Alexander Wulan is a household name in a few systems of the Cybran Nation as he had held them through an age of growth in order to make them wealthier and made sure the people's welfare was safe. He is know by a few for the rare photograph of him shaking hands with the Emperor, himself; when he was only three years old on a state visit to his homeworld of Casgrax III.

He was born into a rich family on Casgrax III, his mother a house wife and his father a banker. It was clear to him that the people of the Cybran Nation did not have the need for small things that made no sense to anyone, so has he got to university, he was well known for starting a few riots against the planetary governor over the high taxes which the local Government made millions of Cybran Credits to spend on parties and such.

The HDS Blücher came into dock with a huge docking system reaching out from the Battlestation. The Major crew members getting off and walked down onto the Battlestation, the Wasp fighters guiding the DCSS Heisenberg in a landing bay inside the battlestation. There was already a mass of Stormtroopers and Battlestation guard squads with all eyes on the small ship. It would fit in with ease.

"When do we move the new Sector system into effect in this area?" Admiral of the Battlefleet Reiter, Nicole Reinhardt snapped, staring out the window as she stood next the the dirty thing. It needed cleaned, as did some of the staff in this building; Well actually, in this room, a few could do with a shower, of blasting. She turned around in her smart light blue uniform, boots gleaming in the dim light room as she glanced around at each of the members at the table, "This is something we need to do now. We have these new Nations appearing at our door, and sooner or later, they will end up attacking us. We need to get Parliament to give us more funding for new fighters and battleships, as well as tanks and weapons. We have to do something now before that something happens."

She blinked, turning back around to look over the city of Griasfrask, her left hand twitching, a common thing for her when she was in a meeting like this. She had every reason it express her feelings to this Military board. It would then be taken up in the next mass Parliament, but that wouldn't matter if the enemy that was sitting at the Cybran Nation's boarders attacked. They would be forced to fight back with the full might of the Cybran Nation. Pulling her hair into the neat bun again, she swallowed, pointing to the computer screen showing simulations of any fighting that would take place, "We have sat here long ago talking about this and nothing has been done. We need to take it up in Parliament, understand?"

Admiral Therodore Starship nodded, putting his data sheet on the table. "The new sector system is being put into effect at the end of the month, Ma'am. There is a mass group of new Dreadnoughts being built, the Rhineland Class. They will have new weapons systems and weaponry as well as all the other things that we need to create a force of Dreadnoughts, but they will be deployed in the groups and Battlefleets they are needed in." The battle hardened Admiral stated as he rubbed his forehead. Sitting down in his seat, he looked at the other members of the board, whom, just simply nodded in agreement. His right hand moved down into his jacket pocket, pulling out a small box of tablets, for the sharp pain now hitting his head. The box was soon set on the table as he moved his hands to pull the metal tray out and popped a tablet into his mouth.

He swallowed the pill, watching the rest of the table carefully, “Unless the Waffen FS want to provide something to help the ever pending situation?” He eyes went straight to Supreme Commander Ingualt Rooseavet, sitting smartly in his black uniform, without saying a word throughout the meeting.

“I suppose it can happen, the Fourth FS fleet has just came out of repairs, the HDS Nichtjager will be ready and moved towards the border within a few days, the repairs are not fully complete and the ship needs a major uplift in terms of technology and weapon systems. There is not a lot I can do in order to speed this process up,” He paused for a second, his left hand wrapping around the icy cold glass of water. “I am willing to prepare the forty-eighth Waffen FS fleet into position, along with the One-thousand-and-fourth tank division onto the local battlestation, which I believe is also being upgraded in these times of peace, if the Peace goes on for much longer all the Military and fighting forces will be degraded. “

Rooseavet got to his feet sipping the glass of cold water, “Unless we prove that we still need this military force, we will be made redundant.” His eyes glanced over to Reinhardt before back down to the glass. He shook it around to mix the last of the ice and the water, “We could attack one of the smaller Nations in the outer systems of the galaxy. We could claim they attacked us, then we have the right to make a full scale invasion; yes?”

