Mayor Evelyn Rosemary Leblanc is a pillar of the community. As any of her publicists can confirm, there is no end to the good she has done for the city. Her strong roots in the community, her impeccable business savvy, and her iron will to do what must be done have put her on a pedestal as the city's best and only hope.

Named BeccaAnn Murphy by her mother, she managed to avoid needles and johns at the flophouse long enough to escape and be raised by the city. She learned quick the art of the con, but her grabs for cash soon became overambitious. She was inevitably caught breaking into the basement of a gated suburban estate by a young Miss Leblanc. Weeping bitter tears, BeccaAnn lured the girl into offering sanctuary in the shed. A shovel swiftly solved the problem of witnesses, but that left evidence stacked against her in one of the few cases the police would be obliged to look into. Quick thinking buried the body and set fire to the shed, but she couldn't have guessed the way the wind would drive toward the main house. She grabbed what treasures she could and tried to get out, but soon she was lost to the smoke. When she woke in a hospital days later, she noticed the label on her wrist just as a ring of concerned doctors began asking her name. Evelyn it would be, from that day on. Bullshit and luck were with her that day, as both Mr. and Mrs. Leblanc's tragic loss had left her in the care of a distant Belgian aunt.

It didn't take long to figure she'd have to play the long game to survive, so she applied herself to the con with vigor. Any gaps in her knowledge were filled by the excuse of trauma and she adapted quickly to formal education. There was a teacher for every subject, and those that didn't hold her interest soon found their weaknesses exposed. With money and education, the world was her oyster, but the pearls of polite society soon lost their luster. There was one diamond in all the muck that she knew and understood, so she took it and polished it and made it her own, no matter how many people she had to put the grinder to.

Now 47, her polished portrait plasters the city streets in posters and signs. The tight twist of blonde hair and white tailored suits have become a trademark, showing a woman in perfect control. Many a business venture and building bear the name Leblanc. Her appeal to the common masses for a city protected for the people, by the people gives her an unshakable reputation for being tough on crime, emphasized periodically by highly publicized raids by the APD. And those that stand against her know there's much more to fear behind closed doors than an APD raid.
