"They have no sympathy for anyone... not even their fellow enforcers..." thinks the Surfer. He then suddenly gets on his board and begins hovering into the air.
The strikebreakers suddenly snap back to attention, pointing their rifles at the Surfer and shouting threats in Spanish.
The Surfer immediately zooms off away from the strikebreakers, and begins flying all around the island as he looks carefully at the various people and things he sees below.
The Surfer landed in the north, the industrial sector, filled with smog and whatnot. On the south side of the island he can see the slums, full of thugs and pirates. To the west is the "tourist" side of the island which looks much nicer than the two aforementioned areas, and to the east is El Presidente's luxurious palace and estates.
Guards outside El Presidente's palace have the same reaction to the Surfer as the military police - pointing guns and threats in Spanish. Not a very nice place, this island.
The guards talk amongst themselves (in Spanish, of course) before one goes over to a communicator.

Hernandez gets a call in his office from the guards outside his palace and picks up the phone.
"¿Qué es?" asked Hernandez.
"El Presidente, hay un hombre extraño, brillante con una tabla de surf aquí. Él quiere hablar contigo," answered the man.
"¿Por qué?" asked Hernandez.

The guard at the communicator turns to the Silver Surfer.
"¿Por qué?" asked the guard.
...
Hernandez gets a call in his office from the guards outside his palace and picks up the phone.
"¿Qué es?" asked Hernandez.
"El Presidente, hay un hombre extraño, brillante con una tabla de surf aquí. Él quiere hablar contigo," answered the man.
"¿Por qué?" asked Hernandez.
...
The guard at the communicator turns to the Silver Surfer.
"¿Por qué?" asked the guard.
The man goes back to the communicator.

"A él le gustaría ver al hombre que levantó este glorioso país de la nada," explained the man.
"¡Ah! Tiene que ser un fan de mí!" exclaimed Hernandez. "Usted lo puede dejar en una corta visita. No dejes que los otros turistas tienen la idea de que pueden salirse con la suya."
Hernandez hangs up and gets ready for a visit.

The guard nods to his compatriots, who open the gate into Hernandez' estate and beckon the Surfer inside.

Hernandez steps out into the foyer to greet the Silver Surfer.
"Hola, surfista brillante!" said Hernandez. "Always a pleasure to meet an admirer!"
"Hola, surfista brillante!" said Hernandez. "Always a pleasure to meet an admirer!"
"So," said Hernandez. "Any photos I need to pose for? Anything I need to sign? What do you want, eh?"
"I believe you are mistaken." explains the Surfer. "I come not as an admirer, but as one who has not liked what he has seen here."
"Eh?" said Hernandez. "You think I haven't been doing everything I can for this country? I raised it from nothing. Soon it will be a military superpower to rival Sanctuary. And you come in here complaining that you don't LIKE IT?"
"I have seen much of this nation. The people you are meant to protect are oppressed and suffer from the worst of living conditions, with fear and hatred dominating their lives. That is no backbone to build a 'military superpower' upon."
Hernandez smiles and lights up a large cigar.
"You ever been fishing, surfista?" asked Hernandez. "I go fishing in my spare time. And one day, when I was fishing, I realized something. There are two kinds of people in the world. The fish and the fishermen. The fish, they swim along all day, go about their lives, they don't care what happens, all they know what to do is swim and eat. Until the fisherman puts the bait in the water. The fish, they see the free food, they bite for it, and they're caused so much pain by the hook, but they can't get away, it's caught in their mouth. If they want the food, they have to hold on, and when they hold on, they belong to the fisherman. It's the same thing above the water, surfista. Little fish will do anything, they will endure anything, for little care packages making their lives better. They learn that if they want food to go under the water for them, they have to respect the fisherman."

"A colourful metaphor, but still just an excuse for your tyranny." says the Surfer grimly. "The 'fish' do not need the 'fisherman' to live and flourish, especially not when he can just pull them out of the water with that bait at any time and leave them to die. The fisherman is not needed for the fish to live and flourish. Sentient lifeforms everywhere are capable of rising up to great things without men like you making their lives 'easier' by causing strife and suffering in the name of greater things. I know this."
"Lots of people say they 'know' things, surfista!" said Hernandez. "Lots of people try to say that I rule this island WRONG, or that they can do it BETTER! I don't like those men very much. I do TERRIBLE things to those men to make an example of them!"
"All those who speak against you must be silenced with force, then? Is that your answer to every problem?"
"Force should never be the first answer to everything." says the Surfer. "Any 'peace' that needs to be enforced by violence is a false peace."
"Listen to you, surfista!" shouted Hernandez. "On and on and on about peace and violence and why I'm a terrible leader! You think you can make a difference, eh? You think you can change me for the better? You shouldn't have started your little moral crusade in Tropico! We have our status quo and we're not going to change it for a surfista!"
