Introduction
Justice. Can we truly define this one, simple word? After all, who is justice? Is it the police, the detectives that arrest criminals, yet watch as they are thrust back into the world once more do to some 'good behavior'. Those men and woman who, although they fight with their very own lives, allow such monstrousities to live and leech from the nation by feeding and supporting them in their cells.
Or is it the 'chosen ones'? These individuals who were given power beyond what any person thought possible. The power to right all the wrongs of this world in a few measly strokes of a pen. These people who saw the injustice that was being allowed, and corrected it with their own hand, sacrificing their entrance to both heaven and hell to see that this world of theirs was cleansed of filth.
Maybe there's no such thing as a true 'justice'. It's possible that it's a hopeless dream, and only a fool would believe he or she could achieve that goal. Nevertheless, some people strive towards that goal with an unrelenting will to reach succession. After all, there's only one real difference between the detectives and the Kira: A means to an end.
Basis: I will be the 'Main Kira'. This just means that at the start, the detectives should be focused on me, and will be dubbed 'Kira' after a bit. Likewise there should be an "L" figure with the taskforce assembling at some point or another. I don't want every single detective being an L clone, likewise I wouldn't want all Kira's being the same either. Variety is the spice of life, no?
Kiras: These men and woman have been blessed/cursed with the power to kill any human they wish, so long as they have their target's true name and face in mind when writing the name in the Death Note. They have the means to shape the world as they see fit, though whether that's a good thing or a bad depends wholly on their character.

Detectives: Most call them justice, though some would disagree. They don't have access to otherworldly powers and must rely on their wits and nearly endless supply of resources to track down criminals. In order to win, they must have the will to save this planet from being manipulated.
Humans: These people are variables in this whole situation. While a Kira has access to the means, and a detective has the will, humans..... are unpredictable. Whether they support Kira or dispise him is completely left up to them. They can be your average person, or they can be a famous face. They can even be a criminal themself. Some people just aren't as simple as they seem.....

For the character Skeleton, go ahead and alter it if you want. Add stuff, combine stuff (You could put your disposition in the bio, but state it clearly if you do). This is just a simple outline for your sheet.

Suddenly, she remembered the feeling of the night she killed someone. She had a purpose to do and that was to clean up this damn world. Walking back to her bag, she picked out the Death Note and walked to her T.V. Looking through the news, she came across a horrible man. Daichi Fujimoto. He was currently keeping people hostage inside a bank as the cops and reporters watched at a safe distance. Gritting her teeth, she scribbled down the name. With a sigh of relief, she turned back to the T.V. After this, Kira would know there was another out there. How far would Kira go? Would he accept her?
Grabbing her heart, she let herself fall back on the couch. Would he accept her? She was technically insane with a sane mask. Would he care? These thoughts continued, almost driving her insane (Which was impossible because she already was). Looking at the T.V., Hanako smiled as she saw the victim shot down after his last words.
"Let all the filth burn in hell! Kira is our new God! He is just and shall cleanse this world!" She quoted as Daichi said it. It sent shivers through her and she couldn't help but laugh again.
"Oh Kira..... I hope you respond to me soon...."
"You may find these useful. C certainly did, as it was what led her to conclude Kira's whereabouts in the first place—Tokyo, as you may have already presumed."
That said, Pierre reached into his briefcase once again took out a laptop. He set the device carefully on the countertop, opened it, and then typed in a few passwords. Following C's murmured instructions in his ear, he opened a certain file she had sent to him not even five minutes ago.
Three faces popped up.
The butler smoothly rotated the laptop so that Officer Yoshida was allowed a decent view. Once he had the man's attention, he spoke. "In addition, C has a proposition. You are welcome to decline, although we feel that this will help vastly in the Kira case. There are concerns, of course, on the exact nature of Kira's method of killing. After much deliberation, we've concluded that it is most likely to be some sort of supernatural ability."
He gave the officer a wan smile before continuing. "Ridiculous, no? And yet, the only feasible explanation…
"Plausibility notwithstanding, a reasonable first step on this front would be to discover the requisites of this supernatural ability. C suggests starting with something basic—simply put, names and faces. That is where these three criminals come into play. The acts these people have committed are things that Kira won't ignore. If the police publicly broadcasts their crimes, we are guaranteed a reaction. Based on what happens, we'll be able to surmise if Kira needs a face or a name to kill.
"Of course, this is only a suggestion. Nonetheless, we hope you will take it into consideration."
The young police officer raised his brow and attention from the folder as he was shown the screen of a laptop and three faces. They were criminals, and bad ones too. The kind that made his blood boil a bit with the things they have done. They definitely shouldn't be allowed to taint this planet any longer with their horrible stenches, or so he would think. His opinion might be too similar to Kira's, but that was obvious.
"Yes, it seems that even the part of me that laughs at any claim of supernatural power is in agreement with you on that one." he said as he moved his gaze to Peter. "I can't see any poison doing this kind of work, and any other weapon I can possibly comprehend is out of the question." he closed his eyes and took a small breath in before opening them, allowing Peter to continue before speaking again.
This plan was great, he had to admit. They were catching on, and quick. He needed someway to convince them not to use this, for it would only help them in the end. Outright denying it would not bode well for him. Either they'd think he wasn't too bright, or they would possibly even suspect him of justifying Kira's actions - which of course he did, but nobody could know that - so what option was there left? Appealing to their morality? That, though as flawed as it could turn out to be, was the only feasible option in this situation.
"You would have us offer up people to Kira?" he asked, his eyes narrowing a bit. "I will admit that it sounds like it may turn out to be effective if Kira does in fact have limitations to his supernatural abilities. But can we honestly do such a thing?" he questioned. "Would that make us no better than Kira himself? We could just be giving him free bait and I'll admit that there's probably nobody else who deserves such a thing more than them, but it would feel wrong." he mentally cursed in his head, for he knew that the chief would have no problem accepting a plan like this if it sounded like it'd produce results, and it did. This argument had barely any means in which to support it, so he feared it would be smacked down and he would end up having to watch these criminals on live television.
What should I do now? There's no way the chief's going to decline a plan like that - it's brilliant. Too brilliant. I could simply just kill all three of the men, couldn't I? No, then they might come back to suspect me in the end if they figure out the name and face requirement for the Death Note. Then do I simply let them find out? No, I can't.... can I? I might have to at this rate. They're bound to put up precautions if they discover that flaw. I can think of a plan later, right now I need to focus.
