The Police's secret weapon, but doesn't really care.
No one can actually say what his mood is, all the time. He can switch from being angry, to acting childish, to being somber. Mood Swings, people call it, but they stay as far away from him as possible when he acts childish. Because he is far more dangerous then, then when hes angry, for he finds it "fun" to torment people with the sword on his back, and play with them like they were his food. If he is happy, which is rare, people shiver at the sight of him, because he looks positively evil when he smiles and/or grins.
A Katana that he rarely goes without.
Owen can never remember where he grew up, what his parents were like, what his family name was, nothing. All he knows, was that he woke up in Sector 1, surrounded by white coats that wanted to "study him further." Not wanting to find out what that meant, he escaped, only injuring people who got in his way. About a day later, he stopped in Sector 5, and felt like he belonged there. He did not understand it, and did not care. All he knew, was that he was home.
About a week after settling in in the Sector, the police were called for something that he did not much care for. Someone had taken a child hostage, and he just shrugged and went about his business. However, once he saw that the child, a little girl, was someone he knew, and treated like a sister, was the guy's hostage, he became angry. Owen raged, and charged the man, in full view of the police, and tore the man to tiny pieces. With the girl in his arms, who held him as tightly as she could, the police surrounded him, guns drawn. He had snarled at them, his eyes glowing a bright gold, with canines and nails elongating, and heard an order to stand down. The police put up their weapons, but kept him surrounded.
Someone was pushing their way through the crowd of police, to get to him, and once they did, the person had simply said, "You belong to us now. Welcome home, Owen Wolf."
