The government and residents of Lósénji.

Description

The government of Lósénji and its holdings on mainland Shintenchi goes by the name of the Lósénji Imperium and has been ruled by the Kokuro family for many centuries. Their monarch, the Emperor or Empress, has absolute authority should he or she choose to exercise it, but due to the power that the ministries wield, such authority is very seldom exercised on matters of importance for fear that it would lead to civil war.

The Ministries are the departments of government that deal with the day-to-day running of the nation. Each ministry is headed by a first minister who serves as an advisor to the Emperor/Empress. The Ministry is widely regarded as an amorphous blob of bureaucracy that is far better at playing political games and wrangling for power than it is at getting its jobs done. The majority of the departments are focused around Tianshì City, the centre of politics and intrigue on Lósénji, but their responsibilites extend across the entire nation. Military:

The military of Lósénji was once a mighty force that swept across mainland Shintenchi, conquering all in their path. Nowadays that might is a lot less notable, particularly with the presence of the technologically superior Taiyou to the East. The military is structured under the command of five generals, each with a domain they specialise in. The General of the Land is usually the most powerful of the generals, responsible for the protection of the Island as a whole and its holdings on the mainland. The General of the City is responsible solely for the military protection of Tianshì, and is usually viewed as one of the less powerful generals. The Generals of the Seas and Skies command the navy and airforce respectively, whilst the General of the Empress (or Emperor) commands the personal army of the monarch, and is almost always either the Royal Consort or, once they come of age, the First Prince or Princess.

The military utilises technology reminiscent of WW1 tech. The land army's infantry is generally equipped with semi-automatic rifles with a blade attachment, with support in the form of machine guns, howitzer artillery and basic tanks, amongst other standard military vehicles. The airforce is largely composed of large airships equipped with heavy machine guns and artillery, as well as (recently) early models of fighter planes. The airforce also features one of the more unique aspects of the Lósénji military, the dragon riders. Most often mages with strong combat magic, dragon riders ride upon the incredibly resilient dragons of Lósénji and rain magical death down on enemies below. Finally, the navy of Lósénji consists primarily of dreadnought battleships and early war-submarines.

Magic:


Magic within Lósénji is a fact of everyday life, accepted and taught alongside any other craft. The primary usage of magic is as an aid in other tasks - construction, production, cooking, even menial chores. Though flippant usage of magic is officially frowned upon, and hard work advocated as a more fulfilling substitute, the majority of the citizens of Lósénji tend to disagree, and it seldom gets anyone into trouble.

Magic is not only utilised as a way out of labour, however, and indeed there are several forms of magic viewed as more inherently mystical. The first and foremost of these is divination in its various forms. From reading crystal balls to tarot cards and tea-leaves, fortune-tellers and seers are commonplace in Lósénji. The majority of these, however, only have a meagre mastery of their art - those who can truly boast to have access to insightful predictions of the future are rare and seldom practice their craft without good cause.

Other traditional magics include spiritual communing, the art of communing with the dead and the creatures of the spirit realm, and druidic magic that is seldom practised outside of the small settlements within Naséni Forest.

Some forms of magic are forbidden in Lósénji, and practitioners of them can expect a lengthy jail sentence and significant persuasion against ever utilising their powers again if caught. These magics are necromancy, blood magic, and any form of mind-control magic (including emotional manipulation and the like).

Technology:

The technology of Lósénji is heavily interspersed with magical elements, but does not solely rely on them. Things such as combustion, electricity, telecommunication and industrial machinery have all been developed, and overall their technology level hovers around this industrial era in most (but not all) things.

Cars are a relatively recent (within the last 30 years) invention, and are still not incredibly widely used due to the lack of a strictly controlled road system within Tianshì City. They see more use in the towns and villages of the Island, owned by richer individuals as an alternative to the network of steam trains that connects the island's larger settlements.

Flight remains primarily the domain of large airships, though in the last year or two powered biplanes have finally begun to see more use as their designs are perfected, after years of experimentation.

The major towns and cities of the Island are well connected with electricity, plumbing and telephone lines, where all but the poorest of homes are equipped with them, but more isolated settlements are largely cut off from such things due to their locations.