The lights flickered as another member spoke up, General Notterburg, “That would show them, but the other way to do this is by making explosions on the closest planets to parliament, then the Government will have to give up more supplies.”

“Why are we talking about this?” Snapped a younger military economist, Adolf Nighdale, “We have enough money and enough weaponry to force any nation to its knees. We would have enough money in three Cybran Years to update the forces we have. It is not all about numbers, and if it is, we would still win any battle. Our men and women are well trained and well equipped. We don’t need to add more money into the mass forces. All we have to do is pour it into research, which we can see going on around us right now. This planet is the most scientific planet within most of the Cybran Nation. It is all just a matter of updating the forces we have; yes?”

Reinhardt snapped around, nodding, “For once I think I have heard a good idea. The Navy needs to update and install new technology into the ships, not create wave after wave of new ships. The Rhineland class should be the last of the dreadnoughts that we build, even though we do have enough resources in the Industrial planets to build thousands more; do we not?” She smiled, rubbing his eyebrow as she moved forwards towards the table, watching the other members with a close eye. ‘This might work,’ she thought to herself, smirking. “Yes, I say it is time we done this.”

Rooseavet swallowed, “I will do the same with the Waffen FS, this should be very interesting to see the end result.”

Lillian listened, looking around the room. It was true, troubled times had descended on them from nowhere. Most didn't know, the citizenry wasn't entirely aware it was certain. Even if everyone was blindfolded, someone still had to turn on a light. Scribbling in her notebook, Lillian continued to listen.

Her dark uniform wasn't a reflection of these times, but a simple and humbling reminder to place duty and honor first. Lillian was always prim and neat, never fidgeting, always straight backed. Somehow she wasn't as much a tight wad as some. Still, truths had been spoken. Lillian crossed and recrossed her legs at the thought of war. Though war was good for the economy, that was about all it was good for. Nobody else seemed to think this way, which is why she supposed she was here. As the Senior MP of the Cybran High Council, her opinion was valued and respected. Though she sat quietly, under the radar with a poker face, Lillian's mind whirled.

So much weaponry... Lillian only nodded once, in acknowledgement not agreement, as the Admiral spoke. They were gearing up for war it seemed, was it all necessary? They were speaking of planted attacks, of true battle. Lillian frowned from where she was. They were at risk it was certain, but they did themselves no good by sticking themselves in the radar like they were planning on doing!

Suddenly, someone spoke up. A military economist? Speaking of updating and enhancing instead of expanding, research...Lillian nodded.

"Update, improve," Lillian folded her hands on the table before her, "A sound plan if any." She nodded, leaning back before continuing on.

"How is the citizenry receiving these movements?" Lillian asked the room. It was then Supreme Commander entered and crossed to her. She swallowed her surprise.

"Yes?"

The Supreme Commander swallowed, holding his head, "The Civilians, always a point for the Cybran High Council to stop our plans." He snapped, looking up at Lillian. Was there a point in having a member of the High Council here? Yes; she may be a member but to him that didn't mean anything. He was military leader, one that was not meant to be held back by a High Council Member. His eyes glanced to the rest of the military leaders, as well as the economist and Alexander Wulan - another member of the High Council. Rooseavet himself knew that they would probably try and tell the High Council to pay them off, something none of them wanted. "The Civilians receive enough money as it is, starting a war would boost the fecking economy."

Reinhardt looked over at him, "Ingualt, please." She leaned back against the wall, hoping for some reason to get him out the room. "What was that you were talking about the other day? A mass space station? Other Nations?"

She swallowed, holding her leather gloved hands together, "I'm sure there was something you said about other nations and some peace conference?"

"What? You want to trade with other Nations? We can not do that." Rooseavet snapped, "You were there yourself with the encounters with that small ship. You took it to that battlestation. Where was the logic in that?"

