Seikaitsu

Seikaitsu is a land ruled based on the idea that the most skilled people should be the ones to have rank. The mages there are all light or dark element-based, and there are even rumors of psychics and necromancy. Being the king or queen, depending on who is actually doing the work as monarch, can be risky. Anyone has the right to challenge the monarch's leadership, except in a state of a national emergency, by challenging him or her to some kind of battle. The ruler chooses what type of battle- it can be anything from bread-eating to sword fighting. The infantry of Seikaitsu is never to be underestimated.
