There is no limit to the kinds of effects these devices can have, but they are often unstable and can have unexpected results and rarely last long.

Joseph is from a nation whose technology has surpassed most of the world, a nation with many revered inventors and genius's, The nation forbids any kind magic practice of any kind, they feel that magic interferes with progress of technology and science and have stamped it as a way of inferior species. Joseph had a strange fascination with magic from a very young and nothing his parents tried could damper his enthusiasm toward it. Combine that with his thirst for adventure and technological intellect and Joseph found himself in trouble quite often. While Joseph has no tools to learn any school of magic he did learn to control the essence of it much to the horror of his family. In his teenage years he invented his very own occupation, a magical engineer. And began experimenting combing magic and technological devices, the results were spectacular but volatile. His creations often backfired or worked in unexpected ways.
This only fueled his disposition to the law enforcement of the nation and finally they set out to arrest him, at his trial the judge did have mercy on him and instead of locking him up, he offered Joseph a choice. Have his powers binded by a magic retardation device, or leave the nation. Joseph chose the latter and set off on an adventure at the age of 16, he traveled everywhere he could taking in all the sights, meeting exotic people and learning all he could. His quest for adventure eventually led him to a curiosity about Russataia, and after hearing the rumors decided to check it all out first hand.