Alexander Wulan sighed, looking over at Lillian, "The point in us being here?"

"Peace conference?" Lillian chirped up.

It was all fine and dandy that they wanted to play defense and weapon. She saw no real harm in that, and let them spend their money where they would. However, turning down an opportunity for a peace conference why even a grunt would see the benefits!

"A peace conference would be the wisest of options, as well as this military upgrade and other defensive re positioning of," She waved a hand, meaning to say all the words she didn't know how to say. Lillian looked from Alexander to Roosavet, keeping her gaze steady.

Rooseavet swallowed, looking over at her, "It is far too late to get a small cruiser across into another galaxy, to go to this. I don't want us to turn up late with just a singer cruiser to show us off. We will look like complete idiots. No, I could try and get trade with the people of Mezz but we do not have an understand of how the people in the other galaxies work, which is why I'm not willing to send anything over until we have a trade link with the people of the system of Mezz. Even trying to deploy forces from the Battlestation Raven Herz would reach it far too late."

Alexander nodded carefully, "I see your point, but that does not mean we could show up with the finest ships in the whole Navy. It does not matter if you are late to appear at a meeting, we could receive an understanding and set up trade links with the other Nations." He smiled softly, lifting his bottle of water to his lips.

The Military Economist nodded, "That would create a way of giving away far outdated weapons to another Nation, in return for resources to upgrade the Military power that we already have. The Civilians would be able to work and maybe go on holidays outside the Nation's borders."

General Notterburg, the old man that he was shook his head in disbelief, "You are willing to create alliances with Nations that could just use us? Look at the wars with the Aeon and UEF, we did something about that before, creating alliances. They failed."

He swallowed, sitting down on the bench in the park, eying up the ladies; like every other man did. He leaned back as he produced the military newspaper, of which he was a regular customer of the local newsagents near his home on the outskirts of the city. His cobalt eyes looking down at the paper and he ran hand through his hair, the intense feeling that something was wrong somewhere was starting to worry him but he shook it off.

The usual hum of star ships landing in the space port could still be heard even though he was somewhat ten miles away. It did have an area of outskirts where nothing stood due to the noise, every much like a airport but bigger. The Military ships slowly entered the orbit, creating a bright light in the sky, but Alexander Wulan thought nothing of it. He was in matter of the fact uncaring for the Military, wanting them to disarm but with the mass of local sightings of new nations appearing at the borders of the Cybran Nation, maybe now was not a good time for him to start anything but a debate. But was there really a point? Not really, the people to his knowledge were now happy with the increased military tension, stopping the criminals from shipping in illegal goods into the nearby systems, and creating an overall drop in crime.

He looked up, watching the streets carefully for her. The Senior MP for the Casgrax system, Lillian Eitoph. They needed to talk, in his opinion about the words the Military officers were using within the Hiscotts Military tower, words of mass conscription and new warships with all the new technology but still using the same ships that were outdated, that was a risk... A very big one.

Lillian clicked down the street in brand new low heeled boots. She had gotten them in the heart of the Hiskaoi District and had tossed her old ones on the way. The cab had taken her close enough, but she opted for public transport a block before approach. Now she walked briskly down the street, enjoying the bounce and clatter of her shoes. They weren't the only expensive garment she wore, but they were the flashiest piece down to their silver heel tips. Everything else on her person was black. Black denim, black blouse, black knit, black head band holding her hair away from her face. She liked to think she matched the city of Griasfrask.

This was to be a very important meeting, Lillian sighed coming closer to the one waiting for her. Efficient as well. On the bus she had compressed her evening schedule, and was looking forward to a hot soak in a rose petal bath. The hum of this city was starting to get to her. But things must be discussed, She looked to the ship studded sky.

"Mr. Wulan," Lillian came to a stop before him and extended a hand in greeting. It was easy to pick him out from anyone else.

Alexander smiled, getting to his feet and shook her hand, "Miss Eitoph." He galnced her up and down before pulling back and put the newspaper in his bag, his eyes watching the small group of off duty Navy personnel going to the local bar. Military bastards...

