Only special tag holders are permitted to park in Government Center's Secure Garage, which itself can only be accessed through a back road and after passing through an NPA checkpoint. The Secure Garage has access to the Basement for pass card holders. Pass cards are issued to certain members of Parliament and high-ranking officials.

Danny Sparrow soon found justification for his hunch. A slight trail of ectoplasm, small enough so that only Ghosts, or ghost like beings, could see it. He followed it to an empty parking spot. "It took someone. But who?". The spot did not have a nameplate. So either the person did not matter much, or the prison mattered a lot. But the trail ended with the vehicle. Danny walked over to a security camera, and took the tape. He could follow this, and find a direction. Thats when 4 people came in complaining about the smell. "Or maybe I could follow this after I take care of some things".
