Introduction
Once the place of so much travel, the London underground has now come to shelter around 800,000 people- about a tenth of the popluation the city once had- after an outbreak of nuclear war pretty much completely devastated Humanity everywhere else. Now there are warring factions and weird mutants and a whole bunch of other things to deal with, all of which are still slowly decreasing the number of survivors. Will Humanity make it through this?
FACTIONS
Feel free to try and start your own faction! These are merely the ones that have outlasted anyone else so far.
Polis
The scientific center of the underground. Often fought over by the other, more powerful factions. Being a Polis citizen is suffering, due to the amount of resources they have invested in their experiments.
Commuters
The communists. Even worse than the Polis in regards to living conditions, but they are easily one of the more powerful factions, especially in regards to military might- rivalled in influence only by the Eurans.
Eurans
The commercialists. Spend most of their time scavenging, bartering with the other factions, and trying to get the economy going again. Easily one of the most social factions, and not really openly at war with anyone else except for the Commuters due to the other faction's needs for supplies.
Muties
The obligatory mutant faction. Generally much reviled by the other factions, especially the neonazis. They still manage to maintain better living conditions than the Polis or Commuters however, and are more than willing to accept tolerant non-mutants amongst their ranks- as rare as such people are- once their trust is properly earned.
The Church of The Bell
Staunch theocratists that started their faction as a cult, most of whom are former US Citizens or US immigrants into the UK. Need I say more?
Reich
Militant neonazis. Small but well trained military. End up culling a lot of their membership due to mutation in a heavily irradiated world. Enemies of about everyone except the Polis and Eurans.

Re: London Underground 2040
I can tweek this, I just have a concept of her being the gardener of the underground but with a slightly horrific twist.

Is plant or fungus manipulation an option and would that fall under intelligence or charisma?
Yes, that is an option... And it depends on how the manipulation works? bending/kinesis/extension of the mind? intelligence. still treating the thing as a separate being that one can influence? charisma.
of course i'm open to that being an exception and running on dexterity too if you really want to go the 'extension of the body' route.

London Underground 2040
In the meantime, I'm going to go into detail about how my stat system works so I don't have to micromanage every roll.
Standard rolls depend on the task at hand and the relevant stat. I might waive rolls entirely if the challenge percentage is low enough, but the percent is what you need to roll higher than in order to succeed with that particular task. Unless conditions change, it will always be the same percentage for the same stat number on any given specific challenge.
Contested rolls pit the character's statistics against one another. The player with the lower stat needs to roll higher than the percentage their stat is of the other player's stat. Obviously this doesn't change unless character statistics change for some reason.
Contested mutations? Mutations use either intelligence or charisma by default, depending on the mutation and/or the specific circumstances. Please specify if your character is an exception.
