Being partially descended from a Witch as well as a Meister has its perks. Although Ouka can't actually use magic, she also is not affected by the Sway of Magic, and her soul's level of power - and hence, her physical abilities and endurance - is/are rather abnormally high due to her heritage. Think sort of like Crona here (not including the Black Blood's effects, of course). She has skills in hand to hand combat, but much prefers a weapon.

Ouka is a very quiet, reserved individual. Her unusual appearance - given her bright golden eyes and silvery white hair - and stoic demeanor tend to drive most people away from her. She's perfectly happy to help those who come to her, but finds social interaction awkward due to her little experience with it. Consequently, she generally just settles with helping people who ask for or need it, executing her duties as a meister, and otherwise performing as she should. Secretly, though, she gets a little lonely, even if she can't really define the gloomy feeling that seems to haunt her day by day as such. Her only satisfaction comes from helping other people, even if her bizarre mannerisms and social inexperience cause her to bungle most of such attempts, and force her to withdraw further into herself: the only place where she's comfortable.
Ouka has many, many quirks, and not all of them are physical ones, like her bizarre appearance. First and foremost would be her lack of social skills, which cause her to come off as strange, or even antisocial, to those she talks to. She has few insights into how normal people act, and consequently ends up getting into awkward situations rather often, I.E., changing clothes in front of other people because she doesn't know she's not supposed to, never taking any breaks from her duty as a meister and her training, refusing to talk unless specifically asked to do so, going silent in the face of other people's sadness and not knowing how to comfort them, seeing borderline sociopathic and apathetic of most things besides her duty due to not understanding them, etcetera. A physical quirk would be her unusual resilience to physical damage - a perk of her soul having unusually high magical concentration.
Her least known quirk would be that she has a sort of obsessive-compulsive reaction in regards to collecting cute things, something which nobody would ever expect, given how she acts normally. Honestly, she just likes them, and doesn't understand that the sort of thing she gathers as nice-looking treasures are generally regarded as childish, like the teddy bear in the picture up above. More odd is the way she goes about this. Upon finding something she finds "cute," she will generally remain perfectly composed and calm, but latch onto it and purchase or otherwise legally acquire it as soon as possible. Perhaps this is because she understands these bits of inanimate eye candy better than other people, and because looking at them cheers her up?
Ouka has a rather unusual and poignant past. Her parents were a very young couple, ordinary in all but their age. Or, at least, so it seemed. Her father abandoned her mother when he learned she was pregnant, leaving her mother to deal with the consequences on her own. However, her mother was much stronger than anyone expected, if more than a little strange, and didn't let this phase her. Ouka was raised through her infancy to young childhood by a loving, if single parent. Seeing her mother's sad face light up with a smile of pride was what Ouka lived for, and consequently became the kind, helpful, caring girl she is today. However, another important event cut off and stunted her social development, caused her to retreat into herself, for at age nine, her life changed forever.
Her mother was, in fact, a young witch. Not one of considerable power, but still a witch. However, unlike most witches, she had been brought up amongst Humans, and had done her best to control her abilities and live the normal life she so cherished. Despite this, however, the Sway of Magic - a Witch's impulse to use their powers for destruction - had already begun to take hold of her, and she soon found herself lapsing into fits of malevolent instability. For a while, she kept these hidden and under control, but eventually, she found herself unable to fight her dark urges any longer. Consequently, she took the last choice she had open to her, not wanting to hurt any of the people she cared about. Contacting Shibusen, she had a meister come to kill her and claim her soul.
Ouka was never meant to find out about this, but she did. Coming home early from a particularly good day, she expect to be greeted with congratulations and cheers by her loving mother. What she found instead was a young man sobbing over her beloved parent's swiftly fading body, an event which broke her trusting nature down and caused her to retreat forever into her own self.
The young meister - for that was what he was - was, in fact, her long-lost father, who, learning of his own unusually high levels of magic, had left his family and wife to go and become a meister. Returning to respond to an anonymous request for a witch extermination, he had found that the witch was his own dear wife, and had been forced to kill her as the Sway of Magic took hold. Wanting to make amends for what he had done in leaving his beloved to suffer such a fate, he took his daughter with him back to Shibusen, determined to make her a meister as well and to raise her the way her mother would have wanted. Ouka accepted this, if reluctantly, and, from a young age, was personally prepared by her father to take on the role he wished her to. She soon found herself quite adept at the fundamentals of the profession her father wished her to assume, and took to it rather well, as it provided a means of distracting herself via duty from the alluring dreams she had of what her life might have been. She did her best to simply forget the past and continue living on her own.
And so she lived: alone. Her mother's death had estranged her from her father, causing her to view him permanently as nothing more than a teacher, rather than a parent. Consequently, the two grew further and further apart, and, by the time Ouka started attending Shibusen, they disconnected entirely, leaving Ouka to walk her own path...

- Carrying out her duty as a meister. As it's one of the few things she's good at, she cherishes this one important duty above almost everything else.
- Being thanked and complimented. Given her self-esteem issues, it really cheers her up.
- Learning new things and reading books. She's a massive bookworm.

- Being insulted. She takes this sort of thing rather personally, since it means she failed at whatever kind thing she was trying to do.
- Failing as a meister. It's one of her greatest fears.
- Blood and dead things. They absolutely terrify her.
- Cruel people or beings, as they go against almost everything she stands for.