Tianshì City has seen the rise of the factory in the past half-century, with a large district of the city becoming occupied by structures filled with clanking machinery and producing plumes of thick smoke. Not everyone is happy with the development the ministry is pushing, but the jobs that the factories provide are something that everyone can agree is a good thing, and serve to keep the dissidents in the easily-hushed minority.

Myths, legends and mythical creatures that are actually real:

Significant Figures:

Tatsuhiro Kokuro: the Great General, who led the Lósénji Imperium to glory and conquered much of Shintenchi over a thousand years ago, and led a prosperous reign over his empire. The first Emperor. He was said to ascend to the stars themselves in his later years and become a celestial spirit, rather than pass away naturally.
Suon Kokuro: the corrupt magnate, who brought about the empire's ruin through his mistreatment of the colonies and peoples of Shintenchi, inspiring a revolution from both conquered foreign powers and many of the Imperium's own settlements.
Takero Tsian: the dragon, the only man ever to tame a fully grown dragon rather than rear one in captivity from the egg. He was said to be able to breathe fire just as his dragon, Aiko, did. He won many battles riding upon Aiko, until in one battle Aiko was slain by a lucky cannon shot. Takero went into isolation in the mountains after the dragon was slain, and was never seen again. Some say he simply passed away in mourning, but others say he took upon the shape of a dragon in order to dance on the edges of the spirit realm with his old friend.
Yumiko Nakajima: the usurper empress witch, who plunged the empire into civil war by her claim to power. Legends tell of her vile black magic that turned many of the nobles of the land against the rightful ruler of the time, Mitsuhide Kokuro - the direct successor of Tatsuhiro. She was said to have called dark demons from the spirit realm and lightning from the sky to wage her war.


Existing Creatures:

Dragons: Primitive eastern-style dragons make their nests amongst the mountains of the island and are semi-regularly (limited by the quantity of eggs that can be stolen) trained for use in war or for exotic and dangerous pets.
Kappa: semi-humanoid turtle creatures that dwell at the bottom of lakes and drag fishermen down to their deaths.
Naga: dangerously intelligent seasnake-people with the lower body of a snake, a scaled humanoid torso and a head that seems a combination of the two. The naga live in clans on the coasts and beneath the seas, and whilst technologically primitive, they are dangerous pirates who often conduct raids on smaller villages and have proved elusive in attempts to wipe them out.


Creatures whose existences are in question:

Great Serpents: Infrequently sighted, legends tell of great snakes that dwell deep within mountain caverns and emerge only to snatch away unsuspecting travellers, farmers, and children who misbehave.
Spirit-Demons: Creatures that dwell within the spirit realm. These demons are said to be able to assume any form they choose, but find it difficult to cross to our world. When they manage to do so, they attempt to steal the body of a mortal in order to live within it, or steal their soul for sustenance.


Objects:

Tatsuhiro's Spear: the great spear belonging to the first Emperor of Lósénji, said to have felled over a thousand foes in battle. Legends say that the wielder of the weapon becomes immortal on the field of battle so long as they hold the now-Celestial Tatsuhiro's favour.


Traditions:

Lósénji's traditions are largely inspired by their cultural focus on two things: the soul, and destiny. Their beliefs in the importance of the soul/spirits lead to many practises which are thought to encourage a unity of soul and body, most notably that of martial arts. The many fighting styles which are practised upon the Island supposedly require a linking of one's physical movements with one's inner self. The same applies to the usage of traditional weapons, including swords, spears, staves and more.

The cultural reverence of dragons can also be traced back to this belief, as dragons are believed to have achieved an innate mastery over oneness of soul and body, and as a result are held sacred due to their representing a spiritual ideal.

The importance of fate and destiny can be observed in the prevalence of fortune tellers of all sorts, but most notably, almost every family in Lósénji owns a deck of tarot cards and knows how to read them, at least in a basic sense. Furthermore, gambling is not only legal in Lósénji but it is practically a national hobby.

Another tradition infused within the culture of the Island is the usage of face-paints to represent spirits. For example, during a ceremony, a particularly excitable child might wear face paints in the pattern of a monkey spirit, or a blacksmith might wear the pattern of a fire spirit. Only those of noble blood are permitted to paint their face white, in the image of a celestial spirit, due to the legend of Emperor Tatsuhiro's ascension.

