to protect Little Sisters. They have a powered diving suit grafted onto them, giving them super strength and invulnerability. Big Daddies are dependent on Little Sisters and usually try to protect them. However, they are not necessarily good. In fact, some of them even go insane and start attacking everything...even little sisters.

-Faction: (You don't necessarily need to be in a faction at all; you also don't necessarily need to be in the faction related to your location. For example, you can be a founder stuck in Rapture, if you explain why)
-Race: (Human, Big Daddy, Splicer, Cyborg, Big Sister what? If you're a Big Daddy, I strongly suggest also making an LS character to go with them. Like Faction, you can be a displaced a little. For example, you can be a Big Daddy living in Columbia, so long as you explain)
-Appearance:
-Plasmids/Vigors: (If any. You should only have up to four plasmids and weapons. And by that I mean weapons and plasmids combined should equal four at maximum)
-Weapons: (If any. Things like remote hacking tools and skyhooks do count as weapons, by the way)
-Tonics/Gear: (Three or less)

The setting changes from New York City to Rapture
And so alas, Juliet received a letter through the pneumo. It read:
"Ms. Devereaux. Sinclair Solutions has an exciting job one-time job offer:
A piece of equipment in Rapture has been located somewhere in Neptune's Bounty. A Bathysphere belonging to Andrew Ryan. Or, formerly belonging to him anyways. If you would locate, repair, and notify us of its location, you will be entitled for FABULOUS PRIZES!"
The letter goes on with illegible legal jargon. It seems legit.
The setting changes from New York City to Rapture
Today I awoke to the smell of blueberry pancakes filling Dad’s workshop. Which if you knew my family wasn’t a very good sign, you see mom only really cooks anything with blueberries when she’s depressed so I had a hunch something had happened to make her feel a little of. I got up out of my cot and walked to the small hot plate mom had been using since we moved down here a few months ago. Before we took up residence in the workshop Mom and Dad had a nice apartment on a higher level, but when a splicer broke in and nearly got dad with his fly down, we all thought living in a room with sound proof walls and a much stronger door was far safer than any “luxury” apartment. If you can call a one room no bath “luxury”.
Anyway! I got up and tied my hair back into a bun before walking over to my parents whom were sitting the table. Dad was reading the paper and mom was cooking as stated previously. I sat down hesitantly as mom set down a letter addressed to me right in front of me. No doubt this is what was upsetting her.
I opened up the letter to read it; all some legal jargon about a Bathysphere that someone wanted me to find. Not a really big deal, at least not to me Dad did jobs like this all the time and it wasn’t a surprised they’d call me one day to pick up the ones he declined.
“What do you think Dad?” I asked. “You’ve no doubt had time to look over this as well.”
“It pays well, and they’ve already done the hard part for you Juliette. Only thing left is the HARD part.” He spoke. I never really understood Dad’s source of logic but I suppose that’s for the best.
“It sounds pretty square to me, and lord knows we need the money.” I said.
“We don’t need anything.” Mom spoke as she placed a big helping of pancakes, bacon, eggs, sausage, and some sort of fish in front of me. “We are doing fine, right now.”
“But still Andrew Ryan’s Bathysphere got to say that’s a pretty tempting offer.” I said before stuffing my face. After breakfast I headed out to Neptune’s Bounty to find this old tube, telling my parents I’d be fine and it wouldn’t take more than a few days. Dad made sure I took his hand cannon with me for protection but I hope I never have to use it.
When I got down here, I climbed into a vent and started my search for that ol' Bathysphere.
One of the two columbian police officers fire their sawed-off shotguns at her. She...doesn't take it well. She screams and runs towards them. However, she dies before she can get within the distance to rip their throats out. Their gunshots can be heard only faintly from Juliet's position, and unfortunately, gunshots are common in Rapture.
One officer says "Did you really have to do that?"
The second says "Hell yeah, I did. Do you think she was gonna want to give us a hug?"
After a little while, Juliette will come to a fork in the road. Maybe she should try to visit the Wharf to see if the bathysphere got trapped in a fishing net. Or, maybe she should check closer to the smuggler's den in the freezer. Perhaps it was used for smuggling purposes?

Hopefully, it's red paint.
Lily tosses a spent brass casing onto the board. She skips gracefully across the board and then says "Now you try, Mr. Bubbles!"
Sir B. looked at the board. Unsure.
Lily said "Please!?"
Sir B. took a few steps back, but then he finally made the jump. He landed poorly, however: His body is simply too bulky and cumbersome to hop on one foot. And for that matter, his boots were almost as big as the square. He ended up touching the lines. His lights grew slightly orange. He would never understand why Lily would keep trying to get him to play this game!
That's when he saw a spider splicer move on by. He raised his 'sword' a little, but it passed him by and went to the Wharf. He turned back to Lily.
After a little while Sir B. hears something. Sinclair Solutions had screwed with his brain quite a bit, but he still had enough sense to understand gunshots.
Lily shouted "ADAM!" and began to head towards the Wharf. Sir Roberts grabbed her by the head with his left hand, preventing her from going anywhere.
“The vents aren’t the more comfortable way to travel at least not for me but it’s a hell of a lot safer than the ground. I guess Splicers aren’t fond of them and Big Daddies are WAY too big to fit though. I decided to head towards the Warf when coming to a fork, since it made a pretty good lick of sense that the bathysphere caught in a net or something, but if I’m wrong I’ll circle back to Smuggler’s Den.
I kept moving not knowing how long I had been moving till I saw a grate and peeked though, where I saw a Big Daddy and Little sister playing strangely Hopscotch. Guess everyone needs a brake once and a while. I kept moving heading towards a gunshot in the distance, not something I usually look to do but today was an exception to all the rules I guess.
I started to feel the Vent buckle from under me, “uh oh” I gasped and started to head faster though the vent, maybe it wasn’t such a good Idea to head this way. ‘Crash’ the vent fell from behind me, I hesitantly looked behind me to see the thing fallen to the floor. ‘Jimmy Cricket, now I got to fix that later.’ Suddenly I felt myself falling and heading straight for the floor and dumpster filled with errr… garbage.
‘squish’ I landed on the top, ‘Pixie dust!’ I cursed, and lifted my head up only to set it back down a moment later. ‘Harder than I thought’ I thought to myself.”

An hour later, he counts the money gained from the job."Eh...not much...oh well, at least that scum won't lay hands on her again..."He snorts, remembering the bruise on the young woman's face..."Well, time to go find another hire..."

It actually takes place in more or less the modern day. 2014.
They get new little sisters via kidnapping, by the way.
While Columbia and Rapture have managed to rebuild, they haven't been able to advance in technology much, and thus, in some way the Surface is more advanced than they are, particularly in computer and hacking technology.