He swallowed before sitting back down calmly, "Have you had any news about the Military plans of a civil war?" It was the only real way to put it, and he had the funny feeling that if the Military got its way, like it did most of the time, they could start a mass killing to get rid of populations for most testings grounds, saying they did contaminate all the over grounds with their Nuclear and SoloNuclear weaponry. "Oh. I got a message containing the reports from a close encounter with four other nations in another Galaxy, and I need your opinion if it could erupt into a war. Knowing the Military, they will likely press us into a war, promising new lands and all that bull..."

Alex glanced up at the public transporter moving away from the stop outside the park grounds, robotic drivers were the safest.

Lillian frowned. The last thing she wanted to hear about was encounters in other galaxies, regardless of how far away the danger was. Descending to the seat next to him, she began.

"Business is booming," She said grimly on the nature of the civil war, "Many wish to see guns down but more seek profits and political growth ah... It's all very sensitive, which says just as much."

From her purse she pulled a small folder. It wasn't much larger than a hand held notebook, but it was thick with compressed paper files. Not many people dealt in the physical anymore, Lillian was one of them.

Alexander sighed, pulling a small PDA from his bag, opening a few files and placed it on her lap. His hand going for the hot drink on the ground just below him. "The industries seem to be doing well, a lot more investment into the Shoe industry especially. I am very surprised at what you can do to it within a matter of weeks. There was a vast plague of new investment wanting factories on Casgrax III." He smiled happily, watching the people walk by, all finely dressed. "And the records show no homeless people too, which is a vast improvement compared to the other nearby systems."

He stretched his legs out and sipped the hot drink slowly, watching for her reaction slowly. His mind started to cause pain so he placed the drink down and reached for his bag again, pulling out painkillers.

They had gotten a message a few weeks ago and now here they were after being passed through security a diplomatic party of the Talus Ordo Confederation had arrived In the Casgrax system. They seemed to be whisked to the university to meet with the leadership. The group consisted of Three main diplomats along with some of the higher TOC military officals including the Former Zar Commandants Maxwell Mattran and Will Zarhara.

The most defining thing about the group was their diversity. The humans but also the other race that appeared to mix of Humans and a strange grey alien race. They were a bit smaller than the average humanoid and their eyes were bright blue. There were the Talus. For years they had lived peacefully and integrated with humanoid colonists. Both the humanoids and the Talus were the largest races in the TOC.

High Cleric Til'Da was leading the diplomatic mission. He wore his finest robes to the event. Around the part Mattrans best Guards wore their shining armor all armed with ceremonial pistols imbued with the finest minerals. "We are most humbled by your invitation, I know Grand Admiral Zarhara and Major General Mattran have met with your officials in the past.

But we will need to move to a military base called Los Vantues, It is unsafe to be around here right now my friends. We are at a state of war with your enemy, and personally, I have the feeling they will come after you next, which is why we need to form an alliance in order to defeat your enemy. The diplomatic party was a bit taken aback they had already received reports from Captain Malcolm concerning events on Terra but this invasion was news to the party. Finally the high Cleric spoke.

"The Sullen Enterprise is Enemies to the ZAR, we have attempted contact to no avail. We will meet where you suggest but I expect a full briefing on these events before we make a thoughtful decision...." The High Cleric said. It was clear the that two military commanders were not in control here but the Talus native was taking command of the negotiations.

Supreme Commander Rooseavet swallowed as he stepped of the large dropship, the Waffen FFS marines flooding out followed by him as the TOC ship would land on the far side of the base where the airfield was. The interceptors turned and headed back to the main city of Graisfrask while the soldiers of the Navy and Waffen FFS checked ID and passes, handing out ear defenders. The Supreme Commander was rushed into a mobile car and was driven across the base quickly. They pushed their way to the airfield where the TOC ship would just have landed. The cannon on the ground stopped, getting reloaded.
