He is probably the most psychologically unstable of heroes. While he is calm, Xavier is extremely friendly and approachable, and willing to do anything to help. Yet when as the Reaper, when crimes are commited and he is up against men of little conscience, his wrath is cold and calculated and focuses his all his energies on killing his mark. He plans ahead, often predicting the actions of his quarry and setting traps or using that knowledge to hunt them down.
However, despite his cold and seemingly merciless demeanour, he actually is extremely concerned about the lives of the innocent, and will take time to consider the best course of action to minimise collateral damage. He is however, willing to allow certain individuals to die to save more lives. This also cause him to put his life on the line to help his allies or save those he is emotionally attached to.

1. Wallcrawling - Xavier is able to move across vertical and horizontal surfaces.
Has a pair of katana strapped to his back. Made of a specialised form of adamantium known as "neo-adamantium", his katanas are lightweight and seemingly able to cut through anything.
Throwing knives kept on his belt, and a pair of hidden blades in the gauntlet of his armor.
Sometimes uses pistols when up against multiple opponents that pose a decent level of threat.
Xavier was first known as "Project 23", a project in which the government was trying to create an assassin with superhuman abilities to go into enemy territory and carry out sabotage or assassination missions. They genetically modified him while he was in his mother's womb. However, he was declared a "failed" specimen as his powers did not manifest at the initial stages of testing. His parents subsequently vanished from the face of the earth, all records of them gone and the project files erased from all databases.
Xavier was sent to an orphanage where the scientists expected him to die before the age of 5 from the mutation of his genes which had failed to grant him powers. It was later proven that the government's scientists had passed the verdict too quickly when Xavier's abilities manifested with surprising results as he hit puberty. When the government got word of this, they tried to abduct him and restart the project. They did manage to capture him and train him to kill with deadly efficiency, but they did not manage to "erase" his memories or brainwash him. Xavier had not forgotten the sadness of the children at the orphanage and what the sisters who took care of them had taught him. He grew to question the motives of the government for sending him on assassinations of "criminals" the police could have just as easily arrested.
It was this reason that led to a plan to "scrap" Project 23 entirely, which by definition meant Xavier was to be silenced. He managed to escape his captors and return to life among civilians. Yet he was endlessly hunted by government agents and assassins. After leaving countless bodies piled up and floating the sewers of various cities, the government decided to abandon their plans to silence him. During this time, Xavier paraded as "Reaper", whom eliminated the real criminals and villains who were threatening lives and causing destruction and were powerful enough to keep the government at bay, or keep them subdued under their will. Seeing an added benefit to keeping him alive, the government decided to let him take care of their mess, and has dropped off payments for him discreetly over the years. Though he does not consider himself as under the employment of the government, he uses this money to develop his armor and weapons and continued to fight villains.
His history as a weapon of the authorities has also made him distrustful of governments, and caused him to loathe politics. However he has seen the suffering of those who suffer under the hands of villains and also as a result of his assassinations and sabotage missions for the government and hence tries to his best to help the innocent with his powers even if it means he has to play along with the government's agendas every once in a while.
