Personality
Eli is extremely shy and isn't usually one to initiate conversation, preferring the solitude and predictability of video games to actual people; however, for those few friends he does manage to make, he will hang out and talk with them to no end—he's not as anti-social as he likes to pretend. He tends to think before he acts, so much so that he might miss out on the opportunity altogether! He does best when matched with a more impulsive friend to balance him.
He does very well in subjects that interest him, or if he has already been exposed to the material (thanks to his homeschooling). On the other hand, he does horribly in subjects that do not interest him, mostly due to him playing video games during class.
Unfortunately, Elijah, son of The Angel of Death and heir to the title "Grim," is deathly (no pun intended) afraid of ghosts! Of course his father finds this unacceptable. How will the future shepherd of lost souls be able to do his job if he's afraid of the very thing he's supposed to be shepherding?! Despite his best efforts, he just can't seem to get over this phasmophobia. This is the main reason his father sent him to Arcbell in the first place: to force him to get over his fear of ghosts.
As a corollary to the above: the concept of "death" (and, by extension, the job of the "Grim Reaper") makes little sense to him. Why should people be forced to leave their loved ones? Why does anyone have to die at all? What's the point in being born if you're just going to die? It's the main reason he dislikes using his "Cromwell Evocation" skill.
He may be the "son of The Angel of Death and heir to the title 'Grim'," but he's not so sure he wants to be a reaper at all. Of course, he'd never EVER in a million years tell his father that. Ever. After all, it is his destiny.

His only skill is Cromwell Evocation, which gives him access to the temporal storage dimension where his father stores the Grim Reaper's Scythe.
Since he is only half angel, Eli is not particularly powerful. In fact, he's weaker than just about every other high-born Angel and doesn't even have wings. However, when he grasps the Reaper's Scythe, he becomes a fully bona fide 100% Angel with accompanying power boost (up to that of a full high-born angel) and black skeletal wings—which allow him to fly. Touching the Scythe also changes his personality and general disposition to a certain degree, as well as his body's appearance—he rapidly grows in height and likeness (he looks older) and experiences a change in hair style and outfit.
Only Eli and his father can actually use the Scythe. If anyone else tries... things won't end nicely. Good for discouraging potential thieves and enemies.
The Reaper's Scythe also grants him access to a wide array of "Grim Reaper powers," but he has never trained in how to use them so he's not quite sure how they work. The only experiences he has with the innate power of the Scythe are vicarious ones through stores his father told him when he was little. There was this one story about how his father once used the Scythe to "locate, connect with, and speak to" a ghostly soul that he had accidentally lost—just by saying her name. There were other ones about how he had helped to send wandering spirits, especially the ones that had become dangerous, "onward," sometimes having to do epic battle with them before they'd go. His stories were almost always fun to hear, but Eli never really liked the idea of "forcing" a ghost to leave. He didn't really like the concept of "death" either, so he never asked his father to learn how to use the Scythe. Plus he doesn't even want to be a reaper, so he wouldn't touch these powers even if he did know how. In fact, he abhors "Cromwell Evocation" entirely and will only invoke it (and touch the Scythe that stinks of death) if he really feels he must.

History
Well, the Cromwell family—mainly Lionel Cromwell, Elijah's father and the current "Grim Reaper"—has existed since before the moment of creation.
More recently, Lionel had a son by a human woman (whom he later married). Due to the nature of his work, the Grim Reaper has many enemies. The wife and a son were dependents, especially the human woman. They made the previously untouchable Grim Reaper vulnerable and everyone knew it. Upon discovering that he had a wife and kid, his enemies took swift action against him. In the end, Lionel's wife—Elijah's mother—was murdered in front of Eli, a traumatizing experience that he has since pushed out of his mind. After this incident, Elijah was homeschooled and never allowed to leave the Cromwell family estate. As such, he has no idea what the outside world really looks like, and finds wonderment in things others may take for granted.
The murder of his mother in cold blood is most likely the source of his fear of the concept of death and of ghosts.
