The meeting was held in secret, in fear of attacks that so many have heard, even witnessed. All around the table, men and woman alike sat in silence, their eyes riveted on the 50th president of the United States, President Blake Welkins. He glanced around the room before turning his eyes on the man standing on the other end, the others turning to lock eyes with the unknown man as he readied his notes.

"You are?" Welkins asked, the man fumbled his notes, catching them before they scattered as he turned to speak. "My name is Harold Flores." Harold replied, "And i am the leading scientist on what we now call D. Specialists." A burly man snorted in response to this drawing the attention of his colleagues. "They're just damn terrorists is all." He muttered, Welkins gave him a harsh glare before he could even continue and nodded to Flores to continue. "Right, currently all we've ever know of D. Specialist's are the terrorism they've caused for the past decade." Harold said, "Some may say that terrorist may have in fact developed an unknown technology during the last war on terrorism." He held up a hand to forestall incoming questions. "But this is not the case." He said "My team has been researching those we've met, and those we've captured, and discovered a common point in each case."

President Welkins nodded his understanding "And this point is?" He asked, "They've all came extremely close to death." Flores answered "So close, in some cases we've actually considered them dead." He flipped a page, slamming the notes down as if making a point "In one instance they lay on the ground, dying or already dead, only to awaken completely fine a minute later." A woman raised her hand in question, Flores pointed to her and she stood. "So those who are frequently in combat would have more of a chance to develop these powers then normal civilians?" She asked, and Harold nodded conceding the point.

"Yes those who see combat, like our military, would hold a greater chance in developing such powers, but another point is apparent in these testimonies we've gathered." He said "The person most likely has to encounter a life changing moment in which the power can manifest itself." He turned and popped off the cap of a marker, scribbling D. Specialist on the whiteboard. "Hence, Defined Specialist, or People who wield Defined Weapons." He turned back and shrugged, "Well, D. Specialist are only known through the attacks we hear about, so the general population holds a personal dislike to those who carry them." He said "Both our military and law enforcement hold a difficult time in dealing with them due to their unique nature." Welkins noted the reserved tone and raised his hand in question. "What exactly are you proposing here?" He asked.

Flores grinned "I propose we establish a Anti D. Specialist force in response to the rising threat." Immediately several members raised their voices in complaints. Welkins silenced them with a harsh glare, and turned back to face Flores, " A special force meant for dealing with D. Specialist terrorism." He mused, Flores grinned "In addition, the A.D.S will also house the scientists who will continue to study the Effects of D. Weapons." He added. Welkin's mind raced as he considered his options. Finally he decided.

"Very well." He replied "We will establish the A.D.S as a countermeasure for D. Specialist terrorism, as well as the leading research center for counteracting and or developing these effects for our country."

Flores smiled "Excellent." He said "We have much to go over in relations to our new establishment."

D. Specialist- Are humans who have came in contact with death at least once. The military and law enforcement both run a high risk of encountering life-threatening situations and thus are our highest chance of locating them. Civilians also can become them, but this happens on a lesser scale. Those who become D. Specialist are known to have enhanced abilities including strength, speed, and intelligence, although some may be more enhanced then others. D. Specialist are also know to heal faster then a normal human, but not so quickly they can fight tirelessly. (Minor scratches take about an hour to heal completely while heavier injuries take longer to regenerate.) Also, D. Specialist are still as vulnerable as any human, so losing an arm means losing it permanently.

D. Weapons- or Defined Weapons are generally brought about by a powerful emotion, one that would have changed the user's life or perspective of how he/she lived. The weapon takes form using that memory and usually is disguised as an ordinary accessory or item a person keeps with him. One example is a serial killer we've eliminated. He carried a knife that was actually a D. Weapon in disguise. The knife represented his first kill, and how he enjoyed seeing the blood spill.

D. Specialist can be categorized under three types.

Offensive- OD. Specialist usually have D. Weapons that excel in dealing damage, whether it be to a single target, or to a wide spread area.

Defensive- DD. Specialist are those whose D. Weapons aim to protect themselves, or others from harm.

Support- SD. Specialist are as they are. Their D. Weapons can offer either offensive or defensive support, but is often overshadowed by the other types.

D. Specialist are generally regarded under three groups.

A.D.S.F- The Anti-D. Specialist Force was recently established to deal with the rising threat of D. Specialist Terrorism. These members are based in the outskirts of New Orleans and travel all over the country hunting those who threaten the peace to the U.S

T.D.S- The Terrorism D. Specialist are the main enemies of the A.D.S and quite a few are well know even before they developed such powers. They currently have no established H.Q and are located all over the country.

Neutrals- Those who wish to join neither side, and simply continue on with their lives. They choose to live in secrecy, or if located, registered to the known D. Specialist registration list.