The traditions of Lósénji also express themselves in the many traditional forms of entertainment that can be found within its borders. From extravagant theatre, to even more extravagant circuses and festivals, the people of Lósénji are expressive and immensely enthusiastic when it comes to revelry. Their parades, dances and fireworks displays are renowned across Shintenchi for their vibrance and wonder.

Sports in Lósénji are varied and numerous, but those which are viewed as the most prominent on the island are those of airship racing and showfighting. Lósénji holds airship races several times a year on a very large scale, with courses ranging across Shintenchi and the seas. Other, smaller scale races are also run for smaller faster airships with less range. The showfighting of Lósénji includes all sorts of combat: armed and unarmed, magical and mounted, and many more. This fighting focuses more around creating an entertaining display than on achieving victory at any cost, and similar value is placed in style and flair as in technical prowess


Religion:

The predominent religion of Lósénji is Sényriism. Sényriism is a belief system that does not worship any specific deity or deities, but rather focuses more upon a number of concepts around the soul and spirits of the world. All things in life are believed to have a spirit, even inanimate things (though not manmade things) - animal spirits, elemental spirits, spirits of lakes and forests and individual trees, even rock spirits or mountain spirits. All these spirits dwell within another world, parallel to our own, with only the barest of interactions between the two. One of the tenets of Sényriism is an emphasis on harmony with these spirits of the world, to avoid unnecessary harm to nature and one another.

However, not all spirits are seen as benevolent. There are demonic spirits which seek personal gain, and wish to escape the spirit realm via the medium of an unsuspecting man or woman by either possessing them or consuming their soul to allow them to grow more substantial. These evil spirits come in as many different varieties of the normal spirits, but seldom have a strong link to any physical thing such as an animal, plant, object or even element. If they do, it is normally because they have been bound to it.

The closest to deities within Sényriism are the celestial spirits - spirits of stars and constellations that are said to watch over the world and the spirit realm from on high within an area of the spirit realm out of reach to most other spirits. They are thought to be immensely powerful and wise, and seldom interact with the mortal realm - or even the rest of the spirit realm - at all.

Another aspect of Sényriism is the relationship between one's body and one's soul. In an average person, Sényriism says that the two are very much distinct. Disharmony is caused by day to day action - acting against the tug of the soul in work, in indulging pleasures of the flesh, or in negative emotions. The spiritual ideal, however, is to achieve a state where one's body and soul are in harmony and each represents the other. To achieve this, both must meet in the middle. Dragons are perceived to achieve this balance naturally, and as a result, they are held as sacred.

Exercises such as meditation and dedication to martial arts are said to bring this state about, as well as attempting to live in a degree of detachment from the physical realm. Inherently, a man or woman leans towards embracing the physical more than he or she does the spiritual, and as a result it is required that one take a deliberate step away from the former to grow closer to the latter.


Law/Policing:


The policing of Lósénji is divided into several different departments with their own responsibilities. Each individual township has a police force that polices both the town itself and the villages within its domain. By far the largest police force is the Tianshì City Police, who maintain an impressive level of order within the large capital. They are aided there by the Ministry Guard, a law-enforcement department that moves at the behest of the ministry in dealing with matters directly relevant to their affairs. The Ministry Guard often step on the toes of the Police, but due to having the authority of the Ministry behind them, there is little the Police can do about it.

The other two departments of law in Lósénji are the Dragonwatch and the Yin Wei. The Dragonwatch are the Emperor or Empress' personal guard, responsible for maintaining order in the palace district and protecting the royal family. They are a grim and elite force who are largely immune to the law in the carrying out of their duty.

The Yin Wei are a shadowy and feared organisation who work in the background of the Imperium, working to apprehend and quietly remove those who might not quite be breaking any laws, but who are viewed as dangerous to the nation - or perhaps just inconvenient. It is not widely known who commands the Yin Wei; some say they answer only to the Emperor or Empress, like the Dragonwatch, but others say that they are the deniable hand of the Ministry. Even the most dangerous criminals and powerful nobles hold respect and fear for the Yin Wei.
