Physical Description: Franky stands at a fairly tall 6' 2" with a toned build. He tries to stay in good shape, focusing on a lot of cardio work, but also lifts weights to keep him in fighting shape. He has thick brown hair that can easily cover his eyes, but he usually uses gel to style it into spikes to keep it out of his light blue eyes. Franky also has many piercings in his ears, nose, bottom lip, and a few less common ones such as a safety pin on the backs of his hands. He likes to keep metal on or around him when possible. Nothing changes when using his powers aside from a slight aura of electricity when its sufficiently built up.
Clothing: Franky tends to wear comfortable clothes, such as tank tops or open Hawaiian shirts to show off his muscles. He also tends to wear steel toed boots, loose and dark cargo pants with a chain belt. He also has a pair of gloves he particularly likes, fingerless leather gloves with metal studs over the knuckles. He also owns a lot of rings, which are simple steel rings which lack designs. He refers to them as his "knuckle busters".
Equipment: Stolen police riot baton, made of metal with a convenient leather loop on the handle so that it can hang at his waist when not in use. Franky calls it his "diplomacy stick"

Franky is able to generate a lot of electricity from his body, able to then shoot it out at objects or people, or conduct it into specific areas of his body. The only downside to his power is that it puts a strain on his body, so using the ability too long or too much at once can cause his body to shut down on him or kill him. This is part of why he acts the way he does, and why he wears so much metal. Less effort to use his powers that way.
Background: Franky, then Cecil, was born to a very loving but uptight family. His father worked in a factory, making parts for transport trucks and 18 wheelers while his mother was a housewife, partaking in Avon sales to keep the family piggy bank cushioned. When Cecil was born his folks were very happy, up until the point when Cecil could walk and talk. It was around kindergarten that Cecil discovered music via music videos on television, and saw people dancing around and being bigger than life, which captivated the boy. He wanted to be that cool, that flashy and smooth, and so he spent the rest of his life trying to be the rockstar he envisioned himself to be. Elementary school was chock full of trips to the principle's office to explain why he felt the need to dance on the cafeteria tables, or to announce himself when he walked into the classroom. The problems only escalated as he grew, cultivating him into the fine specimen he was in high school.
He was a late bloomer compared to several of the other mutants, not developing his powers until a few days before his freshman year. His mother, as it turned out, was present in one of the cities affected by the chemical rain, which had stayed with her until Cecil's birth. It started off small, clothes clinging to him for no reason, feeling sick every time he took a shower, accidentally shocking people when he shook their hand or slapped them on the back. It wasn't until he got into a fist fight with a classmate his sophomore year that he realized he wasn't normal. He punched the guy square in the nose, not thinking twice about the ring the guy was wearing, when the impact resulted in a shower of sparks and the student's ring hand being nearly burnt to a crisp. This scared Cecil, a lot, and so he went straight home to his folks and tried to get some answers.
What he got instead was a call to the police, and subsequently to the men in dark suits that wanted very much to round up those affected by their super soldier drugs.
Alone and unsure of what his powers could do, Cecil spent the next year living on the streets, training himself and doing whatever odd jobs he could to make money, both for food and for the local tattoo shop for his piercings. When he felt he had a handle on his powers, he did the only logical thing with them. Superhero. Using his alias, Franky Watts, Cecil began to save innocent folks from muggers and the like on the streets, but was quick to give it up when he killed a guy that had a metal plate in his head who'd just stolen a woman's purse. Stealing several bottles of liquor from an ABC store that night, Cecil was drowning his guilt in Jack Daniels when a certain mutant found him, Romeo investigating rumors of a real life Thor, and offered him refuge. Cecil, now Franky, never looked back.
