Setting
The eastern edge of Larkan City is a waterfront, occupied by thousands of shipping containers and boats. Everyday, hundreds of ships come in and out of the port to load and unload cargo as well as to refuel and rest before they continue on their long journey to wherever they are going. The Larkan City port is the only port within a 1000 km radius, so its traffic is heavy. This also means that the security at the port is heavy. Attempting to smuggle things or conduct under-the-radar business at the port is very difficult, for this is the area whose security the city actually takes seriously. Patrols with dogs are regular around the port, making sure there are no unwelcome guests or items. Containers that arrive at the port neither enter nor leave without multiple thorough inspections of their contents.
Despite all the security measures and the odds, the port is still mostly controlled by one of the Five Shadows of Larkan City. Though originally part of the Jade Dragons' territory, it was lost when a large faction broke away and took it for their own. Now, White Tiger calls this area home, and it is the port's power that gives them their power. Taking it from them is far from easy, as is even entering or leaving. Careful negotiations and treaties with other powers, including the other four of the Five Shadows, allows for trades and business to be done under the strict supervision of White Tiger. They are careful to guard their home turf well and keep their hold over it absolutely secure.
